The Convention on Biological Diversity has catalyzed worldwide awareness of threats to biological diversity and stimulated global conservation strategies. These have led to national and international legislation and have generated debate about the most effective conservation actions. Under the EU Habitats Directive, all member states are obliged to establish a system for strict protection of species listed in Annex IV(a), which includes all bats. In England, this obligation has resulted in legislation that allows for derogation from strict protection under license, provided activities are undertaken to mitigate any potential negative effects on bat numbers. We used an evidence‐based approach to assess the cost‐effectiveness of mitigation strategies and the English bat‐derogation licensing process as a whole. We analyzed data from 389 bat derogation licenses issued in England from 2003 to 2005 relating to 1776 roosts and 15 species to determine the nature and extent of development and mitigation activities and their effects on bats. Overall the effects of licensed activities on roosts were negative. Despite the level of protection afforded to bats, the majority (68%) of roosts for which derogation licenses were issued were destroyed. There were species‐specific differences in the probability of roosts being destroyed, and impacts on roosts did not reflect a species’ conservation status. Information provided by licensees was inadequate and inconsistent. Most licensees (67%) failed to submit postdevelopment reports, and postdevelopment monitoring was conducted at only 19% of sites. Despite a minimum of £4.13 million spent on mitigation structures for bats from 2003 to 2005, it was unclear whether the licensing process meets EU obligations. On the basis of our results, we believe there is a need to overhaul the licensing process, to establish a comprehensive, standardized postdevelopment monitoring system, and to demonstrate that mitigation is commensurate with Britain's legal obligations. Fluid bed tests were used to determine overall reaction rates for eight different dry powders of low hazard and toxicity before and after reaction with HF. In flow chamber tests, a representative oxide, hydroxide and carbonate were used to measure the efficiency of mitigation of an HF aerosol cloud. The results show that dry powders provide a valid alternative to water spray mitigation. Powder efficiencies are higher than water efficiencies at constant weight ratio.

At present, no attempt has been made to provide any technical designs or layouts for powder mitigation systems. However, the technology for smaller systems is available through manufacturers of dry powder chemical fire extinguisher equipment. When these powders are kept dry and under nitrogen atmosphere, a shelf life of several years can be expected.  相似文献

减灾效益的获得离不开民众的参与,而其参与意识又与减灾效益的可见度有关。减灾效益越能迅速、明确地被人们见到或预见到,人们的减灾参与意识越高。在客观现实中,减灾效益的显现时间具有各种类型,而人们主观意识中“见”到的类型却又可能有质的差异。本文划分了减灾效益的显现类型并提出与论述了与其有关的一些问题,分析了其与主观意识之间的复杂关系,以及影响人们的减灾参与心理的作用机制。进而探讨了如何通过这些关系、机制的认识与把握,效益意识引导,对减灾见效时间意识的人为控制等途径提高民众的减灾参与意识与减灾效益。  相似文献

The Keelung River Basin in northern Taiwan lies immediately upstream of the Taipei metropolitan area. The Shijr area is in the lower basin and is subject to frequent flooding. This work applies micromanagement and source control, including widely distributed infiltration and detention/ retention runoff retarding measures, in the Wudu watershed above Shijr. A method is also developed that combines a genetic algorithm and a rainfall runoff model to optimize the spatial distribution of runoff retarding facilities. Downstream of Wudu in the Shijr area, five dredging schemes are considered. If 10‐year flood flows cannot be confined in the channel, then a levee embankment that corresponds to the respective runoff retarding scheme will be required. The minimum total cost is considered in the rule to select from the regional flood mitigation alternatives. The results of this study reveal that runoff retarding facilities installed in the upper and middle parts of the watershed are most effective in reducing the flood peak. Moreover, as the cost of acquiring land for the levee embankment increases, installing runoff retarding measures in the upper portion of the watershed becomes more economical.  相似文献

Disaster vulnerability is socially constructed, i.e., it arises out of the social and economic circumstances of everyday living. Most often discussed from the perspective of developing nations, this article extends the argument using American demographic trends. Examples from recent disasters, Hurricane Andrew in particular, illustrate how certain categories of people, such as the poor, the elderly, women-headed households and recent residents, are at greater risk throughout the disaster response process. Knowledge of where these groups are concentrated within communities and the general nature of their circumstances is an important step towards effective emergency management. Emergency planners, policy-makers and responding organisations are encouraged to identify and locate high-risk sectors on Community Vulnerability Maps, integrating this information into GIS systems where feasible. Effective disaster management calls for aggressively involving these neighbourhoods and groups at all levels of planning and response, as well as mitigation efforts that address the root causes of vulnerability.  相似文献

Wetland mitigation is frequently required to compensate for unavoidable impacts to wetlands. Site conditions and landscape context are critical factors influencing the functions that created wetlands perform. We developed a spatial model and used a geographic information system (GIS) to identify suitable locations for wetland mitigation sites. The model used six variables to characterize site conditions: hydrology, soils, historic condition, vegetation cover, adjacent vegetation, and land use. For each variable, a set of suitability scores was developed that indicated the wetland establishment potential for different variable states. Composite suitability scores for individual points on the landscape were determined from the weighted geometric mean of suitability scores for each variable at each point. These composite scores were grouped into five classes and mapped as a wetland mitigation suitability surface with a GIS. Sites with high suitability scores were further evaluated using information on the feasibility of site modification and project cost. This modeling approach could be adapted by planners for use in identifying the suitability of locations as wetland mitigation sites at any site or region.  相似文献

Vernal pools are vulnerable to loss through development and agricultural and forestry practices owing to their isolation from open water bodies and their small size. Some vernal pool-dependent species are already listed in New England as Endangered, Threatened, or Species of Special Concern. Vernal pool creation is becoming more common in compensatory mitigation as open water ponds, in general, may be easier to create than wooded wetlands. However, research on vernal pool creation is limited. A recent National Research Council study (2001) cites vernal pools as challenging to recreate. We reviewed documentation on 15 vernal pool creation projects in New England that were required by federal regulatory action. Our purpose was to determine whether vernal pool creation for compensatory mitigation in New England replaced key vernal pool functions by assessing project goals and documentation (including mitigation plans, pool design criteria, monitoring protocols, and performance standards). Our results indicate that creation attempts often fail to replicate lost pool functions. Pool design specifications are often based on conjecture rather than on reference wetlands or created pools that function successfully. Project monitoring lacks consistency and reliability, and record keeping by regulatory agencies is inadequate. Strengthening of protection of isolated wetlands in general, and standardization across all aspects of vernal pool creation, is needed to ensure success and to promote conservation of the long-term landscape functions of vernal pools.  相似文献
