ABSTRACT: The quality of the U.S. Army Corps of Engineers' (Corps) total dissolved gas (TDG) data base for the 1995 spring spill season was reviewed to determine the value of this information in real-time management decisions regarding river operations. We concluded that problems in transmitting, archiving, correcting and interpreting the records constitute significant sources of data anomalies that affect the accuracy and reliability of information necessary to manage spill and TDG in the Columbia and Snake rivers. The data base that was reviewed covers 25 selected Columbia and Snake river stations, and includes real-time TDG data needed to regulate spill operations to maintain gas levels within state water quality standards and to monitor effects on fish and aquatic life during the salmon migration season. A wide range of anomalies (daily averages missing or in error or based on incomplete records) was detected in more than one-third (37 percent) of the Corps' gas data base. Extreme anomalies (daily averages including errors and discontinuities for more than eight hours in a day) were found in 16 percent of the data base. The Fish Passage Center, also reviewed the Corps' data and reported an overall 33 percent incidence of anomalous days. Despite arriving at similar findings about the Corps' data base, we detected a 28 percent discrepancy in the type of data anomalies between our analyses. Real. time improvements in the quality of the dissolved gas data base are necessary to provide managers with a reliable product from this monitoring effort. 相似文献

The responses of ecological computer simulations are significantly changed by the inclusion of human behavior patterns. Two computer simulations illustrate this principle for internal and external decision making. The Northwest Educational Trawler Simulation (NETS) models the interaction between fish populations, fishing effort, markets, and a fishing community. This simulation includes an internal decision making submodel for changing fishing effort based on observed behaviors of fishermen. NOGERO, a simulation of a mythical coastal fishing culture, uses external decision making where simulation users act as stewards. The patterns of model response vary depending on the attitudes and goals of decision makers. This shows how human behavior interacts with ecosystem dynamics to produce a variety of results. 相似文献

This research deals with the manner in which the Arizona Legislature dealt with the issue of the Central Arizona Project. Due to the massive costs and impact, the Central Arizona Project was handled by the Legislature in a nonroutinized manner. There was no Legislative precedent for dealing with such a major public work project. ABSTRACT. This paper outlines an approach to planning the management of a lake heavily used for recreation and of substantial importance to the tourist economy of Northeastern Wisconsin. A framework, utilizing a three dimensional matrix, is developed to analyze levels of public concern, management alternatives and action agencies. Structural and non-structural alternatives are examined and evaluated on the basis of social and economic criteria, long- and short-term environmental impact and legal-political feasibility. Data requirements which created the necessity for an interdisciplinary approach involving social, physical, and biological sciences are enumerated. Considerable progress in addressing point source (end of pipe) pollution problems has been made, but it is now recognized
that further substantial environmental improvements depend on controlling nonpoint source pollution. A watershed approach
is being used more frequently to address these problems because traditional regulatory approaches do not focus on nonpoint
sources. The watershed approach is organized around the guiding principles of partnerships, geographic focus, and management
based on sound science and data. This helps to focus efforts on the highest priority problems within hydrologically-defined
geographic areas. Ecological risk assessment is a process to collect, organize, analyze, and present scientific information
to improve decision making. The U.S. Environmental Protection Agency (EPA) sponsored three watershed assessments and found
that integrating the watershed approach with ecological risk assessment increases the use of environmental monitoring and
assessment data in decision making. This paper describes the basics of the watershed approach, the ecological risk assessment
process, and how these two frameworks can be integrated. The three major principles of watershed ecological risk assessment
found to be most useful for increasing the use of science in decision making are (1) using assessment endpoints and conceptual
models, (2) holding regular interactions between scientists and managers, and (3) developing a focus for multiple stressor

Many management processes and tools can provide companies with information to support their environmental decision making. Risk assessment, environmental auditing, life cycle assessment and environmental reporting are but a few examples. Each of these has typically evolved independently as the need for it has arisen. Today, however, this abundance of tools can lead to confusion: What is the exact objective of each tool? How do they differ? Are some ‘better’ than others? Should they be used in parallel, sequentially or in place of each other? More importantly, how do they fit together into a coherent environmental management framework that will ensure sound environmental and economic decision making in a company? ABSTRACT: Whomever would affect water policy development must influence the water legislative process. This paper discusses in the context of the Model State Water Allocation Code the following ten ideas about doing that: (1) seek the right timing for enactment; (2) set modest goals; (3) prepare a well-drafted proposal; (4) recognize diversity by offering legislative choices; (5) consider the impacts of adoption; (6) make alliances; (7) respect executive influence; (8) become involved in legislative interaction; (9) be flexible; and (10) persist. A process is described for making comparative valuations of a wide range of environmental management activities when the combined social, economic, managerial, and political benefits of some (but not all) of these activities cannot be adequately described in economic terms and when budgetary constraints do not permit funding of all activities under consideration. Today, competing land use is continuing to occur in many developed regions. In the Agricultural Development Zone of Western
Sydney Region, which is characterised by complex landscape patterns, land use competition is widespread. From a land use planning
perspective, identification of suitable locations for a given type of land use is necessary for decision makers to formulate
land use alternatives in different locations, based on existing land potential and constraints. For such a region, use of
a simple method that implements a categorical system and considers only inherent land characteristics in the analysis is often
inadequate to arrive at an optimal spatial decision. The primary aim of this paper is to develop spatial modelling procedures
for agricultural land suitability analysis using compromise programming (CoPr) and fuzzy set approach within a geographical
information systems (GIS) environment. Five main sets of spatial data for use as decision criteria were developed by using
fuzzy set methodology: a land suitability index (LSI) for maximising the land productivity objective; an erosion tolerance
index (ETI) for minimising the erosion risk objective; a runoff curve number (CN) for maximising the water discharge regulation
objective; an accessibility (RP) measure for maximising the land accessibility objective; and the proximity to water body
(WP) for minimising the water pollution objective. An L

-metric was used in the analysis utilising different strategies with representative indices ranging from a situation where
full tradeoff among criteria occurs to a noncompensatory condition. Different weighting combinations were also applied, and decision analysis was carried out by using values ranging
from 0 to 1.0, where 1.0 is considered as an ideal point. The CoPr model demonstrated in this paper yielded a promising result,
as several different techniques of sensitivity analysis show reasonably good results. Likewise, an overlay of that result
with the present land use/land cover indicates a good corresponding spatial matching between existing land use (orchard and
cultivated land), and the cells (land parcels) classified as the best in CoPr. The results are amenable to various map display
techniques, either using continuous values or by defining different cut off points in the data space within a raster GIS environment. 相似文献
