The Kyoto Protocol relies on incentive-based regulations layered underneath a global cap on net emissions of greenhouse gases. Within the Kyoto Protocol are opportunities and constraints for signatory nations. Of concern to developing nations are the constraints the Kyoto Protocol could place on future growth. We examine the constraints and the opportunities offered to developing countries within the Kyoto Protocol. By identifying the potential costs and benefits the Kyoto Protocol has to offer to developing countries and by examining the incentives each create, we hope to spark serious investigations into ways to minimize the potential costs of entering the Kyoto Protocol and take full advantage of the potential benefits.

Federal, state, and local governments use a variety of incentives to induce consumer adoption of hybrid-electric vehicles. We study the relative efficacy of state sales tax waivers, income tax credits, and non-tax incentives and find that the type of tax incentive offered is as important as the generosity of the incentive. Conditional on value, sales tax waivers are associated with more than a ten-fold increase in hybrid sales relative to income tax credits. In addition, we examine how adoption varies with fuel prices. Rising gasoline prices are associated with greater hybrid vehicle sales, but this effect operates almost entirely through high fuel-economy vehicles. By comparing consumer response to sales tax waivers and estimated future fuel savings, we estimate an implicit discount rate of 14.6% on future fuel savings.  相似文献

The involvement of local communities, as well as the private sector and the government in forest management is now an important principle of tropical forestry policy and practice and a major component of most international forestry aid programmes. This paper present an analysis on the Joint Forest Management Project initiated by two timber companies (Ghana Primewood Products Ltd and Dalhoff Larsen & Horneman) in collaboration with local people in Gwira-Banso of Ghana. Conditions required for enhancing responsibility for and commitment to local forest management, and for an effective local participatory process were also analysed. The study began with the premise that incentives and good communication will enhance participation in joint forest management.The assumption was valid and the results from the survey showed that five broad issues prioritised by respondents to be essential for co-partnership in forest management are communication, financial support, tree planting, multiple land use and benefit sharing. The Project enjoys a great deal of support from the local community, but a number of factors make the continued support of local people a challenging task, including questions of immediate livelihood sources and tenure arrangements. Although this participatory forest management has been implemented over a relatively short period, there is evidence that government and private sectors can successfully involve local people in sustainable management of the forests.  相似文献

Abstract:  We studied three new incentive-based programs for restoring endangered species on private lands in the United States: safe harbor, Environmental Defense's Landowner Conservation Assistance Program, and conservation banking. For each program, we gathered data on the number of participating landowners, the number of species targeted for assistance, and the cumulative acreage of enrolled land. Measured in this way, both safe harbor and the Landowner Conservation Assistance Program have been remarkably successful. Landowners are drawn to three aspects of these programs: (1) the removal of regulatory burdens associated with attracting endangered species to their property; (2) technical guidance on how to restore habitats for endangered species; and (3) cost-share assistance for habitat restoration. Technical guidance appears to be more important than either regulatory relief or financial assistance in securing the cooperation of some landowners. Assessing the success or failure of conservation banking proved more difficult, given the relatively small number of banks created to date and the lack of any centralized database on them. However, nearly half of the 47 endangered-species conservation banks we surveyed have sold credits, indicating some success in either acquiring or restoring essential habitats.  相似文献

Trophy hunting can provide economic incentives to conserve wild species, but it can also involve risk when rare species are hunted. The anthropogenic Allee effect (AAE) is a conceptual model that seeks to explain how rarity may spread the seeds of further endangerment. The AAE model has increasingly been invoked in the context of trophy hunting, increasing concerns that such hunting may undermine rather than enhance conservation efforts. We question the appropriateness of uncritically applying the AAE model to trophy hunting for 4 reasons. First, the AAE assumes an open‐access resource, which is a poor characterization of most trophy‐hunting programs and obscures the potential for state, communal, or private‐property use rights to generate positive incentives for conservation. Second, study results that show the price of hunting increases as the rarity of the animal increases are insufficient to indicate the presence of AAE. Third, AAE ignores the existence of biological and behavioral factors operating in most trophy‐hunting contexts that tend to regulate the effect of hunting. We argue that site‐specific data, rather than aggregated hunting statistics, are required to demonstrate that patterns of unsustainable exploitation can be well explained by an AAE model. Instead, we suggest that conservation managers seeking to investigate and identify constraints that limit the potential conservation role of trophy hunting, should focus on the critical governance characteristics that shape the potential conservation role of trophy hunting, such as corruption, insecure property rights, and inadequate sharing of benefits with local people. ABSTRACT: This paper summarizes key provisions of the Clinton Administration's proposals for change in the Clean Water Act. Two of the important themes for change are tougher controls for non-point source pollution and the use of market-based instruments. A detailed analysis of market-based abatement suggests limited potential for reducing costs. The keys to nonpoint source pollution control are clearer definition of property rights combined with changes in government programs that encourage polluting activities.  相似文献

Traditional air pollution management practices are examined using the human ecological framework adopted by Boyden and others (1981) in their study of Hong Kong—the biohistorical or biosocial approach. The subsequent analysis of current air quality management practices assesses their effectiveness in protecting the overall health of both humans and the natural environment. The uncertainties inherent in air pollution management practices which emerge highlight the need to reduce emissions rather than rely on scientific knowledge to define clean air. The assessment also clearly defines roles for research in various areas such as atmospheric models, health effects, and environmental damage. The final recommendations emphasize the need for the introduction of such incentives to reduce emissions as economic instruments and warn against using health information to define clean air. Health and environmental damage information can, however, be used in risk assessment strategies together with atmospheric dispersion models.  相似文献

• Punishments increase the participation probability of collectors and recyclers. • Policy-sponsored incentives make collectors and recyclers to participate earlier. • Recyclers are more sensitive to government punishments than collectors. Because governments have introduced policies involving incentives and penalties to promote the recycling of plastic waste, it is important to understand the impact of such incentives and penalties on the willingness of stakeholders to participate. In this study, government is included as a player, alongside waste collectors and recyclers, in a tripartite evolutionary game model of plastic waste recycling. The study explores the evolutionary equilibrium and performs a simulation analysis to elucidate the effect of government incentives and penalties on the willingness of other players to participate in recycling. Three conclusions are drawn from this research. First, an increase in incentives or in penalties increases the probability that collectors and recyclers will participate in the recycling process. Second, policy support incentives encourage collectors and recyclers to participate in plastic waste recycling earlier than subsidy incentives do. Finally, recyclers are more sensitive than collectors to government-imposed penalties.  相似文献

Are economic incentives and regulatory relief useful tools for encouraging reuse of abandoned or under-utilised urban sites with historic buildings? Answering this question is of key importance for many European cities and for older US cities, and has important implications in terms of urban sustainability and “smart growth” initiatives. This study uses conjoint choice experiments to explore the relative importance of economic incentives, regulatory relief, land use and property regime offerings at under-utilised historic sites in Venice, Italy. Real estate developers and investors were surveyed, and asked to choose between pairs of hypothetical projects in three Venice locations, as well as between one of these projects and the alternative to do a development project elsewhere. Statistical models of the responses to these choice questions indicate that respondents were sensitive to the price of acquiring the land (and hence to any policies that influence prices), and particularly sensitive to the property regime that would be granted to developers and investors and to the allowable land use. It is concluded that the city should focus on offering land uses and property regimes that are more in tune with developer demand.  相似文献
