城市光污染侵害案件法律适用问题的探讨

在城市光污染侵害案件日益增多的同时,我国光污染侵害的法律救济手段和救济结果却不尽人意。虽然我国在宪法、环境保护法等法律、法规及民法中都有处理光污染侵害案件的法律依据,但由于缺少直接的规定,使环境保护法律体系存在太大的缺陷。因此,亟待制定有关的标准和修改相关的法律,从而更好地防治光污染,维护受害人的合法权益。

浅析国际环境公约对石油工业的影响

随着人类环境意识、资源意识的不断深化,越来越多的国家签署了国际环境公约。中国石油企业若要进一步参与国际化竞争,在环境保护方面就势必面临更大的挑战与压力。对气候变化框架公约、巴塞尔公约、湿地公约、海洋环境保护公约以及酸雨问题等与石油工业相关的国际环境公约进行了分析及探讨,以期为石油工业适应环境保护工作发展的需要及提高国际竞争力制定相应对策提供参考。     

Evolution of the Stewardship Idea in American Country Life

Theological and secular concepts ofstewardship evolved markedly in the 20thcentury. During this period of evolution, theAmerican Country Life Association through itschurch, academic, farm organization, andgovernmental affiliations, served as a bridgingand bonding agent in developing the stewardshipidea. As in any evolutionary process, thestewardship concept was subjected to a broadarray of influences and characterized bynotable highlights such as the Lynn Smithcritique of the Judaeo-Christian ethic, theman-in-nature statement of Douglas John Hall,and the environmental concerns of ecologistsand philosophers of the post-Rachel Carson era.Some gains have been made in understanding theplace of humans in nature, but the stewardshipidea continues as work in process.     

Change in vegetation cover in East Timor, 1989–1999

Forest resources play a key role and provide many basic needs to communities in developing economies. To assess the patterns of vegetation cover change, as a corollary of resource utilization, satellite imagery, ground truth data, and image processing techniques can be useful. This article is concerned with identifying change in major vegetation types in East Timor between 1989 and 1999, using Landsat Thematic Mapper data. The results highlight a significant level of deforestation and decline in foliage cover. All major vegetation cover types declined from 1989 to 1999, and there was a sizeable increase in degraded woodlands. This decline has had considerable impact on the livelihoods of rural and urban communities. Causes for these changes include: economic exploitation of abundant resources; and implications of transmigration policies implemented during Indonesian rule, resulting in increased competition for land and woodland resources. As the new nation of Timor‐Leste establishes itself, it must consider its current stock and distribution of natural capital to ensure that development efforts are geared towards sustainable outcomes. Without the knowledge of historical patterns of resource consumption, development efforts may, unwittingly, lead to continuing decline in forest resources.     

Significant developments in sustainable development law and governance: A proposal

This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way.     

自然生态小区建设指导原则及其建设内容探讨--以筠连县大雪山自然生态小区为例

自然生态小区是构建优美生态环境区域的生态“细胞工程”。它根据当地的自然状况和社会经济状况,以较小的经济和社会代价实现一定区域生态环境优美、生态文明有序、生态系统良性循环的社会经济生态综合体。由于自然生态小区的建设是新兴事物,其建设途径还有很多问题值得探讨。在自然生态小区建设投资方面,应当明确生态环境建设投资和生产赢利建设投资,对于前者应当以政府和政策性投资为主,而后者应当是在政策法规规范下的企业投资为主;在发展模式方面,应当促进环境友好的规模化高效益产业,包括有机绿色产业、地方特色产业、民族文化产业等;在效益分配方面,必须要充分考虑整个社区居民资源共享和利益合理分配,实现整个社区生态文明建设和经济发展目标的一致。     

新疆融雪措施对环境的影响及其防治对策

随着国民经济的飞速发展，促进和带动了城市化发展，在我国北方寒冷地区城市中，积雪对城市发展和交通安全运营的制约因素越来越受到各界人士的关注。有关部门引进并使用融雪剂去除冰雪，融雪剂在提高清除积雪效率的同时，也给城市的基础设施和生态环境带来潜在危害。为了正确合理的使用融雪剂，了解融雪剂的特性和它的融雪机理是十分必要的，在此基础上提出减轻危害的对策，为今后正确使用融雪剂提供参考依据。

对美国环保超级基金制度的概念和内容作了简要的介绍,并指出了其实施过程中的成功与不足,以期为我国环境法制的完善提供有益的借鉴。     

我国油气企业环境会计核算及信息披露的探讨

在国民经济中占有主导地位的油气企业同时也是造成环境污染的主体之一。因此,建立油气企业环境会计制度有极其重要的现实意义。文章针对我国油气企业环境会计制度应用现状,运用环境会计基本理论,对企业环境会计核算方法及信息传播模式进行了探讨,以期为油气企业环境会计制度的实施提供一些理论依据和具体方法,推动油气企业环境会计制度的发展。
