AN IMPLICIT APPROACH TO PRICING AGRICULTURAL WATER TRANSFERS TO URBAN USES1

ABSTRACT: The increased agricultural efficiency of the American farmer has been a substantial impetus to this nation's rapid urbanization. In many western regions where total water supplies are limited, urbanization has required the transfer of heretofore agricultural water rights to the urban use. A major problem in such transfers has been the value or price of the water. A management level model of a typical urban water system was developed to optimize water supply, distribution, and wastewater treatment alternatives. The values of agricultural transfers were determined as the cost advantages of increasing allowable reuse levels of urban effluents which imply the use of a downstream right. This procedure is justified by the economic theory of alternative cost. Results for a test application to the Denver, Colorado area indicate values on the order of $1,000 per acre-foot of transferable water depending on effluent water quality restrictions and operational policies.     

Trend analysis of machinery safety for globalization: From the Japanese point of view

In Japan, the work of translation to JIS faced many obstacles. Support groups in Western countries have submitted comments on technical problems. The movement to standard harmonization in safety has rapidly developed in international standardization. The movement for global standardization is developing throughout all the economic areas of the EU. The aim of the Machine Directive that comes into effect in stages is to provide an international formula for a type of qualification in machine safety. EN292 is a nucleus for related standards, which are like a group of planets in a universe. It is a European standard as well as a guideline for implementation, showing practical safety requirements for machines. Horizontal standards, such as EN954 and IEC61508, apply in actual practice.     

非公路车辆翻车安全保护技术的研究

在我国农业、矿山、建筑、水利等行业中 ,非公路车辆保有量上千万台 ,使用者上亿人 ,由于车辆技术性能和操作使用水平参差不齐 ,非公路车辆作业工况恶劣 ,特别是车辆在承载时 ,重心上移 ,整车稳定性下降 ,加上车辆在边坡作业时 ,可能出现车辆翻滚现象 ,造成人员伤亡。笔者列举并分析了瑞典、德国、美国和中国等国家的非公路车辆翻车的人员伤亡统计数据 ;指出通过建立相应的保护法规 ,增设车辆翻车安全保护装置 (ROPS) ,一定程度上保护了工作人员安全 ;同时强调我国农业及工程车辆采用翻车保护装置的必要性 ,并给出了ROPS的设计选用原则。     

Evaluation of the available air pollution control technologies for achievement of the MACT requirements in the newly implemented new source performance standards (NSPS) and emission guidelines (EG) for hospital and medical/infectious waste incinerators

After many years of research and debate, in August of 1997 the United States Environmental Protection Agency (EPA) issued New Source Performance Standards (NSPS) and Emission Guidelines (EG) for medical/infectious waste incinerators in the United States. These new emissions and operational standards establish considerably more restrictive limitations on air emissions for medical/infectious waste incinerators and will undoubtedly have a significant impact on the over 2300 hospitals presently operating an incinerator on-site. This paper will explore the options available to these facilities, and those facilities which may be considering installation of an incinerator, relative to achieving compliance with the NSPS and EG for medical/infectious waste incinerators.

以三峡库区公路土质岸坡为研究对象,通过对库水作用的影响效应分析,建立了岸坡稳定性评价的参数指标评价体系以及相应的分级标准.在此基础上,应用影响因素综合评判方法,对实例岸坡进行了稳定性分级评价,评价结果与实际情况基本相符.

我国女职工劳动保护标准与国际劳工标准比较研究

中国“入世”后 ,其劳动标准问题与其他经济和社会领域中的问题一样 ,不可避免地越来越带有国际化的色彩。究竟我国的劳动标准处于何种水平 ?是低 ,是高 ?这需要针对劳动标准的各方面内容进行一系列的比较研究。我国女职工劳动保护标准作为劳动标准体系中的一个组成部分 ,一直是国际社会关注的热点问题之一。通过比较 ,可以认为 :就水平而言 ,我国法定的女工保护标准或者与国际标准类似 ,或者高于国际标准 ;就结构而言 ,二者的框架也大体相同。但鉴于国际劳工标准的发展趋势 ,我国女工保护标准也应考虑增加某些注重促进女工社会平等方面的内容 ,如家庭责任问题等。

Analysis of mechanics of side impact test defined in UN/ECE Regulation 129

Objective: This article discusses differences between a side impact procedure described in United Nations/Economic Commission for Europe (UN/ECE) Regulation 129 and scenarios observed in real-world cases.

Methods: Numerical simulations of side impact tests utilizing different boundary conditions are used to compare the severity of the Regulation 129 test and the other tests with different kinematics of child restraint systems (CRSs). In the simulations, the authors use a validated finite element (FE) model of real-world CRSs together with a fully deformable numerical model of the Q3 anthropomorphic test device (ATD) by Humanetics Innovative Solution, Inc.

Results: The comparison of 5 selected cases is based on the head injury criterion (HIC) index. Numerical investigations reveal that the presence of oblique velocity components or the way in which the CRS is mounted to the test bench seat fixture is among the significant factors influencing ATD kinematics. The results of analyses show that the side impact test procedure is very sensitive to these parameters. A side impact setup defined in Regulation 129 may minimize the effects of the impact.

Conclusions: It is demonstrated that an artificial anchorage in the Regulation 129 test does not account for a rotation of the CRS, which should appear in the case of a realistic anchorage. Therefore, the adopted procedure generates the smallest HIC value, which is at the level of the far-side impact scenario where there are no obstacles. It is also shown that the presence of nonlateral acceleration components challenges the quality of a CRS and its headrest much more than a pure lateral setup.
