Reintroductions are increasingly used to reestablish species, but a paucity of long‐term postrelease monitoring has limited understanding of whether and when viable populations subsequently persist. We conducted temporal genetic analyses of reintroduced populations of swift foxes (Vulpes velox) in Canada (Alberta and Saskatchewan) and the United States (Montana). We used samples collected 4 years apart, 17 years from the initiation of the reintroduction, and 3 years after the conclusion of releases. To assess program success, we genotyped 304 hair samples, subsampled from the known range in 2000 and 2001, and 2005 and 2006, at 7 microsatellite loci. We compared diversity, effective population size, and genetic connectivity over time in each population. Diversity remained stable over time and there was evidence of increasing effective population size. We determined population structure in both periods after correcting for differences in sample sizes. The geographic distribution of these populations roughly corresponded with the original release locations, which suggests the release sites had residual effects on the population structure. However, given that both reintroduction sites had similar source populations, habitat fragmentation, due to cropland, may be associated with the population structure we found. Although our results indicate growing, stable populations, future connectivity analyses are warranted to ensure both populations are not subject to negative small‐population effects. Our results demonstrate the importance of multiple sampling years to fully capture population dynamics of reintroduced populations. A solution is proposed for proving compliance with emission targets and for emissions trading in the event of uncertainties in reported emission inventories. The solution is based on the undershooting concept, from which the mathematical conditions for both proving compliance with a risk α and calculating effective emissions for trading are derived. Based on the reported emission units, the number of permits granted is reduced in proportion to the uncertainty in the inventory. A country whose inventory has higher uncertainty is thereby allotted fewer permits than a country with the same inventory but smaller uncertainty.  相似文献

This study estimates efficient nitrogen load reductions to the Stockholm archipelago, a Swedish coastal zone in the Baltic Sea, and compares these with politically determined and implemented nitrogen abatement programs. The region is relatively well equipped with necessary data, and a simple programming model is constructed. The results show a large divergence in efficient nitrogen reductions, mainly due to the divergences in benefit estimates from water quality improvements in the archipelago. However, the results need to be interpreted with caution due to all uncertainties related to predicting net values from changes in nitrogen load to a coastal zone. In spite of this, it is still of policy relevance to infer results which show that the politically determined target coincides with an efficient nitrogen reduction at relatively low benefit estimate, but that actual net benefits could be increased from a reallocation of abatement measures towards more low cost measures.  相似文献

对乌鲁木齐市具有代表性的民用住宅室内氡浓度进行了连续一年的监测调查,调查结果显示室内氡浓度平均值55.4 Bq/m3,低于国标的“200 Bq/m3”,并据此估算出其所致居民的年均有效剂量为1.400 mSv,以及所致居民支气管上皮组织、肺、性腺、骨髓及骨表面细胞等关键组织的年吸收剂量分别为1886.49,378.96,2.80,3.20,3.20μGy/a,大于UNSCEAR2000年报告的世界平均值1.008 mSv,结合室内氡的主要来源,提出了对建筑材料进行放射性监测、控制装修、工程竣工后开展室内环境监测、加强室内通风以及开展室内氡污染治理等措施控制室内氡浓度水平。  相似文献

Monitoring free‐ranging animals in their natural habitat is a keystone of ecosystem conservation and increasingly important in the context of current rates of loss of biological diversity. Data collected from individuals of endangered species inform conservation policies. Conservation professionals assume that these data are reliable—that the animals from whom data are collected are representative of the species in their physiology, ecology, and behavior and of the populations from which they are drawn. In the last few decades, there has been an enthusiastic adoption of invasive techniques for gathering ecological and conservation data. Although these can provide impressive quantities of data, and apparent insights into animal ranges and distributions, there is increasing evidence that these techniques can result in animal welfare problems, through the wide‐ranging physiological effects of acute and chronic stress and through direct or indirect injuries or compromised movement. Much less commonly, however, do conservation scientists consider the issue of how these effects may alter the behavior of individuals to the extent that the data they collect could be unreliable. The emerging literature on the immediate and longer‐term effects of capture and handling indicate it can no longer be assumed that a wild animal's survival of the process implies the safety of the procedure, that the procedure is ethical, or the scientific validity of the resulting data. I argue that conservation professionals should routinely assess study populations for negative effects of their monitoring techniques and adopt noninvasive approaches for best outcomes not only for the animals, but also for conservation science. 宅基地退出是有效缓解城乡建设用地之间的矛盾、促进乡村振兴的重要手段。在梳理宅基地有偿退出路径的基础上构建宅基地价值补偿体系,按照政府能承受、农户能接受、工作可持续的原则,基于成本收益理论科学测定在不同模式下宅基地自愿有偿退出的有效阈值。结果表明:(1)宅基地退出补偿阈值是农户能接受的最小值和政府能承受的最大值所组成的补偿范围。(2)农户退出宅基地损失的机会成本和退出总成本之和小于最小阈值时农户愿意有偿退出,最大阈值低于宅基地、地上附属设施权利价值和退出总成本之和。(3)“异地改造”模式下,政府处于主导地位,资金来源较少,实际补偿金额接近最小阈值。“一户多宅”模式下,政府和农户诉求相当,补偿金额偏向中位数。“整体搬迁”和“社区化”模式下,农户处于主导地位,政府补偿资金来源较多,实际补偿金额趋向最大阈值。  相似文献

人工纳米材料(MNMs)进入水环境将改变传统环境污染物的环境归趋及其毒性作用,两者的相互作用及其机制一直是环境科学领域的热点问题.迄今为止,已有大量MNMs与现存污染物联合毒性作用的研究成果发表,但其潜在的作用机制,尤其是联合作用下的生物响应机制仍未清楚.本文以典型MNMs——纳米二氧化钛(nTiO2)与重金属镉(Cd2+)为研究目标,以斜生栅藻(Scenedesmus obliquus)为受试生物,考察在等效剂量(毒性比1 ∶1)下不同浓度组合nTiO2和Cd2+对斜生栅藻的联合毒性作用模式及其分子机制.结果表明,等效剂量下Cd2+和nTiO2的72h EC50值对比单独暴露时均有显著升高,呈拮抗效应.进一步开展转录组学分析发现,nTiO2存在下斜生栅藻能量代谢所涉及的光合作用、叶绿素代谢以及淀粉与蔗糖代谢通路发生了显著上调,与藻细胞抗逆效应相关的精氨酸与脯氨酸代谢通路同样呈正向刺激表现.本文首次报道了nTiO2与Cd2+等效剂量联合暴露下,浮游植物通过改变藻细胞抗逆能力与加强能量代谢来降低毒性的生物响应机制.本研究结果为深入理解MNMs与现存污染物的复合环境健康效应提供重要参考和研究基础.  相似文献

当前,我国正处在经济发展的转型期,出现了多种经济成份的组织形式。在一些企业,特别是矿山生产企业,重生产、轻生命,重利益、轻安全的现象十分严重。笔者首先对矿山安全生产的规律特点、现状进行了认真分析;指出目前存在着安全生产责任不落实,矿山开采秩序混乱,惩治力度不大,安全第一思想树的不牢,安全监管力量薄弱等问题。进而分析了建立矿山安全生产长效机制的可行性,指出以人为本的科学发展观的确立,政府的重视,职工维权意识的增强为建立安全生产长效机制奠定了基础。阐述了安全生产长效机制的概念,确立了“三大机制”作为安全生产长效机制的核心内容,并对此进行了详细地论述。  相似文献
