京津冀地区面向人居环境之水安全格局初探   总被引:1,自引:0,他引:1  
采用文献法对近年京津冀水资源、水环境、水污染、水灾害、水管理等水安全情势进行相关数据分析,从总体上显示出水危机问题和京津冀地区快速城市化发展的关联性.结果表明:1)京津冀城市群必须向节水型社会模式转型;2)建立区域及城市间的协调机制,才能有效克服流域与区域等级的水问题;3)实现京津冀地区水安全格局的治理行动计划网络,提出保护恢复体系、净化循环体系、限制节约体系、调度再造体系、蓄滞防洪减灾体系五大体系.  相似文献

为了弥补传统的海洋石油固定平台内部安防系统的不足,达到海洋石油固定平台全天候自动监测、自动报警、无人值守、主动防御、预防为主的目的,以便提早发现灾害或事故的苗头,提供及时报警,并采取适当的预防措施。根据主动防御、准确测报、防范未然和规避事故的原则方针,按区域警戒与要地防范相结合的方法,介绍了外部安防系统在海洋石油固定平台中的应用,包括六个子系统、工作流程、各个子系统在海洋石油固定平台中的应用以及特点和价值,从监控、应急、监管等多角度出发,实现了一体化的安全监控。  相似文献

以东北三省粳稻、玉米为例,使用DEA-malmquist指数法实证检验农业技术进步、规模效率与粮食生产效率增长之间的关系。结果发现:①2000—2019年,吉林和黑龙江均保持了良好的粮食生产效率。②黑龙江属于"农业技术进步单一驱动型"的生产模式,而辽宁、吉林属于"农业技术进步和技术效率双驱动型"的生产模式。③吉林玉米生产的规模效率非有效,辽宁农业技术进步的衰退分别阻碍了各自粮食生产效率的提高。基于以上研究,提出建议:黑龙江、吉林、辽宁3省应因地制宜,分别通过增加农业财政投入、加强农业科技研发力度、鼓励农地流转等措施为粮食安全保驾护航。  相似文献

Eco-security assessment is a hot research area in resource and environmental science, which involves data with much spatial, non-linear, and random features. Geographic information system (GIS), as a useful tool to analyze and manage spatial information, has a superior advantage in this field. A case study in the western part of the Liaohe River featuring a method of eco-security spatial differences (ESSD) based on GIS is developed in this paper. The method includes four steps: 1) developing the pressure-state-response (P-S-R) framework with site data; 2) digitizing West-Liaohe River and setting its GRID database of ecosecurity assessment indicators; 3) figuring out the relative membership degree (RMD) of eco-security indicators by using the analytical hierarchy process with the weight of indicator; 4) classifying the security zone and mapping the assessment result of eco-security status in grid by GIS method of assigning and clustering. 当前城市化发展使得人口大量涌入城市,各种城市生态安全问题显现。城市生态安全是城市居民生产、生活的重要保障,对推动绿色发展、促进人与自然和谐共生具有重要意义。梳理了城市生态安全的相关概念,从城市生态安全评价、影响因素分析、城市生态安全预测与预警以及基于生态安全的城市格局构建与空间规划4个方面介绍了目前城市生态安全研究的主要成果与不足。在此基础上,指出了未来需要重点开展的研究,包括:1)探索建立城市生态安全评价标准体系,以实现城市生态安全的规范化评价,并服务于管理实践;2)加强从更大尺度上开展城市生态安全研究,如从城市群或城乡统筹的角度进行研究;3)加强以人为本的城市生态服务安全研究,重视生态系统服务在生态安全领域的应用。  相似文献

在国内外生态安全相关研究的基础上,提出了河流流域生态安全的定义. 以河流流域生态安全为研究对象,基于DPSIR(驱动力-压力-状态-影响-响应)模型框架,构建了评估指标体系,并利用多准则群体决策模型的层次分析法和熵权法确定指标权重. 以晋城市沁河流域为例,对该流域2005─2009年生态安全状况进行了综合评估. 结果表明:5年内沁河流域的生态安全综合指数从2005年的0.487升至2009年的0.641,状态从“安全”区域底部逐步提升到顶部,人均GDP增长、单位工业产值CODCr和NH3-N排放强度的降低、污水处理厂投入使用和环保投资的逐年增加是影响其变化的关键因素.   相似文献

Abstract

This study compares energy use for food transport to a farmers' market in Sweden with energy use for transport in the conventional food system. The farmers' market was investigated through data sampling from on-site investigations. The conventional food system was studied with the aid of life cycle assessments reported in the literature. Overall, the study found no significant differences in levels of energy use for transport to the farmers' market compared with the conventional food system. For certain products, such as fresh fruits and vegetables, transport-related energy use was much lower in the local system although the season in Sweden for this kind of product is restricted to two or three months at the end of the summer. However, there is considerable potential to increase energy efficiency in local food systems by organizing the selling in new ways and by using more energy efficient vehicles.  相似文献

The increasingly popular local food movement in the US has experienced wide-scale buy-in on behalf of the general public as well as in academic arenas. However, there have been recent efforts to critique this movement, typically for being inequitable and unfairly geared towards those with above-average financial means. In this article, I examine local food efforts and present a new conceptualisation of food localism. While geographically localised food consumption activities are taking place, some have ideological labels attached to them, whereas others do not. What I have termed contemporary and traditional localisms exist in the same physical but different social space. The contemporary local is represented by current local food initiatives and corresponding aspirations to support local farmers and to promote sustainability through local purchasing behaviour. The traditional local, on the other hand, is similar in that it represents food growing activities that are in close geographical proximity to consumption, but lacks the motivation associated with the contemporary local's programmatic literature; instead, it is guided by a motivation to obtain fresh and affordable food. I substantiate the contemporary/traditional localism framework with qualitative fieldwork findings from Grafton County, New Hampshire, USA, and describe the practical as well as conceptual implications of this framework.  相似文献

ABSTRACT

The global industrial food system is increasingly recognised as a source of poor health that deepens social and economic inequity. Health advocates, policy makers, and food activists strive to improve nutrition and food access across racial and ethnic divides; however, given established approaches, they may miss fundamental pathways for improving health and justice comprehensively. While food access and nutrition are often identified as primary concerns for marginalised communities and the reason for food insecurity and food-related illness, critical food justice scholars use a more expansive lens to suggest a democratised food system is needed, and that solutions based solely in access to healthy food can undermine more systemic approaches. Our research extends this analysis, highlighting the importance of endemic food culture (foodways) as a tool for retaining identity, building community, and maintaining health among refugee populations in one community in Salt Lake City, Utah. Further, this work suggests that community engagement and expertise is essential in leveraging foodways such that marginalised communities can effectively resist cheap, unhealthy, and placeless calories.  相似文献

Community gardens have been lauded for being inherently resistant to neoliberalism and criticised for underwriting it. To move beyond this either/or debate, we need to employ more focused lenses and specify both the processes of neoliberalisation at play and the outcomes they can produce. This paper explores the ways in which neoliberal processes of privatisation, state entrepreneurialism, and devolution intersect with community gardens, and the subjectivities that may be cultivated, the spaces that may be created and the types of justice that may be advanced as a result. It argues that certain characteristics and orientations of gardens are more conducive to resisting neoliberalism. These include the cultivation of producer, citizen, and activist subjectivities (over those of consumer, entrepreneur, and volunteer); the elevation of the use value of shared lived space (over a site’s potential exchange value) and the advancement of spatial justice through community access to non-privatised space; and food justice, through non-commodified means of obtaining food. Holding these ends in mind can help ensure that proponents of community gardening sow the seeds of the fruits they most wish to reap.  相似文献
