关于防范环境突发事件的探索和思考

从环保工作实际出发,阐述了防范环境突发事件的3个长效机制,即排查潜在事故隐患,建立信息系统;依据信息指标,建立预警系统;控制污染事态,构建应急处理系统.     

Concept of common interests of mankind in the global environmental protection

The concept of common interests of mankind in the environmental protec-tion spurred -by the internationalized and globalized environmental problems are discussed in this paper. While making challenges for many principles and rules of international law and the traditional conception of national security, the concept does play its role in strengthening the environmental protection. However, it cannot be neglected that diflerent national interests pose an obstacle to the realization of the common interests of mankind in the envirormental protection. The article concludes that whether the concept plays its greater role in the environmental protection will depend on many factors, such as the spread of environmental awareness, the revision of the traditional conception and the balanced development of the world economy.     

滇池流域农田氮、磷肥施用现状与评价

2001年6月至9月分别对流域内晋宁，呈贡，西山，官渡和嵩明调查了365家农户有关化肥施用情况，调查分析和计算表明，每年从种植业流失的化肥中纯氮（N）达2575t，纯磷（P）达218t，蔬菜和花卉地的单位面积氮流失量是水田和旱地的7-20倍。菜地年每公顷流失氮204kg，水田的氮流失量最低，平均每公顷每年流失10kg。磷的流失也以蔬菜，花卉地为最高，蔬菜和花卉地的单位面积磷流失量是水田和旱地的9-10倍。研究结果证明，大量的氮，磷化肥施用，通过地表径流和地下水流入滇池是造成其水体富营养化的重要原因之一^[6]，随着农业和农村经济的发展，蔬菜，花卉等经济作物在滇池流域的种植面积将会逐年扩大，因氮，磷化肥的施用面造成的氮，磷流失量将会不断加大，为了实现减少氮，磷化肥对滇池的污染，应积极推广精确施肥，平衡施肥等科学施肥技术，提高化肥利用率，减少化肥流失。增施有机肥，降低化肥用量，同时提高农村居民的环境意识，加强环境管理，依法保护农村环境，控制农业面源污染。     

多环芳烃的污染及其生物修复

多环芳烃(PAHs)是环境介质中普遍存在的难降解有机污染物，文中综述了目前国内外对PAHs的研究状况，重点阐述了它的来源分布、迁移转化、生物毒性、监测控制及其生物修复的研究进展等，从而为防治环境污染提供科学依据。     

渤海海域夏季石油烃污染状况及其环境容量估算

根据调查分析了渤海海域石油烃污染状况,建立了渤海石油烃多介质动力学模型,估算了渤海海域石油烃污染物环境容量和剩余环境容量。结果表明,调查海域石油烃平均浓度为(25.7±13.6)mg／rn3,变化范围为4.4~64.8 mg,／m3,其中,莱州湾,渤海湾等近岸海域污染较严重。在一、二类国家海水水质标准下,渤海海域石油烃污染物环境容量(ECo)为29 169 t／a,在三类国家海水水质标准下ECo为177 306 t／a,在四类国家海水水质标准下ECo为298 446 t／a,各海域在一、二类国家海水水质标准下石油烃污染物环境容量分别为,渤海湾5 255 t／a,辽东湾8 869 t／a,莱州湾4 889 t／a,渤海中部10 156 t／a。     

广西近岸海域海水和沉积物及生物体中的重金属

以1998年广西近岸海域环境综合调查的资料，分析了广西近岸海域海水、表层沉积物及海洋生物体中重金属的含量分布，表层沉积物中重金属与有机质含量之间的相关关系，海洋生物对重金属的富集情况。结果表明，广西近岸海域海水中的Pb和表层沉积物中的Cu、Pb和As及生物体中的Cd含量部分超标。     

室内环境污染的防治及措施

分析了室内环境污染的原因以及室内污染对人类带来的危害，提出防护和改善室内环境质量的建议和措施。     

Energy use and transport correlation linking personal and travel related energy uses to the urban structure

This paper considers relationships between sustainability objectives, transport, spatial design of the built environment and rational use of energy. Conventional transport modelling, housing supply and energy assessment tools are drawn together to provide a common platform for appraisal of city-wide energy use by stationary and mobile sources. The paper outlines methodologies developed for the city of Belfast, Northern Ireland. The paper concludes by briefly reviewing the effect in terms of mobile and stationary energy consumption and travel behaviour of implementing sustainable policy measures in current and future years within the study area.
