Nicaragua provides an example of how a major disaster, in this case Hurricane Mitch, can transform the national agenda for disaster mitigation and preparedness. Hurricane Mitch was a reminder of how extremely disaster prone Nicaragua is, and also how neoliberal reforms have weakened governmental response capacity. In the face of critiques of how governmental policies had affected preparedness and response, discussions of this transformation became a highly politicised process where the debate over alternative development models tended to overshadow the original calls to strengthen risk management. Progress can be seen in some areas, such as disaster mitigation through environmental management. This study of NGO roles, and their relations with other key actors, draws attention to the need to anchor improved risk management in local-level NGO-government collaboration. Structures are being put into place to achieve this aim, but dependence on donor financing raises questions regarding the longer-term sustainability of these efforts.  相似文献

Abstract: With the rise of market‐led approaches to environmental policy, compensation for permitted discharge of dredge or fill material into wetlands under Section 404 of the U.S. Clean Water Act has been purchased increasingly from entrepreneurial third‐party providers. The growth of this practice (i.e., entrepreneurial wetland banking) has resolved many challenges associated with wetland compensation. But it has also produced (1) quantifiable temporal loss of wetland ecological functions, (2) spatial redistribution of wetland area, and (3) a degree of regulatory instability that may pose a threat to entrepreneurial compensation as a sustainable component of wetland‐compensation policy. We used achieved compensation ratios, lapse between bank credit sale and the attainment of performance standards, distance between impact and bank site, and changes in bank market area to examine these 3 factors. We analyzed data from a census of all such transactions in the Chicago District of the U.S. Army Corps of Engineers, compiled from site visits, Corps databases, and contacts with consultants and Section 404 permittees. Entrepreneurial banking provided compensation at a lower overall ratio than nonbank forms of compensation. Approximately 60% of bank credits were sold after site‐protection standards were met but before ecological performance standards were met at the bank site. The average distance between bank and impact site was approximately 26 km. The area of markets within which established banks can sell wetland credits has fluctuated considerably over the study period. Comparing these data with similar data for other compensation mechanisms will assist in evaluating banking as an element of conservation policy. Data characterizing the performance of entrepreneurial wetland banks in actual regulatory environments are scarce, even though it is the most established of similar markets that have become instrumental to federal policy in administering several major environmental protection laws.  相似文献

Although Dutch cities were among the forerunners in local climate policy, a systematic overview on climate mitigation and adaptation policy is still missing. This study aims to fill this gap by analysing 25 Dutch cities using indicators for the level of anchoring in policy, organisation and practical implementation as well as multi-level relations. Since Tilburg, Amsterdam, Den Haag and Rotterdam show a higher performance than other Dutch cities, these four cities are used as reference cities. The findings suggest that structural integration of climate mitigation and adaptation is limited in Dutch cities. The study points at three recent trends in local climate governance in the Netherlands: (i) decentralisation within municipal organisations, (ii) externalisation initiatives that place climate policy outside the municipal organisation and (iii) regionalisation with neighbouring municipalities and the provincial government.  相似文献

Human–wildlife conflict is a major conservation challenge, and compensation for wildlife damage is a widely used economic tool to mitigate this conflict. The effectiveness of this management tool is widely debated. The relative importance of factors associated with compensation success is unclear, and little is known about global geographic or taxonomic differences in the application of compensation programs. We reviewed research on wildlife‐damage compensation to determine geographic and taxonomic gaps, analyze patterns of positive and negative comments related to compensation, and assess the relative magnitude of global compensation payments. We analyzed 288 publications referencing wildlife compensation and identified 138 unique compensation programs. These publications reported US$222 million (adjusted for inflation) spent on compensation in 50 countries since 1980. Europeans published the most articles, and compensation funding was highest in Europe, where depredation by wolves and bears was the most frequently compensated damage. Authors of the publications we reviewed made twice as many negative comments as positive comments about compensation. Three‐quarters of the negative comments related to program administration. Conversely, three‐quarters of the positive comments related to program outcomes. The 3 most common suggestions to improve compensation programs included requiring claimants to employ damage‐prevention practices, such as improving livestock husbandry or fencing of crops to receive compensation (n = 25, 15%); modifying ex post compensation schemes to some form of outcome‐based performance payment (n = 21, 12%); and altering programs to make compensation payments more quickly (n = 14, 8%). We suggest that further understanding of the strengths and weaknesses of compensation as a conflict‐mitigation tool will require more systematic evaluation of the factors driving these opinions and that differentiating process and outcomes and understanding linkages between them will result in more fruitful analyses and ultimately more effective conflict mitigation.  相似文献

Cultural change is critical to climate change responses, but the in-depth qualitative research that investigates culture is necessarily conducted at scales difficult to integrate with policy. A focus of climate change mitigation and adaptation is affluent developed world households. Adapting methods used elsewhere in social science, we report and assess a meta-ethnography of household sustainability research, scaling up findings from 12 studies encompassing 276 Australian households. Seven themes are dominant: family concerns are central to household practice; adaptiveness is contingent but more pervasive than often assumed; households make sense of climate change not through abstract arguments, but through physical resources and materials; boundaries of the home space are dynamic and subjective; daily time is an important currency; paradoxes abound among everyday practice; and privacy and a sense of autonomy are prioritised. Insights from the method include new light on familiar themes when seen through an environmental lens, thickening and triangulation of existing research, and a stronger basis for international comparisons. Some findings have straightforward application to policy, others identify potential areas of risk and resistance, others still are more conceptual. We conclude the method has considerable potential and is worth developing further, providing a critical perspective is maintained.  相似文献

八步里沟位于大渡河上游,沟口堆积扇为金川县城,历史上泥石流灾害严重。20世纪80年代以来,对泥石流灾害进行了综合治理,工程防治效果明显,通过近30a的演化,防治工程与泥石流灾害共同作用形成了独特的泥沙资源并进行了初步开发。分析了八步里沟的资源特征、综合开发利用的制约因素、开发与保护的优化配置以及进一步开发的空间等问题,发现拦砂坝库区的建材开发有效延长了工程运行年限,沟内种植经济林抑制了泥石流灾害,拦砂坝抬高沟床侵蚀基准面为小水电开发和灌溉提供了水头,经济发展与灾害防治形成良性循环,达到可持续发展的目的。为提高资源利用率,最大化发挥防灾工程的经济效益和社会效益,可进一步利用现有治理工程建立泥石流防治的科普基地,沟口堆积扇泥石流排导工程两侧设立限制开发区、建立生态公园,达到优化资源开发的目的。  相似文献

Nature-based solutions (NBS) for mitigating climate change are gaining popularity. The number of NBS is increasing, but research gaps still exist at the governance level. The objectives of this paper are (i) to give an overview of the implemented NBS for flood risk management and mitigation in Germany, (ii) to identify governance models that are applied, and (iii) to explore the differences between these models. The results of a hierarchical clustering procedure and a qualitative analysis show that while no one-size-fits-all governance model exists, polycentricism is an important commonality between the projects. The study concludes by highlighting the need for further research on traditional governance model reconversion and paradigm changes. Intensification of pollution loading worldwide has promoted an escalation of different types of disease-causing microorganisms, such as harmful algal blooms(HABs), instigating detrimental impacts on the quality of receiving surface waters. Formation of unwanted disinfection by-products(DBPs) resulting from conventional disinfection technologies reveals the need for the development of new sustainable alternatives. Quaternary Ammonium Compounds(QACs) are cationic surfactants widely known for their effective biocidal properties at the ppm level. In this study, a novel silica-based antimicrobial nanofilm was developed using a composite of silica-modified QAC(Fixed-Quat) and applied to a fiberglass mesh as an active surface via sol–gel technique. The synthesized Fixed-Quat nanocoating was found to be effective against E. coli with an inactivation rate of 1.3 × 10~(-3) log reduction/cm min. The Fixed-Quat coated fiberglass mesh also demonstrated successful control of Microcystis aeruginosa with more than 99% inactivation after 10 hr of exposure.The developed antimicrobial mesh was also evaluated with wild-type microalgal species collected in a water body experiencing HABs, obtaining a 97% removal efficiency. Overall,the silica-functionalized Fixed-Quat nanocoating showed promising antimicrobial properties for water disinfection and HABs control, while decreasing concerns related to DBPs formation and the possible release of toxic nanomaterials into the environment.  相似文献
