The traditional evaluation of energy consumption mostly introduces pollutants as a negative economic output into evaluating model,ignoring the configuration relationship among the energy input,pollutants as well as economic output.This paper considers the overall process of energy consumption and constructs an evaluation indication system of energy consumption level combined with endogenous pollutants based on entropytopsis method,then makes empirical research.The results show that China’s energy consumption level presents a fluctuant rise in the premise of emission.Energy consumption level depends on the relationship among energy input,pollutants and economic output.The raise of energy consumption level should not increase economic output and reduce pollutant emission at the expense of environment.Finally,the whole paper puts forward the countermeasures to improve the overall level of energy consumption. 相似文献

In this paper,the authors have empirically analyzed the convergence in per capita GDP gap and the convergence in the variation of energy intensity with respect to the change of per capita GDP between China and eight developed countries.Then,the authors run a regression on the impact of decisive factors of economic growth on energy intensity and its change,so as to find out the economic mechanism of energy intensity gap changing with respect to the variation of economic growth.This study concludes that:First,there is a convergence in per capita GDP gap between China and the eight developed countries.With the convergence in per capita GDP gap,the energy intensity gap between China and eight different countries also converge,and the convergence rate of the latter is faster than that of the former,i.e.if the per capita GDP gap between China and the eight developed countries decreases by 1%,the energy intensity gap between them will correspondingly decrease by 1.552%.Second,the energy intensity decreases with the improvement of industrial structure,the rising of energy prices,the advances of technology,and the expansion of investment in fixed assets,and it slightly increases with the increase of FDI.Third,the energy intensity gap between China and eight developed countries narrows with the lessening of the difference in fixed assets investment,energy prices,and technological progress between China and eight developed countries,yet increases with the narrowing of the difference in FDI,and has no significant correlation with the difference in industrial structure.Fourth,the narrowing of difference in per capita GDP between China and the eight developed countries can result in the lessening of energy intensity gap,whose economic mechanism is that the decisive factors,such as difference in investment,technology,and the competition mechanism of prices,which can determine the difference in economic growth,can significantly affect the energy intensity gap. 相似文献

以长三角地区上海、江苏和浙江3省市为研究对象,运用Johansen协整检验、向量误差修正模型(VEC)和Granger因果检验等方法分析能源消费与经济发展的相互关系,并利用LMDI方法对3省市1995~2007年的能源强度进行分解分析,得到能源消费与区域发展关系的影响因素。结果表明:近年来长三角能源消费形势严峻,并较多地受到产业结构调整的影响。上海和江苏的能源消费在一定程度上拉动了经济发展,但是随着产业结构的调整,上海工业结构的调整促进了能源强度降低,而江苏却正好相反。近年来,浙江省的经济发展对能源消费的影响比较显著,随着该省工业规模扩大,能源强度有所升高,但是其产业结构的调整有利于降低能源强度。 相似文献

Unusual Salinity Conditions in the Yangtze Estuary in 2006: Impacts of an Extreme Drought or of the Three Gorges Dam? 总被引:1,自引:0,他引:1
During the extreme dry year of 2006, abnormal salinity conditions in the Changjiang Estuary of the Yangtze River occurred
in partial coincidence with the second impoundment phase of the TGD (Three Gorges Dam). Analysis of discharge observations
in the upper reaches of the estuary and of salinity observations in the estuary as a whole reveals that in 2006 salinity was
over 100 mg/l during 275 days, over 250 mg/l during 75 days and over 400 mg/l during 48 days. It is well known that this is
due to extreme low discharges from the upper catchment area into the estuary. Moreover, large amounts of water consumed along
the lower reaches of the Yangtze River can also aggravate the low discharges that lead to stronger saltwater intrusion in
the estuary. Of the 75 days that salinity was over 250 mg/l, the low discharge was decreased further by 10 to 20% due to water
consumption. The additional impact of the impoundment phase of the TGD (lasting 37 days in autumn) was noticeable only during
7 days in 2006. During that period, the relative contributions of the TGD and the water consumption in the lower reaches of
the Yangtze River amounted to 70 and 30%, respectively. It may be concluded that the impact of the second impoundment phase
of the TGD on salinity intrusion in the estuary was modest, while the extreme drought of 2006 was the dominant cause. 相似文献

Achieving sustainable development depends on comprehensive approaches which integrate consumption and production initiatives. At present, sustainable consumption is being overemphasized to the neglect of the more important production side. This paper examines the role of governments in promoting sustainable consumption and production to identify gaps in national schemes which reduce their overall effectiveness. Public policy tools promoting sustainable consumption and production are discussed in terms of whether they are aimed at correcting: 1) market failures (regulations, taxes, subsidies); or 2) systems failures (labels, communications, education, public procurement). The challenge for governments is to link sustainable consumption initiatives to policies aimed at increasing the sustainability of production in the private sector in both their national and international dimensions. In this way, governments can enlist the aid of consumers in pushing producers towards sustainability and to achieve the ultimate goal of sustainable development. 相似文献

Deepening understanding of public responses to large-scale renewable energy projects is of academic and practical importance, given policies to lessen fossil fuel use in many countries. Although the NIMBY (Not In My Back Yard) concept is commonly used to explain public opposition, the concept has been extensively critiqued. This study applies an alternative approach based upon the notion of disruption to place attachment, and the theory of social representations, with a focus upon the symbolic meanings associated with a proposed project and the places affected by it. Empirical data is provided from a case study of a proposed 750 MW offshore wind farm in North Wales, using group discussions and questionnaires distributed to local residents in two coastal towns (n = 488). Results indicate significant differences between each town's residents in their responses to the project, and how opposition arises from nature/industry symbolic contradictions: between a place represented in terms of scenic beauty that provides a restorative environment for residents and visitors, and a wind farm that will industrialise the area and ‘fence’ in the bay. In one of the towns, the data suggests that contradiction between project and place was experienced as a threat to identity for those with strong place attachment, leading to negative attitudes and oppositional behaviour. Levels of trust in key actors moderated the relation between place attachment and negative attitudes to the wind farm. The results provide further evidence of the role of place attachment in shaping so-called ‘NIMBY’ responses to development proposals, and challenge the assumption that offshore wind farms will prove less controversial than those onshore. 相似文献

This paper analyses patterns in beliefs about the implementation of wind power as part of a geographical comparison of onshore wind power developments in the Netherlands, North-Rhine Westphalia and England. Q methodology is applied, in order to systematically compare the patterns in stakeholder views on the institutional conditions and changes in the domains of energy policy, spatial planning and environmental policy. Three factors represent support for wind power implementation from fundamentally different perspectives. The fourth perspective is critical opposed to wind power developments as well as critical to the manner in which wind projects are proposed, planned and implemented. These four perspectives exist across the geographical cases; however, some perspectives are prominent in one case and marginal in another. This relates to different legacies and varying implementation achievements in the three cases. The analysis shows that an approach that focuses on implementing as much wind power as possible, relying on technocratic reasoning and hierarchical policies is in practice the least successful, whereas collaborative perspectives with more emphasis on local issues and less on the interests of the conventional energy sector were particularly dominant in the most successful case, North-Rhine Westphalia. 相似文献
