我国已成为世界上最大游乐设施新型市场。为了促进国内游乐设施行业的发展,提高我国游乐设施产品的国际竞争力,制定符合我国国情的游乐设施法规标准,选择美国、欧盟、德国、澳大利亚和中国的游乐设施法规标准体系和主要标准作为比较研究的对象,并按照我国游乐设施标准GB8408—2008《游乐设施安全规范》的章节顺序和主要条款内容与国外相对应的游乐设施标准逐一分析比较,形成国内外游乐设施标准内容要素比较汇总表。根据研究结果,对我国现有游乐法规标准体系建设和标准的制修订工作提出改进建议。 相似文献

The recently enacted federal law, the ‘Prenatally and Postnatally Diagnosed Conditions Awareness Act’ (United States Public Law 110–374) seeks to improve opportunities for parents and pregnant women to anticipate and understand the likely life course of children born with Down syndrome and other (unspecified) conditions. The law is in part a response to the continued growth of prenatal screening and testing. For example, the American College of Obstetricians and Gynecologists' Practice Bulletin 77 recommends that ‘Screening and invasive diagnostic testing for aneuploidies be available to all women who present for prenatal care before 20 weeks of gestation regardless of maternal age.’ Emerging technologies anticipate an era in which the scope of prenatal screening and testing will be much larger than it is today. Inevitably, more women will find themselves facing the hard question of whether to continue or end a pregnancy in which a fetus has been found to have a significant abnormality. While the new federal law is not likely to have a major impact on obstetric practice, it may be a harbinger of renewed wide-scale public debate concerning the ethics of prenatal screening. This paper examines the present value of the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief, in view of discussions on neutrality and the Western bias of the humanitarian aid system, and assesses how it can retain its relevance in future. The Code of Conduct was launched just after the Rwanda genocide of April 1994. A decade later, the crises in Afghanistan and Iraq have sparked renewed interest in humanitarian principles and in whether the code can serve as an instrument to define humanitarianism and guide humanitarian decision-making and coordination. More than 300 organisations have now subscribed to it. This paper is based on the findings of a survey of code signatories and the outcomes of a conference on the value and future of the code, held in The Hague, Netherlands, in September 2004 to mark its tenth anniversary. 相似文献

Demonstration of compliance with discharge (effluent) requirements suffers because Discharge Monitoring Reports (DMRs) give neither the discharger nor the regulator information on the process mean which ensures compliance. To obtain this information, a simple graphical method is presented which takes into account process variability. Promoting stoves that burn wood and other biofuels more efficiently is one of the means to reduce fuel consumption, but such efficient stoves may also emit more carbon monoxide and total suspended particulates. In an earlier study, a standard chamber method was proposed to estimate emission factors from burning fuelwood (Acacia nilotica). Here that methodology is extended to measure emission factors from burning of dungcakes and crop residues (Brassica or mustard stalks)—common fuels in many developing countries. The amounts of carbon monoxide (CO) and total suspended particulates (TSP) emitted by four different models of stoves, when using each of the three biofuels, are measured.The CO emission factors range from 13–68 (g/kg) for fuelwood to 26–67 g/kg for dungcakes and 20–114 g/kg for crop residues, for particulates they range from 1.1–3.8 to 4.1–7.8 and 2.1–12.0 g/kg for the three fuels, respectively. On a per unit heat delivered basis, the emissions of CO and TSP from both dungcakes and crop residues are two to three times higher compared to those from fuelwood. While for some improved stove-fuel combinations, the increase in emission factors was offset by the increase in thermal efficiency, this was not always so and causes a dilemma. The more efficient stoves are found to have higher emission factors of both CO and TSP for all three fuels. This article examines the relationship between Médecins Sans Frontières (MSF) and the Sphere Project. Prior to revisiting the concerns MSF had with the project, it looks at factors that give rise to differences between NGOs and cites some reasons for why an organisation such as MSF would not embrace such a project and clarifies some key elements of MSF-style humanitarianism. The author revisits the original concerns and arguments presented by MSF when it decided not to participate beyond assisting with the establishment of technical standards and key indicators for the handbook. This is followed by a critical discussion examining these concerns and counter-criticism with reference to experiences a few years after the inception of Sphere. 2012年2月,国务院发布新修订GB 3095-2012《环境空气质量标准》,该标准突显较大的进步,对比美国、欧盟、日本、中国香港等国家、地区和组织现行的环境空气质量标准,结果表明,SO2、CO、NO2、O3、PM10和Pb等仍是各国的重点控制污染项目,PM2.5也已经成为各国重点控制项目;中国新标准中一级标准的污染物浓度限值已接近世界大多数发达国家的控制标准,但二级标准还有很大的空间进行更加严格的修订;中国的环境空气质量标准目前采用分级制度进行管理,阻碍了地区控制污染物的均衡发展,建议逐步取消质量标准分级制度。 相似文献
