The current and future projections of energy utilisation and related environmental impact has been given. Due to the heavy dependance on low grade lignites and imported hard coal, Turkey is going to have problems in the control of CO2 emissions. Turkey was at first included as an Annex I country according to Kyoto Protocol. Later, it has been removed from the list which is justified considering the previous international environmental impact control applications and relatively much lower energy utilisation in Turkey, compared to Annex I countries. Therefore, Turkey has been removed from the Annex I list.Turkish power generation, industrial and transportation sector will be facing a difficult challenge over the coming 20 yr in complying with environmental impact levels. Financial barriers are often cited as the principle impediment to the adoption of energy efficiency measures. Since 1976, the US Department of Energy's Weatherisation Assistance Programme (WAP) has provided state block grants for no-cost, low-income energy efficiency retrofits. Yet, millions of low-income American households lack affordable, reliable, and efficient energy access. The American Recovery and Reinvestment Act of 2009 boosted WAP's annual appropriation from $230 million to $5 billion, requiring states to explore innovate approaches to quickly increasing programme participation. Community-based energy programmes have shown success for overcoming various barriers and increasing participation in the adoption of energy technologies. This case study explores a community-based approach to scaling WAP-funded energy efficiency retrofits in a cluster of five urban, low-income, majority African-American neighbourhoods, known as the Green Impact Zone (GIZ), in Kansas City, Missouri. Findings from interviews with GIZ stakeholders suggest that local context is important to how energy efficiency participation barriers manifest. The targeted, community-based approach to WAP created institutional capabilities for increased recognition of participation challenges and facilitated opportunities for alternative solutions that may otherwise have been overlooked under the standard self-referral implementation of WAP. Renewable energy often provokes heated debate on climate change, energy security and the local impacts of developments. However, how far such discussions involve thorough and inclusive debate on the energy and environmental-social justice issues associated with renewable energy siting remains ambiguous, particularly where government agendas prioritise renewable energy and planning systems offer limited opportunities for public debate on value-based arguments for and against renewable energy developments. Using the concept of justice self-recognition, we argue for greater attention to public discussion of the justice dimensions of renewable energy to assist in developing mechanisms to integrate distributive and procedural fairness principles into renewable energy decision-making. To explore how justice is currently invoked in such contexts, we examine recent U.K. policies for renewable energy and public submissions to applications for small-scale wind energy projects in Cornwall, U.K. The analysis of public comments revealed that justice concerns were rarely discussed explicitly. Comments instead did not raise concerns as justice issues or focused implicitly on distributive justice, stressing local aesthetic, community and economic impacts, clean energy and climate change. However, the findings indicated limited discussion of procedural or participatory justice, an absence that hampers the establishment of coherent procedures for deciding acceptable impacts, information standards, public participation and arbitrating disputes. We conclude by suggesting procedural reforms to policy and planning to enable greater public expression of justice concerns and debate on how to negotiate tensions between energy and environmental-social justice in renewable energy siting decisions. 相似文献

This paper draws on climate justice principles developed in the context of international negotiations between national governments to assess the distribution of carbon reduction roles between different actors involved in residential energy use within the UK. In so doing, it aims to provide a new understanding of equity aspects of current residential policy and to highlight opportunities for more effective and equitable policy. The paper uses three criteria: rights and corresponding duties; mitigation responsibilities and capabilities. It applies them systematically to assess the roles of five key actors involved in residential energy use in the UK. The assessment finds a suboptimal distribution of actors’ duties, responsibilities and capabilities and roles and discusses whether and how a more effective and fair allocation of outcomes, in terms of carbon reduction and fuel poverty, could be achieved. In particular, it raises questions about whether the right actors are being legally obliged or incentivised to deliver energy efficiency improvements, and suggests that particular actors – local authorities and community groups – are under-used and require greater government support with capability. Two means by which climate change may increase surface soil erosion in mountainous terrain are: (1) increasing the frequency of extreme rainfall events and (2) decreasing the duration of snow cover on bare soil. We used output from four general circulation models (GCMs) and two greenhouse gas trajectories to produce a suite of hydrologic variables at a daily time‐step for historic and projected 21st Century conditions. We statistically disaggregated the daily rainfall to hourly, using hourly rainfall from a network of nine weather stations in the Tahoe Basin, and filtered out rain falling on a snowpack. We applied published equations to convert hourly intensity to raindrop kinetic energy (KE) for each day and grid cell in the Basin, averaged across grid cells, and created time series of total annual and maximum annual hourly kinetic energy (TKE and MKE) on snow‐free ground. Using the Generalized Extreme Value distribution, we calculated the significance of long‐term trends in KE on snow‐free ground, and estimated energy levels for return periods of 2, 20, and 100 years. We then detrended the snowpack data and compared the resulting trends in KE with the trends resulting from changes in both rainfall energy and snowpack under two GCMs. Principal findings include (1) upward trends in MKE, (2) stronger upward trends in TKE; and (3) an effect of increasing rainfall intensities on KE in some cases, and a strong effect of reduced snowpack in all cases examined. 相似文献

ABSTRACT: In May 1993, a single-family home and adjoining information center opened to the public at the Desert Botanical Garden in Phoenix, Arizona. Desert House is designed as an example of what can be achieved today using available technology to improve residential water and energy efficiency. The home is expected to reduce water and energy use by 40 percent compared with that for the typical three-bedroom, single-family residence in the Phoenix area. Water-conserving features include: landscape design employing low-water use plants, minimum turf area, mulch around plants to reduce evaporation, and drip irrigation system; spa cover for evaporation reduction; rainwater harvesting; low-flow shower heads, faucets, and toilets; and graywater reuse system. The home will be occupied by a family and monitored for water and energy use by computer. Visitors are able to access real time water and energy use data about the home, as well as tour the information center, technical exhibits, surrounding landscape, and the home when it is open (one afternoon a week). 相似文献

根据乳品生产中产生的污水水质特点,对伊利金川污水处理厂采用“调节-隔油-UASB-SBR”工艺进行了工程设计。运行结果表明,采用UASB工艺处理乳品生产中的污水,绝大部分有机物可由厌氧微生物进行降解及去除,每天可减少供氧能耗约7900kW·h,每年可节约电费约130万元。出水水质符合GB8978-1996《污水综合排放标准》中的一级标准。同时,污水处理厂每天可产生约14300m3沼气(含9875m3甲烷),相当于9.8吨标准煤。沼气可用于低压锅炉燃烧原料,对于缓解目前能源日益紧缺的压力和发展企业的循环经济具有非常重要的意义。该工艺还具有路线短及能源回收等优点,实用性强。 相似文献
