游艺机的安全及管理对策探讨

游艺机和游乐设施将休闲、娱乐和消费融为一体，专门用来满足人们的特殊需要，其涉及人的安全，具有很高的风险，本用安全系统的理念和思维方法，从人、机和人一机关系三要素入手，分析游艺机的事故特点和发展原因，对游艺机的安全管理问题提出了对策和建议。     

Current status and trends of the environmental performance in European ports

This paper investigates the current status and trends over time in the environmental performance of European ports. The research is based on the provision of data from 79 European ports on issues related to their environmental management, environmental priorities and current environmental monitoring practices. This study updates previous environmental reviews, so that the trends over time are drawn. For instance, 90% of respondent ports stated that they have an environmental policy and 94% of ports have designated environmental personnel. The percentage of ports that have an Environmental Management System has increased by +33% in the last 9 years. Air quality, port waste and energy consumption emerged as the three major environmental priorities of the European port sector in 2013. The research also reveals the diversity amongst European ports in terms of size and physical surroundings. Some examples are presented on specific initiatives carried out by sector organisations about the Top-10 port priority issues. The future expectations of European ports on data collection and reporting are described.

依据安全文化基本原理,对航空安全文化模式进行系统化设计。将安全精神文化、制度文化、行为文化和物态文化4个子系统置于安全文化模式的大系统中,综合分析各子系统之间的互动关系及其对管理模式变革的影响。结合航空安全管理的特点,设计安全文化运行机制的结构框架。通过分析安全文化模式的运行过程和运行功能模块,实现航空安全文化模式的动态管理,使零散的安全文化模式得以系统化。航空安全文化模式的构建为航空运输企业建立了一个程序化、系统化、动态循环的管理过程,并以持续改进的思想指导企业系统地实现其安全目标。

结合深圳盐田区城中村污水完善改造设计及施工服务中所遇到的问题,提出为彻底解除雨水污水混流现象而采取的措施和方法,以作为今后城中村雨水污水分流制改造过程中的借鉴或参考。     

Environmental impacts of residual Municipal Solid Waste incineration: A comparison of 110 French incinerators using a life cycle approach

Incineration is the main option for residual Municipal Solid Waste treatment in France. This study compares the environmental performances of 110 French incinerators (i.e. 85% of the total number of plants currently in activity in France) in a Life Cycle Assessment perspective, considering 5 non-toxic impact categories: climate change, photochemical oxidant formation, particulate matter formation, terrestrial acidification and marine eutrophication. Mean, median and lower/upper impact potentials are determined considering the incineration of 1 tonne of French residual Municipal Solid Waste. The results highlight the relatively large variability of the impact potentials as a function of the plant technical performances. In particular, the climate change impact potential of the incineration of 1 tonne of waste ranges from a benefit of ?58 kg CO₂-eq to a relatively large burden of 408 kg CO₂-eq, with 294 kg CO₂-eq as the average impact. Two main plant-specific parameters drive the impact potentials regarding the 5 non-toxic impact categories under study: the energy recovery and delivery rate and the NO_x process-specific emissions. The variability of the impact potentials as a function of incinerator characteristics therefore calls for the use of site-specific data when required by the LCA goal and scope definition phase, in particular when the study focuses on a specific incinerator or on a local waste management plan, and when these data are available.

Community-Based Integrated Watershed Management

Abstract

Community-based watershed management is different from the traditional natural resources management. Traditional natural resources management is a way from up to bottom, but the community-based watershed management is from bottom to up. This approach focused on the joining of different stakeholders in integrated watershed management, especially the participation of the community who has been ignored in the past. The purpose of this paper is to outline some of the important basic definitions, concepts and operational framework for initiating community-based watershed management projects and programs as well as some successes and practical challenges associated with the approach.     

A Cumulative Energy Demand indicator (CED), life cycle based,for industrial waste management decision making

Life cycle thinking is a good approach to be used for environmental decision-support, although the complexity of the Life Cycle Assessment (LCA) studies sometimes prevents their wide use. The purpose of this paper is to show how LCA methodology can be simplified to be more useful for certain applications.In order to improve waste management in Catalonia (Spain), a Cumulative Energy Demand indicator (LCA-based) has been used to obtain four mathematical models to help the government in the decision of preventing or allowing a specific waste from going out of the borders. The conceptual equations and all the subsequent developments and assumptions made to obtain the simplified models are presented.One of the four models is discussed in detail, presenting the final simplified equation to be subsequently used by the government in decision making.The resulting model has been found to be scientifically robust, simple to implement and, above all, fulfilling its purpose: the limitation of waste transport out of Catalonia unless the waste recovery operations are significantly better and justify this transport.
