典型地区农用地污染调查及风险管控标准探讨   总被引:2,自引:0,他引:2  
针对《土壤污染风险管控标准——农用地土壤污染风险管控标准》(GB 15618—2018),提出以土壤中全量浓度筛选值和管控值作为衡量农用地土壤污染风险管控的标准,对湖南省部分稻田农用地土壤及点对点稻米样品中镉、铅、砷、汞的总量和有效态浓度及稻米中含量进行监测,根据重金属总量浓度分为低风险、中风险、高风险3组。结果显示:(1)土壤及稻米中镉含量基本为随着风险级别的升高而增加,铅、砷在土壤和稻米中含量无规律性结果,汞监测结果均为未检出。(2)低风险组稻米镉超标率为12. 0%,高风险组稻米镉达标率为33. 3%,表明利用总量浓度对农用地土壤潜在风险进行分组存在一定的局限性。(3)依据4种重金属在土壤中总量及稻米(早稻)中含量情况,对风险级别进行调整并综合判断:有58个样品为低风险组,占样品总数的68. 2%,超标率为零;有15个样品为中风险组,占样品总数的17. 7%,超标率为80. 0%;有12个样品为高风险组,占样品总数的14. 1%,超标率为100. 0%。调整后评价结果与上述标准的划分目标更接近,能够提高上述标准的准确性和实用性。  相似文献

In response to the extreme flood events of recent decades, the European Union has released the Floods Directive (2007/60/EC), which requires the creation of flood risk management plans. These plans do not yet exist in practice, as water management agencies have until 2015 to put them into action. This contribution will discuss two questions regarding the European flood risk management plan: First, how is the new instrument integrated into the various member states, particularly with respect to the scenario approach? Second, how prepared are the institutions for the collaborative planning paradigm of the flood risk management plan, particularly with respect to the river basin districts approach? Citing examples from France, Germany, the Netherlands, and Great Britain, this paper offers both a pessimistic and an optimistic perspective on the implementation of the new flood risk management instrument.  相似文献

Smart growth and sustainability planning have, in recent years, become central issues in planning discourse. Scholars have argued that planning capacity at the local government level is critical for smart growth planning, and that planners have a fundamental role to play in advancing local and regional sustainability. In this paper, we investigate the extent to which local planning capacity enables communities to promote more sustainable, smart growth residential development. Based on a 2013 survey of 38 county and 53 municipal governments in the state of Wisconsin, USA, this study finds that the majority of the sample communities have permitted residential developments characterized as transit-oriented, New Urbanist, mixed use, infill developments, or conservation subdivisions as alternatives to low-density, automobile-dependent conventional developments. The study also finds that jurisdictions with higher planning capacities are more likely to overcome significant barriers to more sustainable residential development.  相似文献

The southeastern United States has undergone anthropogenic changes in landscape structure, with the potential to increase (e.g., urbanization) and decrease (e.g., reservoir construction) stream flashiness and flooding. Assessment of the outcome of such change can provide insight into the efficacy of current strategies and policies to manage water resources. We (1) examined trends in precipitation, floods, and stream flashiness and (2) assessed the relative influence of land cover and flow‐regulating features (e.g., best management practices and artificial water bodies) on stream flashiness from 1991 to 2013. We found mean annual precipitation decreased, which coincided with decreasing trends in floods. In contrast, stream flashiness, overall, showed an increasing trend during the period of study. However, upon closer examination, 20 watersheds showed stable stream flashiness, whereas 5 increased and 6 decreased in flashiness. Urban watersheds were among those that increased or decreased in flashiness. Watersheds that increased in stream flashiness gained more urban cover, lost more forested cover and had fewer best management practices installed than urban watersheds that decreased in stream flashiness. We found best management practices are more effective than artificial water bodies in regulating flashy floods. Flashiness index is a valuable and straightforward metric to characterize changes in streamflow and help to assess the efficacy of management interventions.  相似文献

In recent years, Australia has experienced public debate around the growth in wind farms as part of government and community strategies to move from fossil fuels to renewable energy. Many of the arguments put forward by opponents and supporters are similar to those that have been evident in North America and Western Europe, including possible environmental impacts on wildlife, noise levels and, perhaps most prominently adverse changes in ‘landscape amenity’. A concern of increasing prominence is that of adverse human health impacts from proximity to operating turbines. Using analysis of submissions to public inquiries and a small number of detailed interviews, we consider the increased focus in Australia on the health impacts of wind farms. We note that health impacts, as elsewhere in the world, are often part of a suite of objections to wind farm developments but conclude that for some people near such developments, these are the main concern and not a cover or proxy for other concerns, such as changes in landscape amenity and aesthetics.  相似文献

Scholars of environmental injustice have pushed to see beyond the spatial distribution of environmental harms in studies of unwanted land uses. Building upon this work, this article examines how the complex geographies of environmental injustice play out in a coalition to prevent the construction of a coal-fired power plant in Surry County, Virginia. While spatially dispersed coalitions of negatively affected actors can strengthen efforts to prevent the construction of an unwanted land use, they can also perpetuate the environmental injustices surrounding it. To make this argument, particular attention is paid to the diverse reasons and ways differentially situated actors oppose an unwanted land use. It is demonstrated how the disparate concerns and differential tactics deployed by actors in coalitions against unwanted land uses are often embedded in and potentially contribute to longer histories of social injustice.  相似文献

Distributive justice is a crucial aspect of disputes over locally unwanted land uses. This study examines the rise and fall in influence of a particular idea of distributive justice that originated in the 23 wards of Tokyo in the early 1970s – namely, that each of the wards should be required to dispose of its own waste within the ward. This idea – in-ward waste disposal (IWWD) – was adopted as a significant principle in waste facility siting plans, but its influence rose and fell over time until the idea was finally abandoned in 2003. Critically reviewing ideational approaches in political studies, the causes and mechanisms behind the changes in IWWD’s influence are elucidated. The result shows the importance of considering multiple, different types of variables and examining the interaction between them to explain the prominence of an idea and its change over time.  相似文献

京津冀区域面临着严重的资源紧缺、生态环境恶化和发展失衡的问题,亟需制定科学合理的区域合作新机制。京津冀之间紧密的产品贸易背后隐藏的土地资源流动情况可以为新机制的建立提供科学支撑。这种隐性土地资源的流通情况可以用生态足迹来表征。因此,本研究主要运用京津冀三省市之间的投入产出矩阵来计算北京与津冀之间的生态足迹转入和转出量,并进行分析。研究结果表明,北京的社会经济发展需要周边津冀生态生产性土地资源的支撑,尤其是河北的农用地资源,包括耕地、林地和水产养殖用地。从生态贸易类型来看,2002年和2007年,就北京和河北之间生态足迹流通情况而言,北京是净生态输入型,属于"贸易逆差";河北是净生态输出型,属于"贸易顺差"。2007年北京对津冀生态资源的使用量比2002年有所下降。总体而言,北京对河北生态生产性土地资源的消耗对河北的生态压力不大,其中,水产养殖用地的生态压力最大,2007年水产养殖净流量占河北水产养殖土地的54.27%。2002年北京对天津生态生产性土地资源的依赖加大了天津的生态压力,林业用地和水产养殖用地的净流出量分别是天津相应承载土地面积的4.96倍和3.57倍;2007年,北京对天津生态土地资源利用程度降低,随之,北京对天津生态生产性土地资源的压力变小。尽管2007年与2002年相比,北京对河北生态生产性土地的消耗量降低了,但是,由于河北土地利用结构的变化影响着北京和区域的可利用的土地资源质量和生态环境质量,国家和北京应该帮助河北保护其土地资源,尤其是河北东南部的农田资源在区域中承担着重要的绿色隔离作用,应该受到严格的保护。此外,京津冀区域应该制定整体空间开发战略,加强土地资源保护力度,合理布局产业结构,构建生态安全格局。  相似文献

农业机械化、非农就业与农民的承包地退出意愿   总被引:2,自引:0,他引:2  
工业化和城镇化必然要求部分农民与农村土地"人地分离",农业生产方式的转变加快了上述进程。理论分析表明,农业机械的广泛使用,不仅可能对农民的承包地退出意愿直接产生正负两种作用,还可能会通过非农就业这一中介变量间接影响农民的退地意愿。为了考察当前我国农民的农村土地退出意愿以及农业机械化、非农就业对其造成的影响,本文首先采用两阶段随机抽样法,对河北、山东、河南三省九县(市、区)620个农户进行了问卷调查,发现相当一部分农民愿意有偿退出农村承包地,且对不同的退出方式有不同的选择偏好。利用上述农户调查数据,本文将农村承包地退出划分为"换工资收入"、"直接出售"和"被政府征用"三种具体方式,通过构建mvprobit模型,计量分析了农业机械化、非农就业与农民的承包地退出意愿之间的联系。研究发现,农业机械使用比例的提高会强化农民以承包地换养老保险等工资性收入的意愿,而农民对农机作业服务满意程度的提升,则会抑制其直接出售承包地或用之换养老保险等工资性收入的意愿。整体来看,农业机械化对农民"弃地进城"有显著的积极作用。非农就业是农业机械化影响农民退地意愿的中介变量,但它对退地意愿的作用不显著。成员非农就业较稳定的农户家庭,更愿意以一次性卖断(直接出售或被政府征用)的方式处置承包地。为了避免陷入"日韩陷阱",推动农业转型发展和农民市民化,需要实施农民的承包地退出制度,尽快为有意愿、有能力的进城农户彻底放弃农村土地提供制度出口。  相似文献

随着未来家庭农场数量的逐渐增加与经营土地面积的不断扩大,与快速城镇化相伴随的土地征收区域不可避免会与家庭农场经营的土地范围相交叉或重叠。家庭农场主通过整合作为集体经济组织成员分得的承包地和市场化交易获得的承包地实现土地适度规模经营,因此,在家庭农场土地被征收时,应确保家庭农场主获得科学合理的补偿标准,并妥善处理家庭农场主与拥有不同类型农地权利的众多相关主体之间的利益分配关系。本文采用文献资料法和理论分析法,区分点状征地、线状征地和面状征地三种不同情况,分析了家庭农场土地征收的后期生产经营影响,在土地承包关系"长久不变"的政策框架下,深入剖析了家庭农场土地征收涉及的农地权利类型。然后,构建起家庭农场土地征收补偿标准理论模型,以及家庭农场主、政府、集体经济组织、农民等权利主体之间的收益分配理论模型。具体而言,家庭农场主根据自有土地、通过土地流转获得的土地、通过土地退出获得的土地所占的比重以及不同类型土地权利所对应的价值标准分得相应的征地补偿收益;政府通过税收参与征地补偿收益分配;集体经济组织凭借土地所有者身份依法分得相应比例的补偿收益;农民获得的征地补偿收益为承包经营权价值扣除其让渡给家庭农场主的农地权利价值后的剩余部分。最后,本文从四个方面提出了相应的对策和建议:1做好家庭农场发展规划;2提高征地补偿标准并将间接损失纳入补偿范围;3建立家庭农场规模化经营土地的征收补偿收益分配机制;4保障抵押权人(金融机构)对征地补偿享有优先受偿权。  相似文献
