New institutional economists have argued that there are many categories of institutions, including market and non-market institutions, which may prove economically efficient, specifically for public goods and common pool goods. The Government of India introduced a non-market community-based institution, known as Joint Forest Management (JFM), for forest management and protection in 1990. JFM is a sharing mechanism for forest planning and management based on sharing of rights and duties, control and decision-making authority over forestlands, between forest departments and local user groups. By 2001, 42 000 Village Forest Committees established under JFM were managing over 11.5 million ha forestland. These institutions have proved very useful, and have contributed to forest management as well as four aspects of sustainable human development (SHD) – ecological output, income generation, village infrastructure development, and community empowerment. In the long-term, community-based institutions will prove to be a foundation of SHD and participatory democracy.  相似文献

There is a growing wealth of data capturing the direct-use values of the environment and recognition of forests and wild resources as representing “the poor manȁ9s overcoat”. This focus has however resulted in an emphasis on the utilitarian values of wild resources for rural livelihoods and has for the most part overlooked their cultural values. In tangent to these developments within the field of anthropology there has been increased attention directed towards the relationship between biodiversity and human diversity over the past decade. This has resulted in the recognition of what the Declaration of Belem calls an ȁ8inextricable linkȁ9 between biological and cultural diversity. The term bio-cultural diversity has been introduced as a concept denoting this link. Consequently there is a need for more elaborate assessments of the various ways in which different groups of people find value in biodiversity. The aim of this paper is to demonstrate the cultural significance of wild harvested plant resources for the maintenance of two gender specific cultural artefacts for amaXhosa people in South Africa, to assess the persistence of these practices in rapidly modernizing communities. We demonstrate the endurance of these ancient cultural artefacts in present-day peri-urban communities and suggest that they point to the need for improved understanding of the significance of bio-cultural diversity. The findings of the study should not be interpreted as illustrating stagnation in the traditional past, but rather as pointing at the need for improved understanding of the significance of bio-cultural diversity in a dynamic sense.  相似文献

ABSTRACT: The desirable proportion of citizen input into policy making and the proper mechanism for that input engender substantial conflict in the water resources arena. Nevertheless, discussions of citizen participation in water policy formation generally occur within narrow perspectives both with regard to the issues involved and the alternative mechanisms by which that participation can be realized. This paper examines the historical and current contexts of the controversies and presents a discussion of the alternative processes for citizen influence - called linkage. The linkage processes discussed include direct participation, citizen advisory committees, the pressure group model, the electoral model and the bureaucratic model. Each linkage process is discussed in terms of who is considered the public, how the public influence works, the limitations of the process, and what available water policy-related data suggest regarding the adequacy of the process.  相似文献

ABSTRACT: The present energy and environmental crises are due to increasing per capita demands as well as increasing populations. The role that traditional pricing policies have played in promoting these demands is discussed. The reduction or stabilizing of per capita demands is advocated through the use of Conservational Pricing mechanisms which charge higher average prices for high consumption. There are a number of factors which are likely to limit the proportion of potentially recoverable resources that will actually be recovered. The most important of these concern the way minerals are distributed within the crust and trends in energy costs associated with mineral production. This article offers a pessimistic view of the prospects for mineral supplies early in the 21st century. The resource situation is even less hopeful when the possibility of extending the material living standards of the developed countries to everyone likely to be living on earth late next century is considered.  相似文献

长江是我国最大的河流,干流长6300km,流域面积180万 km~2,占全国国土面积的1/5。整个流域大部分位于湿润亚热带地区,具有丰富的自然资源,工农业产值占全国的45%,是我国最发达的地区。但流域内地区发展很不平衡,下游地区的发展超过中游和上游,干流沿岸城市的发展超过丘陵山区。因此,从河流网系整体出发,均衡开发长江流域很有必要。  相似文献
