The rise and fall of the bêche‐de‐mer trade in Solomon Islands is an example of how small, remote island communities are influenced by drivers of change on both the national and international scales. This susceptibility leads to local economic collapses and changed livelihoods. This article focuses on small‐island livelihoods, socio‐economic responses to fluctuating markets and the instability caused by internal and external forces of change. Quantitative surveys, qualitative interviews and participant observation have been used to explore the development trajectories of Ontong Java, a Polynesian outlier in Solomon Islands, in the context of the bêche‐de‐mer trade over the past forty years. The main findings can be captured in four distinct periods that demonstrate the transformation of this atoll community from subsistence‐oriented strategies to specialization in marine resource extraction to economic collapse and return to subsistence. This article follows an earlier one in which four criteria and four bases for the development of an indirect-cost calculation model adapted to the accuracy requirements and time constraints of workplace decision-makers were established. A two-level model for calculating indirect costs using process mapping of the organizational response to a workplace accident is presented. The model is based on data collected in interviews with those employees in charge of occupational health and safety in 10 companies of various sizes in different industry sectors. This model is the first to use process mapping to establish the indirect costs of workplace accidents. The approach allows easy identification of the duration and frequency of actions taken by stakeholders when a workplace accident occurs, facilitates the collection of the information needed to calculate indirect costs and yields a usable, precise result. A simple graphic representation of an organization's accident processes helps the user understand each accident's cost components, allowing the identification and reduction of inefficiencies in the overall process. Impact on Industry: By facilitating data collection and shortening the time needed to assess indirect costs of workplace accidents, this indirect cost calculation tool is better suited for workplace use than those currently available. 相似文献
ABSTRACTNorthern coastal regions are facing multiple challenges from accelerating global environmental and socioeconomic changes, such as ecosystem degradation, climate change, intensified resource extraction, land use change and declining populations. Based on interviews with 13 farmers, fishers and aquaculture employees from coastal Nordland, northern Norway, this study demonstrates how the local stakeholders’ perceptions of change and experiences of vulnerability are closely linked to their livelihood values and worldviews. What the informants consider a sustainable and meaningful way of coastal living does not coincide with national goals for sustainable, natural resource dependent development of the region. The article demonstrates the importance of attending to local values if policymakers and managers are to ensure successful local mobilisation, reduce vulnerability to ongoing and future processes of change, and ensure legitimacy and consistency in development goals of coastal zone management. Insights from this study are useful for local and regional decision makers with responsibility for natural resource policies and development efforts. 相似文献
PROBLEM: Few methods exist for comprehensively examining the costs and benefits of ergonomic interventions applicable to a variety of economic sectors and settings. METHODS: An instrument for data collection and data analysis at the facility level is presented. In this net-cost model intervention costs are defined by equipment and labor costs for the interventions as well as the avoided costs of lost work time, medical care, and productivity improvements. RESULTS: Net-cost estimates for three case studies show that ergonomic interventions applied appropriately can result in substantial cost savings for the companies. DISCUSSION: It would be prudent to incorporate a protocol for collecting cost and effectiveness data in the standard operating procedures of companies introducing ergonomic interventions. Validation of the net-cost model through prospective studies is necessary. IMPACT ON INDUSTRY: This model may be used to determine the net-cost of implemented or proposed ergonomic interventions in industrial facilities. 相似文献
To accommodate possible parameter changes in time series at times which are not specified in advance, we propose an adaptive procedure for estimating parameters and for forecasting. The mechanism for activating the adaptive procedure is a successively updated change-detection statistic. The statistic has small expected value when no change is present and has large value when change takes place - the larger the change, the larger the statistic. The statistic defines discounting factors which determine how much of the past will be used both for estimating parameters and for forecasting. The change-detection statistic is designed to effect major changes to parameter estimates and to forecasts in a discrete fashion only, as opposed to certain other adaptive procedures that react continuously to perceived fluctuations in data, and so indicate change even when parameters remain fixed. The procedure is illustrated using exponential smoothing and Holt's linear exponential smoothing and is applied to a hydrological series. 相似文献
Objective: The objective of this study was to identify, critically appraise, summarize, and synthesize evidence from cost-effectiveness analyses (CEAs) of interventions aimed at preventing road traffic injuries (RTIs) in low- and middle-income countries (LMICs) by age group and road users targeted.
Methods: A search strategy was applied to 12 electronic databases for studies published between May 2002 and August 2015 that met prespecified inclusion criteria. Additional studies were identified by contacting authors and searching bibliographies. Included studies were critically appraised against published criteria and a narrative synthesis was conducted including a use of the strength of evidence criteria.
Results: Five studies were included in the final review that reported 9 interventions. Only 2 out of 9 interventions (drink-drive legislation with enforcement via breath testing campaign and combined interventions for reducing RTIs) showed moderate evidence of being cost-effective, whereas the evidence of cost-effectiveness of other interventions was weak. Only 2 interventions (bicycle and motorcycle helmet use legislation and enforcement) were explicitly targeted to children, young people and vulnerable road users such as pedestrians and cyclists. The cost-effectiveness of interventions to prevent RTIs in LMICs ranged from US$4.14 per disability-adjusted life years (DALYs) averted for building speed bumps at the most dangerous junctions that caused 10% of junction deaths in the area studied to US$3,403 per DALYs averted for legislation and enforcement of helmet use by motorcyclists in the World Health Organization (WHO) sub-Saharan Africa region.
Conclusions: Evidence of cost-effectiveness of interventions to prevent RTIs in LMICs is limited, particularly for children, young people, and vulnerable road users. Evaluation of the effectiveness and cost-effectiveness of a larger number of possible road safety interventions in a variety of LMIC settings is warranted to generate the evidence base for effective traffic injury prevention programs. 相似文献
Objective: To measure the effect of motor vehicle crash (MVC) involvement and readiness to change drinking and driving behaviors on subsequent driving and drinking behaviors among injured emergency department (ED) patients who use alcohol at harmful levels.
Methods: This was a secondary analysis of a randomized controlled trial of injured ED patients who screened positive for harmful alcohol use, who at recruitment reported driving in the past 12 months and received at least one of the intended intervention sessions (brief behavioral intervention versus attention placebo control; N = 407). Outcome variables were as follows: (1) change in 6 impaired driving behaviors and (2) report of MVCs and traffic violations in the 12 months following recruitment; predictor variables were as follows: (1) treatment assignment, (2) MVC involvement at recruitment, and (3) baseline readiness to change alcohol use and drinking and driving.
Results: Modeling of change in the 6 impaired driving variables indicated that neither the recruitment visits being MVC related nor baseline readiness to change alcohol use and drinking and driving behaviors predicted greater changes in impaired driving over time. Baseline reports of past moving traffic violations and the ED visit being MVC related predicted a greater likelihood of each behavior at 12 months following study recruitment.
Conclusions: This study and others have demonstrated that ED patients with harmful alcohol use are willing to engage in behavioral interventions directed at changing risky behaviors. However, this study did not demonstrate that patients considered having the potential to be more engaged with the intervention because their ED visit was MVC related and/or they had expressed intent to change their risky alcohol use and drinking and driving behaviors were more likely to change these risky behaviors. 相似文献
