中国危险废物和医疗废物焚烧处置行业二(口恶)排放水平研究 总被引:1,自引:0,他引:1
通过调研全国危险废物和医疗废物焚烧处置设施,对包含二噁英排放水平的设施按处置对象、炉型和处理量分类,并作系统分析和研究.结果表明现有危险废物焚烧设施烟气中二噁英的浓度比医疗废物低,达标率为74.19%;危险废物选用回转窑处置效果较好,达标率为66.67%;而医疗废物选用回转窑或热解炉,要综合考虑处置规模、生产成本和二英排放总量等因素;危险废物介于10~30 t·d-1和医疗废物介于10~20 t·d-1的处置设施要尤其注意二噁英的排放问题;医疗废物焚烧飞灰中二噁英的均值浓度为危险废物6倍以上,仅有16.67%满足填埋要求.二者烟气中二英的浓度分布以1,2,3,4,6,7,8-HpCDF、2,3,7,8-TCDF和OCDD为主. 相似文献

Low-carbon transition of iron and steel industry in China: Carbon intensity, economic growth and policy intervention 总被引:1,自引:0,他引:1
As the biggest iron and steel producer in the world and one of the highest CO2 emission sectors, China's iron and steel industry is undergoing a low-carbon transition accompanied by remarkable technological progress and investment adjustment, in response to the macroeconomic climate and policy intervention. Many drivers of the CO2 emissions of the iron and steel industry have been explored, but the relationships between CO2 abatement, investment and technological expenditure, and their connections with the economic growth and governmental policies in China, have not been conjointly and empirically examined. We proposed a concise conceptual model and an econometric model to investigate this crucial question. The results of regression, Granger causality test and impulse response analysis indicated that technological expenditure can significantly reduce CO2 emissions, and that investment expansion showed a negative impact on CO2 emission reduction. It was also argued with empirical evidence that a good economic situation favored CO2 abatement in China's iron and steel industry, while achieving CO2 emission reduction in this industrial sector did not necessarily threaten economic growth. This shed light on the dispute over balancing emission cutting and economic growth. Regarding the policy aspects, the year 2000 was found to be an important turning point for policy evolution and the development of the iron and steel industry in China. 发展节能与新能源汽车是降低交通运输行业碳排放的重要技术路径.为量化预测节能与新能源汽车的全生命周期碳排放,利用全生命周期评价方法,以汽车相关技术路线和政策为参考,选取燃油经济性、整车轻量化水平、电力结构碳排放因子和氢能碳排放因子为关键参数,构建传统燃油汽车(ICEV)、轻度混合动力汽车(MHEV)、重度混合动力汽车(HEV)、纯电动汽车(BEV)和燃料电池汽车(FCV)的数据清单并对其全生命周期碳排放进行量化预测评价,对电力结构碳排放因子和不同制氢方式碳排放因子进行了敏感性分析和讨论.结果发现,2022年ICEV、 MHEV、 HEV、 BEV和FCV的全生命周期碳排放量(以CO2-eq计)分别为208.0、 195.5、 150.0、 113.5和205.0 g·km-1.到2035年,BEV和FCV相比于ICEV具有较为显著的减碳效益,分别降低69.1%和49.3%.电力结构的碳排放因子对BEV的全生命周期碳排放的影响最显著.关于燃料电池汽车的不同制氢方式,短期应以工业副产氢提纯为主供应FCV氢能需求,长期以可再生能源电解水制氢和化石能源... 相似文献

环境分权、市场分割与碳排放 总被引:1,自引:0,他引:1
中国有着庞大的环境管理队伍以及巨大的国内市场,科学的环境管理制度以及高度一体化的国内市场将深刻改变碳排放格局,然而,已有研究对于这些影响碳排放的体制性因素既缺乏足够的理论分析也缺乏实证检验。有鉴于此,本文首先分析了环境分权和市场分割影响碳排放的理论机理,并提出了三个理论假设,进一步地,本文以环境管理人员在不同层级政府的配置衡量环境分权度,以相对价格法衡量市场分割程度,基于1995-2012年的省际面板数据,从实证层面检验了环境分权和市场分割对碳排放的影响效应。结果显示:环境分权和市场分割都显著地加剧了碳排放,原因在于分权的环境管理体制安排扭曲了激励,无法对碳排放形成真实有效的约束,而市场分割则恶化了碳排放在区域间的配置效率。同时,环境分权与市场分割对碳排放的共同影响作用上存在互补效应,即环境分权程度越高,市场分割对碳排放的负面影响效应越大,反之,市场分割程度越高,环境分权对碳排放的负面影响效应也越大。这主要是由于环境分权与市场分割是地方政府一对互补的策略行为,在环境分权较高的地区,地方政府进行市场分割的能力越强,而在市场分割较高的地区,地方政府争取环境事务管理权的动力越强。因此,在既定的碳排放约束下,中央政府一方面需要适度集中环境事务管理权限,进一步优化环境事务管理机构设置以及人员队伍在不同层级政府间的配置,提高对碳排放的管控效率,另一方面需要打通省际壁垒,加快区域市场一体化建设,优化碳排放的区域配置,提高碳排放效率。 相似文献

在旅游业节能减排形势严峻的背景下,深入研究中国旅游业CO_2排放问题,制定科学的区域节能减排政策已刻不容缓。本文首先运用"自下而上"法,估算了1993-2012年中国整体旅游业、旅游业各分部门、大陆各省区(不含西藏)旅游业CO_2排放量。在此基础上,对全国及三大地带旅游业CO_2排放的总体特征进行分析;利用Theil指数法分析了中国旅游业CO_2排放强度的区域差异、区域内差异和区域间差异;运用AreView软件对中国旅游业CO_2排放强度的省际差异进行直观图示。分析结果显示:1993-2012年,中国旅游业CO_2排放量从1 480.868×10~4t升至6 274.129×10~4t;全国及三大地带旅游业CO_2排放强度整体上呈现出先显著下降、再缓慢梯度下降的趋势;中国旅游业CO_2排放强度空间分布不均匀,东部地区旅游业CO_2排放强度低于中部和西部地区;中国旅游业CO_2排放强度的区域总体差异、区域间差异和区域内差异整体呈逐渐缩小的趋势,区域间差异对总体差异的贡献率为94%-98%,区域间差异占主导地位;中国旅游业CO_2排放强度省际差异明显,属于旅游业CO_2排放强度弱显著区的省区基本位于东部沿海地区,河北、湖南、河南、广西、甘肃和新疆等省区频繁出现在旅游业CO_2排放强度强显著区之列,因此上述省区应是中国旅游业CO_2未来节能减排的区域重点。据此提出差别化的CO_2减排对策:东部地区应通过技术改进和调整产业结构、能源消费结构来降低CO_2排放强度,并以此带动中部和西部地区旅游业节能减排;中部和西部地区应加强与东部地区合作,将提高能源使用率、降低CO_2排放强度作为旅游业减排工作的重点。 相似文献

The only joint effort area of provincial and municipal governments resides in Guangdong Province and Shenzhen City in China’s carbon emission trading system (ETS) pilots, which characterize the national carbon ETS plots. The present study on the operating experience from this area has important reference value for the national carbon ETS. Analysis and comparison of the key elements show many differences in coverage, total allowance, allowance allocation, and MRV mechanism between Guangdong and Shenzhen carbon ETS. The present study provides the following explanation: (1) the design characteristics of carbon ETS (e.g. coverage, total quotas, the allocation, and MRV mechanism) depend on the local geographical conditions and policy goals. The differences of economic structure in Guangdong Province and Shenzhen City result in different coverage, which then result in differences in other management elements. (2) The operating state of the carbon market is affected by overall design of carbon ETS: in the case of tighter total allowance, lower proportion of China Certified Emission Reductions, and harsher punishment, the carbon market is relatively active, which intends to produce carbon financial market. Based on deep analysis of operation characteristics of carbon ETS in Guangdong and Shenzhen, the present study suggests that (1) the allowance should be allocated freely at the beginning stage and then gradually transited to the voluntary paid auction; (2) the allowances assigned to companies shall be linked up with their energy-saving objectives; (3) the output fluctuations and economic influence on the allowance allocation should be properly handled to maintain the fairness and consistence of allowance allocation standards; (4) stable public expectation is one of the key elements to maintain the regular operation of carbon ETS; (5) constrained carbon emission behavior outside ETS can contribute to social justice; and (6) the improvement of professional skills of relevant personnel in the enterprise and independent third party can enhance carbon emissions data reliability. 相似文献

Sorbitol and glycerol were used to plasticize sugar beet pulp-poly(lactic acid) green composites. The plasticizer was incorporated
into sugar beet pulp (SBP) at 0%, 10%, 20%, 30% and 40% w/w at low temperature and shear and then compounded with poly(lactic
acid) (PLA) using twin-screw extrusion and injection molding. The SBP:PLA ratio was maintained at 30:70. As expected, tensile
strength decreased by 25% and the elongation increased. Acoustic emission (AE) showed correlated debonding and fracture mechanisms
for up to 20% w/w plasticizer and uncorrelated debonding and fracture for 30–40% sorbitol and 30% glycerol content in SBP–PLA
composites. All samples had a well dispersed SBP phase with some aggregation in the PLA matrix. However, at 40% glycerol plasticized
SBP–PLA composites exhibited unique AE behavior and confocal microscopy revealed the plasticized SBP and PLA formed a co-continuous
two phase system.

When accounting the CO2 emissions responsibility of the electricity sector at the provincial level in China,it is of great significance to consider the scope of both producers’ and the consumers’ responsibility,since this will promote fairness in defining emission responsibility and enhance cooperation in emission reduction among provinces.This paper proposes a new method for calculating carbon emissions from the power sector at the provincial level based on the shared responsibility principle and taking into account interregional power exchange.This method can not only be used to account the emission responsibility shared by both the electricity production side and the consumption side,but it is also applicable for calculating the corresponding emission responsibility undertaken by those provinces with net electricity outflow and inflow.This method has been used to account for the carbon emissions responsibilities of the power sector at the provincial level in China since 2011.The empirical results indicate that compared with the production-based accounting method,the carbon emissions of major power-generation provinces in China calculated by the shared responsibility accounting method are reduced by at least 10%,but those of other power-consumption provinces are increased by 20% or more.Secondly,based on the principle of shared responsibility accounting,Inner Mongolia has the highest carbon emissions from the power sector while Hainan has the lowest.Thirdly,four provinces,including Inner Mongolia,Shanxi,Hubei and Anhui,have the highest carbon emissions from net electricity outflow- 14 million t in 2011,accounting for 74.42% of total carbon emissions from net electricity outflow in China.Six provinces,including Hebei,Beijing,Guangdong,Liaoning,Shandong,and Jiangsu,have the highest carbon emissions from net electricity inflow- 11 million t in 2011,accounting for 71.44% of total carbon emissions from net electricity inflow in China.Lastly,this paper has estimated the emission factors of electricity consumption at the provincial level,which can avoid repeated calculations when accounting the emission responsibility of power consumption terminals(e.g.construction,automobile manufacturing and other industries).In addition,these emission factors can also be used to account the emission responsibilities of provincial power grids. 相似文献
