120 years or more of unsustainable urban development has damaged the natural environment and disrupted essential ways to stabilize water body overflow and even mitigate pluvial flooding. In light of catastrophic flooding that has occurred globally, a renewed commitment to transforming built surfaces and incorporating more green infrastructures (GIs) has emerged. In fact, one could argue that an overcommitment to GI is being touted in the literature, but largely disconnected from more real-world possibilities, considering all things. In this commentary, we make the case that as cities transition from development patterns of the past and even considering climate-induced storm characteristics of the future, a hybridized solution (e.g., Green–Gray) should be considered. Smaller approaches to urban greening have been implemented in areas that need larger-scale restorations, thus proving to be insufficient. Likewise, the uncertainty surrounding rainfall and storm events has forced us to be more strategically balanced in our efforts to achieve resilience in our stormwater infrastructure. Hybridized solutions that include a diverse set of systems, anchored in local conditions, position us best for effective urban stormwater management. In the absence of such solutions, runoff volumes will continue to rise, flooding will prevail, and disenfranchised communities will remain disproportionately impacted by these impacts of urbanization.  相似文献

A disaster such as floods can have a drastic impact on interdependent infrastructure and economic sectors. The resilience or the ability of the critical sector to recover quickly from the disruption can also reduce the consequences of the disaster. In this paper, through resilience and recovery time Dynamic Inoperability Input-Output model (DIIM) is applied. Thus, Input-Output (I-O) table is constructed for Pakistan's economic system and a case study is performed on the flooding in Pakistan 2011–12. The purpose of this study is to provide a ballpark estimate of the system-wide impact and ripple effect on the sectors that lasted for several days after the disruption. Furthermore, to analyze the inoperability and economic loss in the sectors caused by the disaster in a developing country. The findings of the research show that most of the critical sectors are associated with agriculture and service sector in terms of inoperability and economic loss respectively. The outcome of the study will be essential for the policy makers, disaster management authorities and health departments to respond accordingly.  相似文献

Resilience thinking has developed separately in the bodies of literature on social-ecological systems, and that published principally within developmental psychology and mental health on the resilience of individuals. This paper explores what these bodies of literature might learn from the other towards a more integrated and enriched understanding of both social-ecological systems and social resilience. The psychology-based literature recognises a strong set of factors that enhance the strengths of individuals and communities, but lacks a sophisticated integration of the physical environmental context. The social-ecological systems literature offers an excellent foundation in complex adaptive systems, but tends to superimpose ecological concepts of system function onto the human domain, and needs to include an array of core social science concepts that are important to a full understanding of social-ecological systems. An example on north eastern Australia suggests how a converged understanding of social resilience could assist managers to acknowledge, enhance and foster social resilience in linked social-ecological systems.  相似文献

Globally, rural regions are searching for innovative growth opportunities to reinvigorate their economies. This paper examines the redevelopment of rural communities through an ecological lens – based on the notion of continuous cycles of adaptive change within complex systems as first identified within Holling’s concept of panarchy. Panarchy suggests that complex systems have more than a single equilibrium point and, instead, have some inherent resiliency based on the notion of multiple stable regimes. As such, panarchy provides a conceptual model that describes the ways in which complex social and ecological systems are organized and structured both spatially and temporally. By drawing parallels between the characteristics of ecological communities and rural economic systems, a novel framework is developed to assist policy-makers reflect on a rural community’s position along its own adaptive change cycle and, then, implement appropriate inventions to improve system resiliency – which in this case is linked with economic resiliency through development and/or growth. Supported by empirical data emerging from both key informant interviews and content analysis of current rural development policy, this work also identifies leverage points where policy intervention may be most advantageous by specifying the timing of policy instruments on the cycle. Specifically, this framework describes four leverage points, three major and one minor, to help push or pull rural regions into an area of higher resilience.  相似文献

Addressing environmental problems requires sophisticated approaches to complexity and uncertainty. Conceptual models are increasingly used to improve understanding of complex system interactions. However, cursory treatment of governance limits their analytical potential. This study included governance considerations in a social-ecological system model of biodiversity conservation in the Tasmanian Midlands (Australia). Effectiveness of engagement processes and conservation programme longevity were identified as critical governance influences. The conceptual representation of this system enabled exploration of how governance influences interact with social drivers (e.g. landholder engagement in conservation practices) to modify the effect of biophysical drivers (e.g. land use) on biodiversity outcomes. Such a methodology provides essential information for identifying and guiding governance related points of intervention.  相似文献

Conservation goals at the start of the 21st century reflect a combination of contrasting ideas. Ideal nature is something that is historically intact but also futuristically flexible. Ideal nature is independent from humans, but also, because of the pervasiveness of human impacts, only able to reach expression through human management. These tensions emerge in current management rationales because scientists and managers are struggling to accommodate old and new scientific and cultural thinking, while also maintaining legal mandates from the past and commitments to preservation of individual species in particular places under the stresses of global change. Common management goals (such as integrity, wilderness, resilience), whether they are forward looking and focused on sustainability and change, or backward looking and focused on the persistence and restoration of historic states, tend to create essentialisms about how ecosystems should be. These essentialisms limit the options of managers to accommodate the dynamic, and often novel, response of ecosystems to global change. Essentialisms emerge because there is a tight conceptual coupling of place and historical species composition as an indicator of naturalness (e.g., normal, healthy, independent from humans). Given that change is increasingly the norm and ecosystems evolve in response, the focus on idealized ecosystem states is increasingly unwise and unattainable. To provide more open‐ended goals, we propose greater attention be paid to the characteristics of management intervention. We suggest that the way we interact with other species in management and the extent to which those interactions reflect the interactions among other biotic organisms, and also reflect our conservation virtues (e.g., humility, respect), influences our ability to cultivate naturalness on the landscape. We call this goal a natural practice (NP) and propose it as a framework for prioritizing and formulating how, when, and where to intervene in this period of rapid change. Recognizing that protected areas (PAs) are essential for effective biodiversity conservation action, the Convention on Biological Diversity established ambitious PA targets as part of the 2020 Strategic Plan for Biodiversity. Under the strategic goal to “improve the status of biodiversity by safeguarding ecosystems, species, and genetic diversity,” Target 11 aims to put 17% of terrestrial and 10% of marine regions under PA status by 2020. Additionally and crucially, these areas are required to be of particular importance for biodiversity and ecosystem services, effectively and equitably managed, ecologically representative, and well‐connected and to include “other effective area‐based conservation measures” (OECMs). Whereas the area‐based targets are explicit and measurable, the lack of guidance for what constitutes important and representative; effective; and OECMs is affecting how nations are implementing the target. There is a real risk that Target 11 may be achieved in terms of area while failing the overall strategic goal for which it is established because the areas are poorly located, inadequately managed, or based on unjustifiable inclusion of OECMs. We argue that the conservation science community can help establish ecologically sensible PA targets to help prioritize important biodiversity areas and achieve ecological representation; identify clear, comparable performance metrics of ecological effectiveness so progress toward these targets can be assessed; and identify metrics and report on the contribution OECMs make toward the target. By providing ecologically sensible targets and new performance metrics for measuring the effectiveness of both PAs and OECMs, the science community can actively ensure that the achievement of the required area in Target 11 is not simply an end in itself but generates genuine benefits for biodiversity.  相似文献

The emerging emphasis on disaster risk reduction has broadened the range of experts whose knowledge must be garnered to resolve complex socio‐technical challenges. This paper examines the role and position of the construction sector for addressing these concerns. Specifically, it examines the recursive nature of practices within the built environment, which can be seen as deeply ingraining fragmented approaches to the development process. These, in turn, render the industry a difficult arena within which to enact structural and cultural change. Based on a wide body of literature on resiliency a set of overarching principles are proffered to help inform efforts to overcome some of the barriers to creating a more resilient built environment. It is argued that these principles offer a point of departure for embedding resilience considerations at both project and institutional levels, although real change would demand challenging some of the conventions that currently underpin construction development.  相似文献

The rise and fall of the bêche‐de‐mer trade in Solomon Islands is an example of how small, remote island communities are influenced by drivers of change on both the national and international scales. This susceptibility leads to local economic collapses and changed livelihoods. This article focuses on small‐island livelihoods, socio‐economic responses to fluctuating markets and the instability caused by internal and external forces of change. Quantitative surveys, qualitative interviews and participant observation have been used to explore the development trajectories of Ontong Java, a Polynesian outlier in Solomon Islands, in the context of the bêche‐de‐mer trade over the past forty years. The main findings can be captured in four distinct periods that demonstrate the transformation of this atoll community from subsistence‐oriented strategies to specialization in marine resource extraction to economic collapse and return to subsistence. It is concluded that this atoll population has shown a remarkable ability to adjust and cope with processes of globalization.  相似文献

The lack of attention paid to businesses in disaster management systems from the standpoint of state policies hampers efforts to build community resilience. This paper examines, therefore, the extent of business preparedness for disasters. Empirical research was conducted in Adapazarı, Turkey, 13 years after the İzmit earthquake, which struck the northwest of the country on 17 August 1999, claiming the lives of some 17,000 people. For the study, 232 firms were selected to inquire about their preparedness before and after the event. It is hypothesised that business preparedness is influenced by the following set of variables: business size; business sector; business age; financial condition prior to the disaster; occupancy tenure; market range; education level; and previous disaster experience. In line with the findings of the research, a policy framework is constructed to rationalise the allocation of resources for building resilience at the aggregate level by facilitating business preparedness.  相似文献
