The ethical issues associated with using genetic engineering and gene drives in conservation are typically described as consisting of risk assessment and management, public engagement and acceptance, opportunity costs, risk and benefit distributions, and oversight. These are important, but the ethical concerns extend beyond them because the use of genetic engineering has the potential to significantly alter the practices, concepts, and value commitments of conservation. I sought to elucidate the broader set of ethical issues connected with a potential genetic engineering turn in conservation and provide an approach to ethical analysis of novel conservation technologies. The primary rationales offered in support of using genetic engineering and gene drives in conservation are efficiency and necessity for achieving conservation goals. The instrumentalist ethical perspective associated with these rationales involves assessing novel technologies as a means to accomplish desired ends. For powerful emerging technologies the instrumentalist perspective needs to be complemented by a form-of-life perspective frequently applied in the philosophy of technology. The form-of-life perspective involves considering how novel technologies restructure the activities into which they are introduced. When the form-of-life perspective is applied to creative genetic engineering in conservation, it brings into focus a set of ethical issues, such as those associated with power, meaning, relationships, and values, that are not captured by the instrumentalist perspective. What happens when those who provide conservation advice are required to take policy and management action based on that advice? Conservation advocates and scientists often try to prompt regulatory change that has significant implications for government without facing the challenge of managing such change. Through a case study, we placed ourselves in the role of the government of Thailand, facing obligations to seahorses (Hippocampus spp.) under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). These obligations include ensuring that its exports of seahorses do not damage wild populations. We applied a CITES-approved framework (which we developed) to evaluate the risks of such exports to 2 seahorse species. We used the framework to evaluate the pressures that put wild populations of the species at risk; whether current management mitigates the risk or offsets these pressures; and whether the species is responding as hoped to management policy. We based our analysis on information in published and grey literature, local knowledge, citizen science data, results of government research, and expert opinion. To meet CITES obligations, exports of both species would need to be prohibited until more precautionary adaptive management emerged. The risk of any exports of Hippocampus trimaculatus was above a tolerable level because of a lack of appropriate management to mitigate risks. In contrast, the risk of any exports of Hippocampus kuda could become tolerable if monitoring were put in place to assess the species’ response to management. The process we developed for Authorities to determine risk in response to CITES guidelines was challenging to implement even without the need for government to consider social implications of conservation action. 在雷州半岛采集了106个土壤表层样品,分析了其中8种重金属元素(Cu、Pb、Zn、Cr、Ni、Cd、Hg和As)的全量.结果表明,雷州半岛土壤重金属污染由高到低排序为Ni>Cr>Hg>Cu>Zn>Cd>As>Pb,Zn、Cd、As和Pb质量浓度均没有超标,Hg和Cu质量浓度超标率亦不高,但Ni和Cr平均质量浓度达49.81、87.13 mg/kg,高于国内外其他对照区域,超标率分别为25.47%和24.53%;重金属元素在雷州半岛各土壤利用类型中分布规律不明显,按4种主要土壤利用类型受重金属污染程度大小排序为甘蔗地>果园土>水田>菜地;雷州半岛土壤综合污染指数总平均为0.970,土壤总体上尚清洁,重金属污染处于警戒水平;雷州半岛各区域中,徐闻、雷州两地土壤重金属质量浓度明显高于其他地区,其主要原因是徐闻、雷州两地成土母质主要为玄武岩,造成土壤Cr、Ni及其他重金属背景值较高. 相似文献

Methods for life cycle assessment of products (LCA) are most often based on the general prevention principle, as opposed to the risk minimization principle. Here, the desirability and feasibility of a combined approach are discussed, along with the conditions for elaboration in the framework of LCA methodology, and the consequences for LCA practice. A combined approach provides a separate assessment of above and below threshold pollution, offering the possibility to combat above threshold impacts with priority. Spatial differentiation in fate, exposure, and effect modelling is identified to play a central role in the implementation. The collection of region-specific data turns out to be the most elaborate requirement for the implementation in both methodology and practice. A methodological framework for the construction of characterization factors is provided. Along with spatial differentiation of existing parameters, two newly introduced spatial parameters play a key role: the sensitivity factor and the threshold factor. The practicability of the proposed procedure is illustrated by an example of its application. Providing a reasonable data availability, the development of separate LCA characterization factors for the respective assessment of pollution levels above and below environmental threshold values seems to be a feasible task that may add to LCA credibility. 相似文献

The recognition of pharmaceuticals as significant environmental contaminants has only been a recent phenomenon. Therefore there is a paucity of data relating to the fate and effects of pharmaceuticals once they enter an aquatic receiving system. The amount of work that needs to be done in terms of risk assessment for pharmaceuticals required by regulatory agencies is substantial. This paper has determined the environmental partitioning coefficient (Kd) of 13 diverse human pharmaceuticals in three model systems of differing combinations of solid phases and solutions. The Kd values were then compared with distribution values of the pharmaceuticals in the human body determined from pharmacological studies. This was done to assess the functional relationship between Kd and distribution values in the human body (VD). Kd values ranged from 3 to 2450 L kg−1. Regression coefficients ranged from r2 = 0.62–0.72, indicating that VD values are a useful indicator for the Kd values of the tested pharmaceuticals within the batch sorption systems. The relationship between Kd and VD should therefore be further explored to determine whether this relationship can be applied to a broader range of pharmaceuticals in more diverse environmental systems. Exploiting available human pharmacological data in such a way would be of great benefit in prioritising human pharmaceuticals as environmental contaminants in the risk assessment process. 相似文献

A modified quick, easy, cheap, effective, rugged and safe (QuEChERS) method was developed for the determination of thiamethoxam and its metabolite clothianidin in citrus (including the whole citrus, peel and pulp) and soil samples by liquid chromatography-tandem mass spectrometry. The sample was extracted with acetonitrile and purified with octadecylsilane. The detection limits of both compounds were 0.0001–0.0002?mg kg–1, while the limit of quantification of thiamethoxam was 0.002?mg kg–1 and the limit of quantitation of metabolites was 0.001?mg kg–1. The recovery was 70.37%–109.76%, with inter-day relative standard deviations (RSD) (n?=?15) values ≤9.46% for the two compounds in the four matrices. The degradation curve of thiamethoxam in whole citrus and soil was plotted using the first-order kinetic model. The half-life of the whole citrus was 1.9–6.2?days, and the half-life of the soil was 3.9–4.2?days. The terminal residue of thiamethoxam (the sum of thiamethoxam and clothianidin, expressed as thiamethoxam) was found to be concentrated on the peel. The final residual amount of thiamethoxam in the edible portion (pulp) was less than 0.061?mg kg–1. The risk quotient values were all below 1, indicating that thiamethoxam as a citrus insecticide does not pose a health risk to humans at the recommended dosage. 相似文献
