During 1999-2000, Ethiopia was brought to the edge of a major disaster, with some 10 million people estimated to be in need offood assistance at the height of the crisis. A repeat of the catastrophic famine of 1984-5 was avoided, but the numbers of people affected, the loss of life and the destruction of livelihoods made this one of the most serious crises in the Horn of Africa in the past 15 years. The humanitarian community has been slow to recognise the lessons of 1999-2000, and there have been surprisingly few attempts to conduct a serious, post-event evaluation of the overall crisis and response. The label famine averted' seems to summarise the crisis to the satisfaction of most parties involved. This paper reviews the crisis, the events that led up to it and the response effort. It examines thefactors that contributed to making this crisis so serious, in order to draw conclusions and note issues that are relevant to current thinking about disaster preparedness and response - in Ethiopia and elsewhere. Some of the lessons learned from the 1999-2000 crisis are not new. However, the veryfact that mistakes have been repeated should be a lesson to the humanitarian community. 相似文献

This paper draws on a study of Angolan refugees in Zambia to suggest ways that the perspectives and interests of the local population can be included in the assessment of relief interventions. Taking an actor-oriented approach, the paper suggests stepping back from the categorisation of the situation as an emergency and particular groups of people as the beneficiaries. Such categories are imposed from outside and may not reflect local people's outlook on the situation. In the case of Angolans in Zambia, the category of refugees had dissolved in the border villages to the extent that it was practically impossible to distinguish between refugees and hosts. This was in contrast to the official settlements where people were marked out as refugees and the label was maintained and reproduced over many years. Investigating outcomes in the border villagers in terms of refugees and the refugee problem would have been futile. The paper calls for evaluations of humanitarian assistance in complex emergencies to look beyond the 'beneficiaries' and to investigate the wider context of 'normality'. Neglecting the life and world of local people will make it impossible to understand the process by which external interventions are mediated at the local level to give particular outcomes, and valuable lessons which could help alleviate suffering will be lost. 相似文献

After the flooding in 2002 European governments provided billions of Euros of financial assistance to their citizens. Although there is no doubt that solidarity and some sort of assistance are reasonable, the question arises why these damages were not sufficiently insured. One explanation why individuals reject to obtain insurance cover against natural hazards is that they anticipate governmental and private aid. This problem became to be known as “charity hazard”. The present paper gives an economic analysis of the institutional arrangements on the market for natural disaster insurances focusing on imperfections caused by governmental financial relief. It provides a theoretical explanation why charity hazard is a problem on the market for natural disaster insurances, in the way that it acts as an obstacle for the proper diffusion and therefore the establishment of natural hazard insurances. Large area soil moisture estimations are required to describe input to cloud prediction models, rainfall distribution models, and global crop yield models. Satellite mounted microwave sensor systems that as yet can only detect moisture at the surface have been suggested as a means of acquiring large area estimates. Relations previously discovered between microwave emission at the 1.55 cm wavelength and surface moisture as represented by an antecedent precipitation index were used to provide a pseudo infiltration estimation. Infiltration estimates based on surface wetness on a daily basis were then used to calculate the soil moisture in the surface 0–23 cm of the soil by use of a modified antecedent precipitation index. Reasonably good results were obtained (R2= 0.7162) when predicted soil moisture for the surface 23 cm was compared to measured moisture. Where the technique was modified to use only an estimate of surface moisture each three days an R2 value of 0.7116 resulted for the same data set. Correlations between predicted and actual soil moisture fall off rapidly for repeat observations more than three days apart. The algorithms developed in this study may be used over relatively flat agricultural lands to provide improved estimates of soil moisture to a depth greater than the depth of penetration for the sensor. 相似文献

Abstract A rapid, accurate, environmentally friendly and cost‐effective microwave extraction technique was developed for the extraction of spiked and incurred salmomycin from chicken tissues (kidney, liver, muscle, ovarian yolk and fat). Extraction of salinomycin from various tissues was achieved by irradiating the sample in absolute ethanol and 2‐propanol (15+2) for 9 sec. in a common household microwave oven. The extract was analysed without further cleanup by HPLC on a C18 column (5 μm) and detected at 592 nm via post‐column reaction with 4‐dimethylaminobenzaldehyde (DMABA) in a heated reactor coil at 86° C. Recoveries of salinomycin from spiked tissues at 30 ng/g level ranged between 87 and 100%. The limit of quantitation was found to be 10 ng/g. The developed method was applied for the analysis of incurred tissues and ovarian yolk of laying chickens given sodium salinomycin in feed at different levels for 14 consecutive days followed by withdrawal periods. Residues were detected in all tissues and ovarian yolk at 0 withdrawal time but declined during the withdrawal period. Highest residue were found in fat and ovarian yolk. 相似文献

In August 2005, after the devastating tsunami in the Indian Ocean Basin, a Memorandum of Understanding (MoU) for the cessation of hostilities was signed by Aceh's longstanding adversaries—the Government of Indonesia and the Free Aceh Movement (GAM). The tsunami was a major catalyst for ‘disaster diplomacy’—international political pressure, which, this paper argues, was an important ingredient in creating conditions for the MoU, although the situation within Aceh also shaped the peace process. Based on interviews conducted in 2006 and 2007 with government officials, GAM representatives and fighters, and non‐governmental organization staff in Aceh, this paper finds that assistance for tsunami survivors far exceeds that available for conflict survivors and ex‐combatants. The formation of these two solitudes—the tsunami‐affected and the conflict‐affected—compounds challenges for sustaining peace in Aceh. This research points to an enduring lack of livelihoods for former fighters and conflict victims that may threaten a sustainable peace. 相似文献

The success of government programs to control nonpoint source pollution depends upon attitudes toward those programs and the availability of technical and financial assistance. Applicants for the Rural Clean Water Program cost-share funding in Virginia possess different personal and operational characteristics than do nonapplicants. Factors associated with participation in the Rural Clean Water Program differed from those associated with the more traditional soil conservation programs. Discriminant analysis was used to differentiate between other farmers who may become applicants and nonapplicants. Farmers' attitudes toward various policy options for inducing implementation of nonpoint source management practices varied greatly. Farmers were most favorable to cost sharing, low-interest loans and tax credits, and least favorable to a soil loss tax. They were either very favorably or very unfavorably inclined toward cross-compliance between pollution control and other agricultural programs. 相似文献
