以含1,2-二氯乙烷等10种有机物污染土壤异位修复后回填为例,采用层次化方法评估将按原厂址健康风险评价确定的修复目标进行达标修复后的土壤回填对回填区地下水下游700 m处饮用水井水质的影响.第一层次预测结果显示8种污染物在回填土层淋溶液中的浓度将超过评价标准,可能对目标水井水质造成污染.考虑回填区非饱和带土壤的吸附截留进行第二层次评价的结果显示,到达回填区地下水水面处浓度依然超过评价标准的污染物降低至6种,不能排除对目标水井的水质影响.进一步考虑地下水混合稀释进行第三层次评估的结果显示,经地下水混合稀释后,超过评价标准的污染物降低至4种.最后,考虑饱和带吸附截留作用进行第四层次评估的结果显示,目标水井中超过评估标准的污染物仅1种.由此可见,随着评估层次的不断深入,虽然所需开展的工作及获取的场地参数增加,但是污染物预测浓度更接近目标预测点的浓度,需调整修复目标的污染物数量逐渐减少,污染防治成本将逐渐降低.  相似文献

Despite having a strong influence on development policies, theories of sustainability have not paid much attention to the capability approach (CA) thus far. Against this backdrop, the present paper argues for the CA’s usefulness of sustainability. In order to avoid just an additional contribution to the already confusing theoretical situation as well as to rely our exploration of the CA’s aptness for a conception of sustainability on a transparent and comparable basis, we will first identify six adequacy conditions for concepts of sustainability. We will then work out a categorial framework for conceptions of sustainability. Finally we will demonstrate how the CA is a promising candidate for filling in the demands of this framework and what further research will be needed.  相似文献

The aim of the study, on which this paper is based, was to provide guidance to consumers to make environmentally responsible choices in their food consumption, to assist food supply chain stakeholders to identify the key areas for environmental improvements, and to provide policy makers with a tool for monitoring the potential impacts on climate change resulting from developments within the food sector. At the macro level, the EIO-LCA model was developed specifically for the Finnish food chain; at the micro level, LCAs were performed on 30 lunch portions. The contribution of the Finnish food chain to climate change was 14%, which comprised 40% CO2 emissions, 25% CH4 emissions, and 34% N2O emissions. The share of impacts from domestic agricultural processes was the highest, at 69%. The impact of a single lunch portion ranged between 0.65 and 3.80 kg of equivalent CO2. According to the EIO-LCA model, the average impact was 7.7 kg CO2 eq/person daily. The consumer phase accounted for between 8 and 47% of the climate change impacts for homemade portions. In ready-to-eat portions industry and retail phases were emphasized, representing 25-38% of climate change impacts. We present an approach to steer the Finnish food sector onto an environmentally sustainable path; practical tools for consumers and farmers will especially need to be developed further.  相似文献

This study suggests a methodology for enhancing accuracy in evaluating amenity by the contingent valuation method when household's willingness to pay (WTP) is dependent to its income and the distance between a respondent's residence and the location of a target facility. Using a linear city model, this study demonstrates the influences of income and distance-decay effects on WTP. Simulations are performed to check the validity of the model, as well as to predict consequences when income and distance-decay effects are not properly treated. Finally, the suggested methodology is applied to two real cases. The estimation results from a structural model show that the calculated total benefit varies largely when income and distance-decay effects exist and are ignored. Also, an ad hoc model generates significantly different estimates from the utility difference model this study adopted. The difference in estimates suggests that the total benefit has to be estimated by a structural model.  相似文献

The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Deliberative arrangements within the policy sphere may stimulate the democratisation of science to different degrees.  相似文献

The contamination of food and feed by mycotoxins as toxic metabolites of fungi is a risk not only for consumers resulting in various embarrassment regarding health status and well-being, but also for producers, companies and export market on the ground of economic losses and ruined stability of economic trade. As it is given in historical evidence, the contamination of food by mycotoxins is a topic as old as a history of mankind, finding some evidence even in the ancient books and records. Nowadays, the mycotoxins are used in modern biotechnological laboratories and are considered an agent for targeting the specific cells (e.g., defected cells to eliminate them). However, this promising procedure is only the beginning. More concern is focused on mycotoxins as abiotic hazard agents. The dealing with them, systematic monitoring, and development of techniques for their elimination from agricultural commodities are worldwide issues concerning all countries. They can be found alone or in co-occurrence with other mycotoxins. Thus, this review aims to provide widened information regarding mycotoxins contamination in environment with the consequences on health of animals and humans. The inevitability for more data that correctly determine the risk points linked to mycotoxins occurrence and their specific reactions in the environment is demonstrated. This review includes various symptoms in animals and humans that result from mycotoxin exposure. For better understanding of mycotoxin's impact on animals, the sensitivities of various animal species to various mycotoxins are listed. Strategies for elimination and preventing the risks of mycotoxins contamination as well as economical approach are discussed. 随着未来家庭农场数量的逐渐增加与经营土地面积的不断扩大,与快速城镇化相伴随的土地征收区域不可避免会与家庭农场经营的土地范围相交叉或重叠。家庭农场主通过整合作为集体经济组织成员分得的承包地和市场化交易获得的承包地实现土地适度规模经营,因此,在家庭农场土地被征收时,应确保家庭农场主获得科学合理的补偿标准,并妥善处理家庭农场主与拥有不同类型农地权利的众多相关主体之间的利益分配关系。本文采用文献资料法和理论分析法,区分点状征地、线状征地和面状征地三种不同情况,分析了家庭农场土地征收的后期生产经营影响,在土地承包关系"长久不变"的政策框架下,深入剖析了家庭农场土地征收涉及的农地权利类型。然后,构建起家庭农场土地征收补偿标准理论模型,以及家庭农场主、政府、集体经济组织、农民等权利主体之间的收益分配理论模型。具体而言,家庭农场主根据自有土地、通过土地流转获得的土地、通过土地退出获得的土地所占的比重以及不同类型土地权利所对应的价值标准分得相应的征地补偿收益;政府通过税收参与征地补偿收益分配;集体经济组织凭借土地所有者身份依法分得相应比例的补偿收益;农民获得的征地补偿收益为承包经营权价值扣除其让渡给家庭农场主的农地权利价值后的剩余部分。最后,本文从四个方面提出了相应的对策和建议:1做好家庭农场发展规划;2提高征地补偿标准并将间接损失纳入补偿范围;3建立家庭农场规模化经营土地的征收补偿收益分配机制;4保障抵押权人(金融机构)对征地补偿享有优先受偿权。  相似文献

The development of ecologically sound water allocation strategies that account for the needs of riverine ecosystems is a pressing issue, especially in semiarid river basins. In the Aral Sea Basin, a search for strategies to mitigate ecological and socioeconomic deterioration has been in process since the early 1990s. The Geographic Information System–based simulation tool TUGAI has been developed to support the policy determination process by providing a simple, problem-oriented method to assess ecological effects of alternative water management strategies for the Amudarya River. It combines a multiobjective water allocation model with simple, spatially explicit statistical and rule-based models of landscape dynamics. Changes in environmental conditions are evaluated by a fuzzy habitat suitability index for Populus euphratica, which is the dominant species of the characteristic riverine Tugai forests. Water management scenarios can be developed by altering spatiotemporal water distribution in the delta area or the amount of water inflow into the delta. Outcomes of scenario analysis are qualitative comparisons of the ecological effects of different options for a time period of up to 28 years. The given approach utilizes different types of knowledge, from quantitative hydrological data to qualitative local expert knowledge. The main purpose of the tool is to integrate the knowledge in a comprehensive way to make it available for discussions on alternative policies in moderated workshops with stakeholders. In this article, the modules of the tool, their integration, and three hypothetical scenarios are presented. Based on the experience gained when developing the TUGAI tool, we propose that the general framework can be transferred to other areas where tradeoffs in water allocation between the environment and other water users are of major concern. The potential for a simulation tool to structure and inform a complex resource management situation by involving local experts and stakeholders in the development of possible future scenarios will become increasingly valuable for transparent and participatory resource management.  相似文献

Using secondary data from a socio-economic quantitative household survey of the North Central region of Vietnam, the main aim of our study is to analyze the causal effect of forest resources on household income and poverty. Based on the observed characteristics of a forest-based livelihood and forest-related activities, we use a propensity score matching (PSM) method to control for potential bias arising from self-selection. The PSM results indicate that households with a forest-based livelihood had a higher level of income and lower poverty rates than did those without. Interestingly, our findings confirm that a forest-based livelihood offers much higher income than any other type of livelihood adopted by local households. Also, the poverty rate among households with a forest-based livelihood is lower than those earning non-labor income or engaged in wage/crop and crop livelihoods. Among households and provinces, we find varying opportunities deriving from forest resources, suggesting that there are potential barriers hindering local households from pursuing a forest livelihood or participating in some forest activities. Therefore, government policy and regulations on forest management should focus on improving the access of households to forest resources, while enhancing the sustainability of these resources.  相似文献

The Atlantic Coastal Action Program (ACAP) is a unique, community-based program initiated by Environment Canada in 1991 to help Atlantic Canadians restore and sustain watersheds and adjacent coastal areas. ACAP is the eastem-most Environment Canada Ecosystem Initiative. The ACAP family is currently made up of 14 ecosystem-based organizations in the four Atlantic provinces. Each one of these non-profit organizations operates independently, but is formally linked under the umbrella of ACAP to represent a force stronger than the individual parts. In Environment Canada's experience, the program consistently demonstrates the value of a community-based approach and produces results on an ecosystem basis. This paper will examine some of the impacts of ACAP in terms of economics, credible community science, and environmental results which most often align with Environment Canada's objectives. It will explore the influences of the community-based approach to environmental management on multiple scales (local, regional, etc.). Through examples, the paper will demonstrate the effectiveness of ACAP in influencing some of the policies, programs and attitudes of various levels of government and industry in the region, as well as describe how the community-based model has been exported internationally. The paper will conclude with a discussion on a planned path forward for ACAP.  相似文献
