健康的生态系统是人类赖以生存和发展的必要条件,维护与保持生态系统健康,是关系到人类前途和命运的重大课题。该文介绍了生态系统健康的概念、特征以及与生态学、社会经济和人类健康的关系,最后提出评价方法的框架。今后的目标是,在资源编目、风险评价、环境方案预测的基础上,建立生态系统健康的评价指标和相关工具,并可利用综合性方法,来预测生态系统的行为。  相似文献

Summary This paper presents an overview of the initiatives that have been formulated by the government of Cameroon to address the problem of industrial pollution. It also prescribes robust recommendations that could be employed to save the Atlantic coast of Cameroon from industrial pollutants. After the participation of Cameroon in the Earth Summit in Rio de Janeiro in 1992, the government took a significant step to overhaul its institutional framework, legal framework and policy framework vis-à-vis the regulation of industrial pollution. Under the auspices of the United Nation Industrial Development Organisation (UNIDO), the Gulf of Guinea Large Marine Ecosystem Project aimed at sustaining the health of the Atlantic coast of Cameroon by ensuring treatment of industrial wastes, oil spills, sewage and heavy metals was implemented (1995–1999). Based upon careful analysis, however, the paper argues that these efforts have had little or no discernable impacts and that industrial activities along the Atlantic coast of Cameroon are still a major threat to safety, health and the environment. With a considerable number of hurdles that still persist, sufficient environmental improvement in industrial pollution along the Atlantic coast of Cameroon is far-fetched. Nevertheless, the paper concludes that marked environmental improvement can be obtained if: (i) competent personnel are appointed in ministries that play an active role in mitigating industrial pollution (ii) research partnerships are forged with local universities (iii) industrial machinery and equipment are improved (iv) inter institutional conflicts are addressed (v) a more collaborative forum between stakeholders is established (vi) adequate monitoring is instituted. The provisions of this paper form the foundation of an ongoing research being conducted by the authors at Brandenburg University of Technology, Cottbus, Germany.  相似文献

Carbon dioxide (CO2) adsorption on a standard metal-organic framework Mg2(dobdc) (Mg/DOBDC or Mg-MOF-74) and a tetraethylenepentamine (TEPA) modified Mgz(dobdc) (TEPA-Mg/DOBDC) were investigated and compared. The structural information, surface chemistry and thermal behavior of the adsorbent samples were characterized by X-ray powder diffraction (XRD), infrared spectroscopy (IR), thermogravimetric analysis (TGA) and nitrogen adsorption-desorption isotherm analysis. CO2 adsorption capacity was measured by dynamic adsorption experiments with N2-CO2 mixed gases at 60℃. Results showed that the CO2 adsorption capacity of Mg/DOBDC was significantly improved after amine modification, with an increase from 2.67 to 6.06 mmol CO2/g adsorbent. Moreover, CO2 adsorption on the TEPA-Mg/DOBDC adsorbent was promoted by water vapor, and the adsorption capacity was enhanced to 8.31 mmol CO2/g absorbent. The adsorption capacity of the TEPA-Mg/DOBDC adsorbent dropped only 3% after 5 consecutive adsorption]desorption cycles. Therefore, this kind of adsorbent can be considered as a promising material for the capture of CO2 from flue gas.  相似文献

柔性时间约束突发事件是对疏散时间强制程度较小的突发事件。为有效处理城市中这类突发事件下的人员疏散问题,在分析柔性时间约束突发事件特点的基础上,提出完整的突发事件交通疏散规划框架。根据我国现阶段国情,以总的疏散时间最少为决策目标,同时面向私人汽车和公共汽车2种方式,综合考虑成本费用、车辆保有量、道路容量等资源约束条件,建立求解突发事件交通疏散方案的整数线性规划(ILP)模型,并给出有效的求解算法。最后通过算例,演示应用模型及算法求解交通疏散规划方案的详细过程。结果表明,应用研究成果求解得到疏散交通工具选择及其路线安排方案,可以实现在一定资源约束下总的疏散时间最少。  相似文献

Sustainable development indicators (SDIs) have emerged as a tool to measure progress towards sustainable development for a number of fields. However, no indicator initiative to date has been aimed at biosolids management at local authority, regional or national levels. This paper presents a study where stakeholders involved in the management of biosolids in Ireland participated in the development of SDIs for managing biosolids at the local/regional level. A significant 81% of participating stakeholders find SDIs either 'useful' or 'very useful' as a tool for managing biosolids. A suite of 22 indicators has been developed and arranged according to the driving force-pressure-state-impact-response (DPSIR) indicator framework. The indicators address all the domains of biosolids management namely, production, quality, cost, legislation/regulation, training/research and recycling/disposal. The stakeholder approach is recognition that no effective indicator set can be developed without the input of stakeholders.  相似文献

采用新制备的钴金属-有机骨架(Co-MOF)和过硫酸钠(PS)分别作为催化剂和氧化剂,并通过Co-MOF活化PS降解废水中的盐酸土霉素,考察Co-MOF浓度、PS浓度、pH及温度对降解盐酸土霉素的影响。SEM、TEM、XRD及XPS等结果证明,Co-MOF成功地被合成。降解实验结果表明,与单独的Co-MOF、PS相比,Co-MOF/PS的降解性能有大幅度的提高。当pH=5、温度30 ℃、Co-MOF为200 mg·L−1以及PS为2 000 mg·L−1时,5 min后对20 mg·L−1盐酸土霉素的降解率最高达到97.1%。在催化剂的重复使用实验中,Co-MOF第4次运行对盐酸土霉素的降解率由97.1%(第1次)降低至82.1%,这表明Co-MOF材料可以重复利用降解盐酸土霉素。Co-MOF降解盐酸土霉素实验反应前后的XRD和XPS数据表明Co-MOF具备良好的稳定性。以上研究结果可为新型高效降解体系的开发及其在水环境污染控制领域的应用提供参考。  相似文献

生态资本是一种重要的资本形态,要实现经济社会的绿色发展,必须重视生态资源节约利用和生态环境建设,建立健全生态资本运营机制,促进生态资本的良性运营,以维持生态资本存量的非减性。本研究在全球绿色转型与绿色发展背景下,采用生态经济学和系统分析方法,探讨如何突破我国经济社会发展面临的资源约束和环境压力,提出建立健全生态资本运营机制的基本构想和分析框架。本研究认为,生态资本运营的内核和目标与绿色发展的要求是完全一致的,完善的生态资本运营机制框架体系应包括生态资本运营的积累机制、转换机制、补偿机制和激励机制。"积累机制"是一般资本运营所具备的步骤,"转换机制"是生态资本运营特有的步骤和内在过程,正是生态资本运营的特殊性,同时需要建立健全"补偿机制"和"激励机制",这是生态资本运营的外在保障措施。因此,要充分调动政府、市场和社会力量参与生态资本运营的积极性,促进生态资本的可持续利用,最终实现经济社会的绿色发展。  相似文献

This study analysed the importance of physical forces on land-use change, on the planning framework in a Portuguese periurban area. A temporal matrix showing the trajectories of land transformation was obtained. A multivariate redundancy analysis explored the importance of physical parameters on temporal and spatial land-use change. A content analysis on urban or municipal master plans was made framing the importance of physical parameters on the planning process. The results highlighted a consistent trajectory of profound land-use changes with distinctive trajectories, with increasingly complex patterns with a limited dependence on physical variables. The trajectories were more related to the planning framework, where political actors and planning managers seemed to be most important. A theoretical model balancing three main components – physical forces, actors, and land transformation (DFA-C model) is proposed, reflecting the informal relationships between physical parameters and actors during the planning process.  相似文献

为解决目前我国防灾减灾信息化建设中出现各自为政、低水平重复建设、信息资源整合共享不足等全局性问题和提高防灾减灾综合业务能力,研究防灾减灾信息化顶层设计问题。总结现有防灾减灾功能业务,用自上而下的顶层设计原则和自下而上的实施步骤,将信息化顶层设计内容划分为信息资源规划、信息技术规划、环境保障规划。最后,建立防灾减灾信息系统的总体目标架构。各防灾减灾相关部门可在此基础上根据业务横向整合的原则,划分防灾减灾信息系统的各个子系统。  相似文献
