海底石油污染物在缺氧环境下导致其生物降解过程缓慢,对海洋环境造成长期危害.本文利用海底微生物燃料电池(BMFCs)原理,尝试通过电催化作用提高海底石油污染物的降解速率.对比测试了含油电池装置(BMFCs-A)与无油电池装置(BMFCs-B)的电化学性能,研究了石油污染物对电池性能的影响;比较了含油通路(BMFCs-A)和断路状态下(BMFCs-C)的石油降解率和细菌聚集量,分析了BMFCs对石油污染物降解的加速作用.结果表明,BMFCs-A和BMFCs-B阳极的交换电流密度分别为1.37×10-2A·m-2和1.50×10-3A·m-2,最大输出功率密度分别是105.79 m W·m-2和83.60 m W·m-2,BMFCs-A装置的抗极化能力增强,交换电流密度提高近9倍,最大输出功率密度提高1.27倍.BMFCs-A和BMFCs-C阳极表面的异养菌数量分别是(66±3.61)×107CFU·g-1和(7.3±2.08)×107CFU·g-1,细菌数量增加了8倍,高的异养菌数量导致石油降解加速进行,BMFCs的石油降解率是自然条件下的18.7倍.BMFCs在电化学性能提高的同时,加速石油污染物的降解.本文同时提出了一种海底微生物燃料电池对石油污染物加速降解的新模式.  相似文献

This paper evaluates how geographical theories of scale can give a more robust understanding of the governance of complex environmental risks. We assess the case of fisheries in Iwaki City, Fukushima Prefecture in Japan following the 2011 nuclear disaster. Fisheries in Iwaki and Fukushima more widely are operating on a trial basis as understanding of the marine radiation situation becomes clearer, however questions remain over whether consumers will buy produce and to what extent full-scale fisheries will resume. Based on empirical fieldwork undertaken in Fukushima plus supporting documentary analysis, we construct a scalar account of post-disaster Iwaki fisheries. We use this to argue that framing post-disaster fisheries governance at the municipal scale rather than the prefectural scale has opened up opportunities for enacting the more two-way forms of risk governance that contemporary environmental issues may require. We also argue locally-situated ‘experts’ (e.g. fisheries extension officers and citizen science groups) play a key role in negotiating citizens’ and fishers’ relationships with larger-scale scientific discourses due to their ability to work across scales, despite having less techno-scientific expertise than their national-level counterparts. In turn, we suggest that in governance of complex environmental issues, policymakers ought to (a) consider how community-level expectations may differ from risk governance processes developed at larger scales; (b) identify key institutions or figures who can work across scales and support them accordingly; and (c) show cognisance to the social effects that may arise from spatial demarcation of environmental problems.  相似文献

The effects of chronic exposure to increasing levels of human‐induced underwater noise on marine animal populations reliant on sound for communication are poorly understood. We sought to further develop methods of quantifying the effects of communication masking associated with human‐induced sound on contact‐calling North Atlantic right whales (Eubalaena glacialis) in an ecologically relevant area (~10,000 km2) and time period (peak feeding time). We used an array of temporary, bottom‐mounted, autonomous acoustic recorders in the Stellwagen Bank National Marine Sanctuary to monitor ambient noise levels, measure levels of sound associated with vessels, and detect and locate calling whales. We related wind speed, as recorded by regional oceanographic buoys, to ambient noise levels. We used vessel‐tracking data from the Automatic Identification System to quantify acoustic signatures of large commercial vessels. On the basis of these integrated sound fields, median signal excess (the difference between the signal‐to‐noise ratio and the assumed recognition differential) for contact‐calling right whales was negative (?1 dB) under current ambient noise levels and was further reduced (?2 dB) by the addition of noise from ships. Compared with potential communication space available under historically lower noise conditions, calling right whales may have lost, on average, 63–67% of their communication space. One or more of the 89 calling whales in the study area was exposed to noise levels ≥120 dB re 1 μPa by ships for 20% of the month, and a maximum of 11 whales were exposed to noise at or above this level during a single 10‐min period. These results highlight the limitations of exposure‐threshold (i.e., dose‐response) metrics for assessing chronic anthropogenic noise effects on communication opportunities. Our methods can be used to integrate chronic and wide‐ranging noise effects in emerging ocean‐planning forums that seek to improve management of cumulative effects of noise on marine species and their habitats. Ecosystem approach, a new comprehensive approach to the conservation and management of natural resources, has received universal concern and approval in the world, and it requires the application of the eco-compensation mechanism. Some basic ideas for establishing the marine eco-compensation mechanism are: payers and payees can be identified through analyzing marine ecosystem service changes and impacts on the stakeholders; financial transfer payment and environmental taxes and fees can be used as the main channels for compensation; payment standard can be set up by following the principle of a compromise between calculated theoretic results and “price bargaining”. Focusing on the key human impact on marine ecosystem in Bohai Sea, some preliminary ides on eco-compensation application are given: reform the ongoing charge system of pollutant discharge and enhance its incentives to reduce land pollutants; implement eco-compensation for freshwater demand between Bohai Sea and the river basins for the purpose of increasing freshwater inflow; popularize and strengthen the existing eco-compensation on fishery resources management, and implement the charge system of eco-compensation on reclamation from the sea for land construction.  相似文献

The difference between fishermen's fishing catch and the optimal fishing catch is the basic reason for the transaction of marine fishing rights (TMFR). The effects of productive cost, non-productive cost, use-cost, transaction cost, productive revenue and non-productive revenue on the TMFR and the optimal fishing catch are analyzed. This paper draws following conclu- sions: the non-productive revenue has a positive effect on the TMFR, and other factors, such as non-productive cost, usecost and transaction cost, have a negative effect; the TMFR will promote the resource allocation; the high transaction cost may affect the implementation of TMFR.  相似文献

Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. We recommend that implementation of community‐based MPAs be supplemented by designation of additional large no‐take areas specifically located to address conservation targets.  相似文献
