Performance evaluation of Health, Safety and Environment (HSE) is the measurement of a company's achievement in HSE management. In order to receive a comprehensive and objective evaluation result, it is necessary to consider all evaluation factors and experts at different levels when HSE performance assessment is conducted. To improve conventional HSE performance evaluation, where weighted average method was used, a Fuzzy Comprehensive Evaluation (FCE) method is used in this study by taking experts' weights into account. Further, an HSE operating performance assessment system is designed to simplify manual and complex assessment process and generate charts and analysis reports automatically. AbstractObjective: With the overall goal to harmonize prospective effectiveness assessment of active safety systems, the specific objective of this study is to identify and evaluate sources of variation in virtual precrash simulations and to suggest topics for harmonization resulting in increased comparability and thus trustworthiness of virtual simulation-based prospective effectiveness assessment.Methods: A round-robin assessment of the effectiveness of advanced driver assistance systems was performed using an array of state-of-the-art virtual simulation tools on a set of standard test cases. The results were analyzed to examine reasons for deviations in order to identify and assess aspects that need to be harmonized and standardized. Deviations between results calculated by independent engineering teams using their own tools should be minimized if the research question is precisely formulated regarding input data, models, and postprocessing steps.Results: Two groups of sources of variations were identified; one group (mostly related to the implementation of the system under test) can be eliminated by using a more accurately formulated research question, whereas the other group highlights further harmonization needs because it addresses specific differences in simulation tool setups. Time-to-collision calculations, vehicle dynamics, especially braking behavior, and hit-point position specification were found to be the main sources of variation.Conclusions: The study identified variations that can arise from the use of different simulation setups in assessment of the effectiveness of active safety systems. The research presented is a first of its kind and provides significant input to the overall goal of harmonization by identifying specific items for standardization. Future activities aim at further specification of methods for prospective assessments of the effectiveness of active safety, which will enhance comparability and trustworthiness in this kind of studies and thus contribute to increased traffic safety. 相似文献

Cultural heritage is being addressed by a number of charters and conventions and it is clear that its consideration within decision-making processes is progressively becoming a real challenge, both for developers and public authorities. Against this background, this paper reviews the environmental assessment framework developed by the European Community, as this should increasingly influence decision making about cultural heritage in an urban setting. The legislative framework for access to environmental information is also reviewed because of its relevance to the decision-making process.The Directives on Environmental Impact Assessment and Strategic Environmental Assessment both require a consideration of cultural heritage in decision making. This requirement can go some way to addressing the paradox in the European Community's position whereby the community wishes to conserve and enhance its own cultural identity whilst, at the same time, cultural heritage is usually defined at a local level. The present paper suggests that, given their flexibility, the two European Community directives on environmental assessment constitute a promising opportunity to address this seeming paradox, but that there is a significant gap between legal obligations and the methodological tools to meet them. 相似文献

The implementation of sustainable development may seem a simple concept when written on paper. However to carry-out long term
actions put forward by the Agenda 21 (AG21) at the local level represents one of the main challenges as municipal governments
in general do not have the capacity to effectively implement the process.
Regional environmental assessment (REA) has shown to be effective in supporting decision-making not only to correct environmental
problems due to past unsustainable social-economic developments but also help local governments to implement sustainable actions.
However this requires long-term investments of AG21 plans and projects. The allocation of regular and consistent financial
resources is one of the main ingredients for the sustainable development process. But traditional plans and projects financed
by national and/or international funds may not be sustainable in the long-term because they become dependent on external funding.
Research demonstrate that innovative economic instruments such as ecotaxes represent a feasible alternative to sponsor local
sustainability because taxes are collected permanently by the government and could be invested in continuous actions. Ecotaxes
experiences have provided important reference to structure a municipal incentive model (MIM) to sponsor AG21’s environmental
plans and projects on a long-term (permanent) basis.
However sustainable development cannot be solely through economic investments. A comprehensive municipal environmental management
scheme (MEMS) has been established to support the incentive model. The scheme seeks not only to improve local institutional
framework but also incentive continuous participation of local stakeholders at all levels of society. Participatory events
and the provision of incentives (educational and financial) are key to motivate society to protect the environment and support
actively the sustainable development process as emphasised in the RIO-92 Conference. 相似文献

陆浑水库沉积物重金属空间分布特征及风险评价 总被引:5,自引:0,他引:5
为了解洛阳市饮用水水源地陆浑水库沉积物中重金属污染程度,采集32个点位的表层沉积物,分析6种重金属(Cd、Cr、Cu、Ni、Pb和Zn)的空间分布特征,并运用地累积指数法、潜在生态风险指数和聚类分析等方法对研究区重金属污染程度进行评价、生态风险评价及源解析.结果表明:Cd、Cu、Pb和Zn含量超过黄河流域河南段重金属土壤背景值,分别是其8.8、2.0、6.5、2.3倍,重金属存在明显富集,且主要污染集中于坝前区域.地累积指数法评价结果显示,Cd为强污染,Pb为中-强污染.潜在生态风险指数表明,陆浑水库沉积物重金属风险呈自上游至下游逐渐增强的趋势,总体处于高度生态危害,潜在生态风险指数均值达到312.94,其中Cd为主要贡献因子.富集系数法和聚类分析结果显示:Cd、Cu、Pb和Zn主要为人为源,Cr和Pb以自然源为主.总体而言,陆浑水库沉积物中重金属Cd和Pb污染相对较重,可能会对水库水环境构成威胁. 相似文献

PM_(2.5) separator directly affects the accuracy of PM_(2.5) sampling.The specification testing and evaluation for PM_(2.5) separator is particularly important,especially under China's wide variation of terrain and climate.In this study,first a static test apparatus based on polydisperse aerosol was established and calibrated to evaluate the performance of the PM_(2.5) separators.A uniform mixing chamber was developed to make particles mix completely.The aerosol concentration relative standard deviations of three test points at the same horizontal chamber position were less than 0.57%,and the particle size distribution obeyed logarithmic normal distribution with an R~2 of 0.996.The flow rate deviation between the measurement and the set point flow rate agreed to within ± 1.0% in the range of -40 to 50℃.Secondly,the separation,flow and loading characteristics of three cyclone separators(VSCC-A,SCC-A and SCC112) were evaluated using this system.The results showed that the 50% cutoff sizes(D_(50)) of the three cyclones were 2.48,2.47 and 2.44 μm when worked at the manufacturer's recommended flow rates,respectively.The geometric standard deviation(GSD) of the capture efficiency of VSCCA was 1.23,showed a slightly sharper than SCC-A(GSD = 1.27),while the SCC112 did not meet the relevant indicator(GSD = 1.2 ± 0.1) with a GSD = 1.44.The flow rate and loading test had a great effect on D_(50),while the GSD remained almost the same as before.In addition,the maintenance frequency under different air pollution conditions of the cyclones was summarized according to the loading test. 相似文献
