The involvement of local communities, as well as the private sector and the government in forest management is now an important principle of tropical forestry policy and practice and a major component of most international forestry aid programmes. This paper present an analysis on the Joint Forest Management Project initiated by two timber companies (Ghana Primewood Products Ltd and Dalhoff Larsen & Horneman) in collaboration with local people in Gwira-Banso of Ghana. Conditions required for enhancing responsibility for and commitment to local forest management, and for an effective local participatory process were also analysed. The study began with the premise that incentives and good communication will enhance participation in joint forest management.The assumption was valid and the results from the survey showed that five broad issues prioritised by respondents to be essential for co-partnership in forest management are communication, financial support, tree planting, multiple land use and benefit sharing. The Project enjoys a great deal of support from the local community, but a number of factors make the continued support of local people a challenging task, including questions of immediate livelihood sources and tenure arrangements. Although this participatory forest management has been implemented over a relatively short period, there is evidence that government and private sectors can successfully involve local people in sustainable management of the forests.  相似文献

With energy crises looming, conflicts over resource extraction and production are on the rise. For communities lacking voice to participate in these conflicts, community-based organisations and local non-governmental organisations help to unite, communicate, and negotiate with other stakeholders. In this paper we compare two cases that demonstrate the roles of organisations in providing voice to citizenry impacted by environmental justice issues. We use Senecah's concept of Trinity of Voice for the purposes of evaluation. These cases provide contrasting examples of how local/regional organisations chose to either expand their organisation's mission to intervene or stick to a strict reading of their mission thus excluding involvement. In both examples we found that organisational involvement, or lack thereof, influenced how citizens were involved in decision-making with one case leading to legislation protecting property owners from industrial activities, and the other leading to a lack of effective involvement and negatively impacted citizens.  相似文献

In recent years, churches across the world have become involved in dialogue on the theory and practice of sustainable development. A number of Western churches have expressed their concern about climate change and destructive living patterns, stressing the need for human beings to exercise the care for all creation based on a life of sharing and sacrifice. Some Orthodox churches, however, quite recently included the environmental issues in their agendas. While the Bases of Social Concept, a major doctrine of the Russian Orthodox Church adopted in 2000, for the first time emphasises the Churchs position in overcoming environmental crisis and presents a solid basis on which to build the future environmental strategy of the Church, the Ethiopian Orthodox Church has not yet drawn up a programme document that might serve as a framework for the Churchs current extensive activities in the field of biodiversity conservation and sustainable forestry practices. Hence, despite certain closeness of both institutions, there is the potential for strengthening their roles in promoting sustainable development, based on the Biblical concept that the Earth belongs to the Lord and humans are responsible stewards assigned the duty to work for creation and care for it. This paper seeks to demonstrate by means of comparable analysis between the two Churches, Orthodox in nature but different in rites and religious practices, that traditional, highly conservative faiths may serve as powerful instruments of spreading out the ideas of sustainable development as the basis of spiritual revival in the situation of the two concurrent and interrelated crises – spiritual and ecological.Readers should send their comments on this paper to: BhaskarNath@aol.com within 3 months of publication of this issue.  相似文献

The concept of participation in rural development has been evolutionary for the past two decades with those involved, such as development agencies and governments, particularly in rural water supply, re-evaluating their active role. The move towards effective community participation has encouraged a shift from the traditional top-down to a bottom-up approach whereby there is a decentralisation of unevenly distributed resources and power to empower a community and allow mobility of ‘people participation’. The Molinos water project is the first large-scale development project of its kind introduced into the village of Molinos in an under-developed area of Chile, where there has been no tradition of people participation. The project objective was to implement a low technology, low budget water treatment plant to the village of Molinos. Various aspects have hindered the continued development of the project including both technical and financial. In terms of people participation, the initial approach used was the top-down approach. There was a failure to fully integrate the community or inform the community in a formal manner about the project and consult them regarding key project issues. This case study illustrates that the lack of comprehensive consultation and the low level of participation of the community on the participatory scale does not achieve much in terms of people-centred benefits. For governance at the local level to be effective, participation should be inclusive and communicative so as to enhance transparency throughout the project lifetime. This case study of an NGO's response to a food crisis due to crop failure focuses on the extent of active community participation at each stage of the project. With the current debate on the relationship between relief and development, and in particular the focus on encouraging more active community participation in relief responses, this study has relevance both in the Ethiopian context and beyond.
In this example the participation process was greatly facilitated by the prior relationship between the international NGO and the communities, and also by the high level of staff input into the project. Where resources or conditions are less favourable, as might be the case in similar responses by local NGOs or government agencies, the paper suggests that the participatory approach can be adapted or partially implemented and still result in a more effective and locally relevant operation.  相似文献

中国循环经济工作的深入开展是一项系统工程,离不开公众的广泛、深入和积极参与.本文首先指出了公众参与在中国循环经济整体发展进程中具有基础性地位的重要作用;继而探讨了目前中国循环经济工作的公众参与方面主要存在着公众对循环经济的认识和参与技能严重不足,参与形式单一、范围较窄,各级政府部门职能尚未予以足够重视,环境资源NG0s较薄弱等障碍性因素;最后提出国家应积极从政策、制度层面来构筑公众参与的平台,并通过宣教、规制、激励等措施来提高公众参与中国循环经济工作的力度和效率.  相似文献
