Ulrich Beck’s stand on risk and risk analysis has been challenged by many researchers. In this paper we look closer into some of the arguments used, with a main focus on the fundamental analysis carried out by Campbell and Currie. These two authors argue that Beck’s criticisms of the theory and practice of risk analysis are groundless: Beck’s understanding of what risk is, is badly flawed, and he misunderstands and distorts the use of probability in risk analysis. However, the analysis of Campbell and Currie is based on a set of premises, for example that risk is a function of probability and harm, and that risk really exists and one can be wrong about risk. Although such ideas are common, they can be challenged, and in the literature a number of alternative perspectives have been suggested. The purpose of the present paper is to study Beck’s stand on risk analysis and the related critique of Campbell and Currie and others, in view of some of these alternative perspectives on risk. To what extent is the critique then justified? The paper concludes that the case raised against Beck’s view is still strong and relevant, but has to be nuanced with respect to some important issues, for example concerning the distinction between belief and truth when it comes to risk. Allowing for spacious interpretations of some of Beck’s theses, the paper provides strengthened support for Beck’s view on these points. 相似文献

Nations of the world have committed to a number of goals and targets to address global environmental challenges. Protected areas have for centuries been a key strategy in conservation and play a major role in addressing current challenges. The most important tool used to track progress on protected-area commitments is the World Database on Protected Areas (WDPA). Periodic assessments of the world's protected-area estate show steady growth over the last 2 decades. However, the current method, which uses the latest version of the WDPA, does not show the true dynamic nature of protected areas over time and does not provide information on sites removed from the WDPA. In reality, this method can only show growth or remain stable. We used GIS tools in an approach to assess protected-area change over time based on 12 temporally distinct versions of the WDPA that quantify area added and removed from the WDPA annually from 2004 to 2016. Both the narrative of continual growth of protected area and the counter-narrative of protected area removal were overly simplistic. The former because growth was almost entirely in the marine realm and the latter because some areas removed were reprotected in later years. On average 2.5 million km2 was added to the WDPA annually and 1.1 million km2 was removed. Reasons for the inclusion and removal of protected areas in the WDPA database were in part due to data-quality issues but also to on-the-ground changes. To meet the 17% protected-area component of Aichi Biodiversity Target 11 by 2020, which stood at 14.7% in 2016, either the rate of protected-area removal must decrease or the rate of protected-area designation and addition to the WDPA must increase. 相似文献

The ethical issues associated with using genetic engineering and gene drives in conservation are typically described as consisting of risk assessment and management, public engagement and acceptance, opportunity costs, risk and benefit distributions, and oversight. These are important, but the ethical concerns extend beyond them because the use of genetic engineering has the potential to significantly alter the practices, concepts, and value commitments of conservation. I sought to elucidate the broader set of ethical issues connected with a potential genetic engineering turn in conservation and provide an approach to ethical analysis of novel conservation technologies. The primary rationales offered in support of using genetic engineering and gene drives in conservation are efficiency and necessity for achieving conservation goals. The instrumentalist ethical perspective associated with these rationales involves assessing novel technologies as a means to accomplish desired ends. For powerful emerging technologies the instrumentalist perspective needs to be complemented by a form-of-life perspective frequently applied in the philosophy of technology. The form-of-life perspective involves considering how novel technologies restructure the activities into which they are introduced. When the form-of-life perspective is applied to creative genetic engineering in conservation, it brings into focus a set of ethical issues, such as those associated with power, meaning, relationships, and values, that are not captured by the instrumentalist perspective. It also illuminates why the use of gene drives in conservation is so ethically and philosophically interesting. 相似文献
