Although contingent valuation is the dominant technique for the valuation of public projects, especially in the environmental sector, the high costs of contingent valuation surveys prevent the use of this method for the assessment of relatively small projects. The reason for this cost problem is that typically only contingent valuation studies which are based on face-to-face interviews are accepted as leading to valid results. Particularly in countries with high wages, face-to-face surveys are extremely costly considering that for a valid contingent valuation study a minimum of 1000 completed face-to-face interviews is required. This paper tries a rehabilitation of mail surveys as low-budget substitutes for costly face-to-face surveys. Based on an empirical contingent valuation study in Northern Thailand, it is shown that the validity of mail surveys can be improved significantly if so-called Citizen Expert Groups are employed for a thorough survey design.  相似文献

A survey of 153 acid grasslands from the Atlantic biogeographic region of Europe indicates that chronic nitrogen deposition is changing plant species composition and soil and plant-tissue chemistry. Across the deposition gradient (2-44 kg N ha−1 yr−1) grass richness as a proportion of total species richness increased whereas forb richness decreased. Soil C:N ratio increased, but soil extractable nitrate and ammonium concentrations did not show any relationship with nitrogen deposition. The above-ground tissue nitrogen contents of three plant species were examined: Agrostis capillaris (grass), Galium saxatile (forb) and Rhytidiadelphus squarrosus (bryophyte). The tissue nitrogen content of neither vascular plant species showed any relationship with nitrogen deposition, but there was a weak positive relationship between R. squarrosus nitrogen content and nitrogen deposition. None of the species showed strong relationships between above-ground tissue N:P or C:N and nitrogen deposition, indicating that they are not good indicators of deposition rate.  相似文献

本文根据相对资源承载力研究方法,以全国作为参照区域计算了2005~2008年青岛市主要辖区相对自然资源承载力、相对经济资源承载力和综合承载力.分析结果表明:①对于相对自然资源承载力而言,平度市处于富余状态;莱西市处于临界状态;胶州市、即墨市、胶南市处于超载状态:青岛市市区则处于严重超载状态.相对自然资源承载力序列(由富余到超载):平度市>莱西市>胶州市>胶南市>即墨市>市区.②青岛市各辖区相对经济资源承载力全部处于富余状态,其中市区的相对经济资源承载能力最大.相对经济资源承载力序列(由富余到超载):市区>胶州市>胶南市>即墨市>藁西市>平度市.③青岛市各主要辖区综合承载力全部处于富余状态,且基本保持稳定.综合承载力序列(由大到小):市区>平度市>即墨市>胶州市>胶南市>莱西市.在此基础上.本文对青岛市2005-2008期间主要辖区的主体功能区进行了区划,结果显示青岛市所辖6市区均属于优化开发区,在"十二五"期间.产业调整与优化仍是区域可持续发展的重中之重.  相似文献

农业功能分区是准确把握县域农业功能定位、推动区域农业功能拓展和向现代农业转型的基础工作。旨在探索运用一种新的分类方法即星座图法在农业功能分区中的应用。剖析现代农业的功能定位问题,从农产品供应、就业与社会保障、生态调节和文化传承与休闲4大类综合功能选取30个定量指标和2个定性指标,构建了湖北省农业功能分区指标体系。采用星座图法,根据星座图中各星点的位置,确定各县(市)单项功能的分等类型;并以此为基础结合分区单元的实际地理位置和社会经济及环境现状,作出湖北省农业功能分区方案。分区结果以县级行政区域为分区单元,按照农业功能分区的基本原则,湖北省分4个农业主导功能区,各主导功能区分为3个二级区共12个二级农业功能区  相似文献

This study focuses on assessing the impact of sublethal doses of paraquat on the survival, the emergence, the life span and the parasitic behavior of Diaeretiella rapae M’Intosh (Hymenoptera: Braconidae). The impact of sublethal doses was measured at room temperature using different densities of the cabbage aphid Brevicoryne brassicae. The results reveal that the field dose of paraquat caused 100% mortality in D. rapae. The percentage emergence of D. rapae decreased from 80.5% in the control group to 71.5% when treated with the lowest concentration of paraquat. Similarly, the life span of parasitoids that emerged from the mummy treated with paraquat also decreased significantly. Oviposition capability and ovipositor thrusting frequency of D. rapae also treated with sublethal dose paraquat decreased significantly along with a shortened patch residence time in the foraging area.  相似文献

依据生活型(乔木、藤本、灌木、半灌木、多年生禾草、多年生杂类草和一二年生草本)和水分生态型(旱生、旱中生、中生和湿生)将祁连山北坡次生杨桦林28个调查样地中的81个物种划分为18种植物功能型(Plant functiontypes,PFTs),并通过典范对应分析(CCA)方法研究植物功能型与环境因子间的关系.结果表明:自然恢复杨桦林地植物功能型主要集中在中生多年生杂类草(PFTs16)、湿生多年生杂类草(PFTs23)、旱中生多年生杂类草(PFTs9)和中生灌木(PFTs18)4个植物功能型上;乔、灌、草三层冠层特征和中生植物的大量出现,反映了群落植物生活型趋于复杂化和结构化,生态型逐渐向中生化方向演替的特点;土壤容重、有机碳和全氮含量主要影响植物的生活型分异特征,土壤含水量和林冠郁闭度是植物的水分生态型分异的主要环境因子,而坡位、坡度控制着群落植物总体分布格局的形成.图1表3参31  相似文献

The social and scientific debate overfunctional foods has two focal points: one isthe issue of the reliability andtrustworthiness of the claims connected withfunctional foods. You don't have to be asuspicious person to be skeptical vis-à-visthe rather exorbitant claims of most functionalfoods. They promise prevention against allkinds of illnesses and enhancement ofachievements like memory and vision, withouthaving been tested adequately. The second issueis the issue of the socio-cultural dimension offunctional foods and their so calleddetrimental effect on the social and normativemeanings of food, with possibly the effect thatfood in general will be treated like amedicine, with radical individualizing effects.Finally, individuals would only be allowed toeat what their gene-profile prescribes them. Inthis paper, it is argued that food is anon-neutral public good that contributesinherently to the identity of vulnerableindividuals. It should be treated in anon-neutral, but impartial way. Therefore,politics need to intervene in food markets froma justice and ethical point of view with twoaims in mind. The first aim (as an implicationof justice considerations) should be toestablish safety conditions, and to identifyand monitor food safety standards in anobjective and impartial way. Preventive medicalclaims of foods should be allowed on the basisof appropriate and objective testing methods.The second aim (as an implication of ethicalconsiderations) should be to shape conditionsfor a cohabitation of various food styles,including that of functional foods. Moreover,the cultural and symbolic meaning of food in apluralistic society requires that the differentfood styles find some modus of living andinteracting together. ABSTRACT. The water resources manager, concerned with providing for citizen needs for water in all its varied aspects, is obliged to consider the public interest in his decision making. But the public interest, although inferring the superiority of public over purely private interests, is more of a concept of political ethics than an operational objective. Recent attacks on water resources developments place in question just how responsive the water resources manager has been to the public at large during the planning process. The recent broadening of planning objectives beyond economic efficiency to include greater attention to social goals is an encouraging development. Efforts should be expanded toward greater citizen participation and more attention should be given to sampling surveys to determine citizen attitudes on water resources proposals. In the last analysis, the decision-making process must combine the expertise of the water resources manager and the participation of the people through the political process.  相似文献

Recreational activities can have major impacts on vegetation and wildlife in frequently visited forests. We assessed forest perception and knowledge (state, functions, and species diversity) among hikers and mountain bikers in a frequently visited, seminatural suburban recreation forest (Muttenz) and in a more distantly situated, naturally grown excursion forest (Wasserfallen) in northwestern Switzerland. In all, 239 hikers and 126 mountain bikers were interviewed. Mountain bikers in both forests and hikers in the more intensely used recreation forest at Muttenz assessed the state of the forest less optimistically and showed a higher awareness of the negative impact of recreational activities on the flora and fauna than hikers at Wasserfallen. Furthermore, mountain bikers seemed aware of the social conflicts caused by their activity, since they appreciated neutral or positive encounters with other forest visitors. In contrast, 57% of hikers at Muttenz reported on negative experiences with other forest visitors, particularly with mountain bikers. In general, the interviewees ecological and biological forest knowledge (forest type and function, species diversity) was rather high. A large proportion was aware of the pros and cons of different forest conditions for plants and animals, and could name or recognize at least some plant and/or animal species typical for the visited forest. The forest knowledge was neither influenced by the type of recreational activity carried out nor by any aspect of forest visit behavior (frequency and duration of forest visits, means of transportation and travel distance to forest). However, the interviewees forest knowledge was influenced by their age and educational level.  相似文献

中国加入WTO之后,中国经济进一步与国际市场接轨,融入世界经济体系,机遇和挑战同在。欧美各国近年大力推行的环境标志产品认证,对第三世界商品质量设置入关的环境门槛。长江产业带作为世界最大的内河产业带和制造业基地,现在世界通行的环境管理认证体系和环境标志产品的认证,对长江流域产业尤其是外贸出口产业有长远而深刻的影响。这种认证制度,一方面对我出口商品设置了新的障碍,另一方面又将环境保护压力直接施加到企业。重视流域生态环境将从政府行为、公民压力扩展到企业行动,由于流域生态环境的负荷愈来愈重,流域生态环境的自我调节和恢复功能大幅下降,引起了日益严重的流域性生态安全问题。根据长江流域生态环境特征、不同的生态功能及存在的主要生态安全问题,将长江流域划性生态安全问题。根据长江流域生态环境特征、不同的生态功能及存在的主要生态安全问题,将长江流域划分成以下五个不同的生态功能区段,即长江源地区、金少江段(直门达至宜宾)、长江上游段(宜宾至宜昌)、长江中游段(宜昌至湖口段)、长江下游段(湖口至入海口)。针对不同区段主要的生态安全问题,应因地制宜采取相应的防范和整治措施。为保护与恢复生态功能服务。  相似文献
