This issue of Disasters explores the roles of NGOs and other actors in disaster mitigation and preparedness and also reviews broad international trends in risk management and disaster prevention. The need to address risk, and with that the motivation to improve disaster mitigation and preparedness, has tended to fall between the cracks of grander frameworks of development co-operation and humanitarian assistance. Despite the seemingly glaring need to reduce the horrific impact of floods, droughts and wars, disaster mitigation and preparedness have neither the allure of directly 'saving lives', nor of providing an 'escape from poverty'. There are, however, signs that risk management is becoming a mainstream concern. Factors such as the need to address factors that do not fit into traditional slots on the relief-development continuum, the rising economic costs of disasters and a growing acknowledgement that aid will never cover more than a small fraction of the costs of disasters are all leading to new approaches, priorities and institutional configurations. A realisation that dealing with risk and insecurity is a central part of how poor people develop their livelihood strategies has begun to position disaster mitigation and preparedness within many poverty alleviation agendas. A number of long-standing challenges remain; most of all, the complexities of maintaining the political will that is needed to ensure that risk management becomes more than a passing fad. 相似文献

A primary purpose in measuring safety is to develop intervention strategies to avoid future accidents. Recognizing signals before an accident occurs offers the potential for improving safety, and many organizations have sought to develop programs to identify and benefit from alerts, signals and prior indicators. In this paper, we address the challenge of identifying and evaluating leading indicators of safety in virtual organizations–organizations comprised of multiple, distributed members, temporarily linked together for competitive advantage, that share common value chains and business processes supported by distributed information technology. We begin by discussing risk propensity in virtual organizations and leading indicators of safety. We then describe a pilot study to identify leading indicators for one safety-critical system, and use the results of that study and the literature just described to propose an approach to developing leading indicators in virtual organizations. 相似文献

ABSTRACT: The listing of the Snake-Columbia River salmon under the Endangered species Cut will lead to a set of river management changes aimed at species recovery. One measure almost certain to be implemented is a periodic river drawdown. A drawdown will speed fish migration downriver but will also temporarily close the river to barge transportation. Grain shippers in the region rely on the barge carriage to move a significant share of annual production to export elevators on the Lower Columbia. A number of other bulk commodities utilize barges as well. This paper assesses the potential of an intensive afforestation program as a measure of reducing the atmospheric concentration of carbon in Nigeria. The results presented are based on the recently completed Nigerian Country Studies Program on Climate Change Mitigation. A comprehensive mitigation analysis process (COMAP) model was employed to carry out detailed cost/benefit evaluation of the mitigation option. The end-use based scenario adopted was considered the most appropriate strategy to sustainably implement the mitigation option in Nigeria.The analyses showed that the country could significantly reduce net carbon emission while at the same time meet all her essential domestic wood needs, if approximately 7.5×106 ha of wasteland could be committed to an afforestation program over the 40 year period of projection. The initial cost of establishing such forest plantations, taking cognisance of the opportunity cost of land averaged at about US$500/ha, or in carbon terms, a unit cost of about $13 per tonne of carbon. In terms of carbon flow, if all the end-product based plantations considered (i.e. fuelwood, poles, pulpwood, sawlogs and veneer) were fully established and maintained, it was estimated that by the year 2030, the total carbon stored in the afforested land would be about 638.0×106 t of carbon with an annual incremental rate of 16.0×106 t of carbon. Other economic indicators (i.e. net present value of benefits, present value of costs and benefit for reduced atmospheric carbon) when evaluated showed that the afforestation option could be economically viable even when the investment capital was discounted at rates ranging from 9 to 33 percent for different wood products. It should be noted, however that implementation of such a program would require huge sums of money and a high degree of commitment on the part of Federal, State and Local governments if the associated financial, social and environmental benefits were to be derived. 相似文献

Sudan is an agricultural country with fertile land, plenty of water resources, livestock, forestry resources, and agricultural residues. An overview of the energy situation in Sudan is introduced with reference to the end uses and regional distribution. Energy sources are divided into two main types; conventional energy (biomass, petroleum products, and electricity); and non-conventional energy (solar, wind, hydro-electricity, etc.). Sudan possesses a relatively high abundance of solar radiation, and moderate wind speeds, hydro, and biomass energy resources. The application of the new and renewable sources of energy available in Sudan is now a major issue in future energy strategic planning and for an alternative to fossil conventional energy. Sudan is an important case study in the context of renewable energy. It has a long history of meeting its energy needs through renewables. Sudan's renewables' portfolio is broad and diverse, due in part to the country's wide range of climates and landscapes. Like many of the African leaders in renewable energy utilization, Sudan has a well-defined commitment to continue research, development, and implementation of new technologies. Sustainable low-carbon energy scenarios for the new century emphasize the untapped potential of renewable resources. Rural areas of Sudan can benefit from this transition. The increased availability of reliable and efficient energy services stimulates new development alternatives. It is concluded that renewable, environmentally friendly, energy must be encouraged, promoted, invested, implemented, and demonstrated by full-scale plants, especially for use in the remote rural areas of Sudan. 相似文献
