In Europe, bromadiolone, an anticoagulant rodenticide authorized for plant protection, may be applied intensively in fields to control rodents. The high level of poisoning of wildlife that follows such treatments over large areas has been frequently reported. In France, bromadiolone has been used to control water voles (Arvicola terrestris) since the 1980s. Both regulation and practices of rodent control have evolved during the last 15 years to restrict the quantity of poisoned bait used by farmers. This has led to a drastic reduction of the number of cases of poisoned wildlife reported by the French surveillance network SAGIR. During the autumn and winter 2011, favorable weather conditions and high vole densities led to the staging of several hundreds of Red Kites (Milvus milvus) in the Puy‐de‐Dôme department (central France). At the same time, intensive treatments with bromadiolone were performed in this area. Although no misuse has been mentioned by the authorities following controls, 28 Red Kites and 16 Common Buzzards (Buteo buteo) were found dead during surveys in November and December 2011. For all these birds, poisoning by bromadiolone as the main cause of death was either confirmed or highly suspected. Other observations suggest a possible impact of bromadiolone on the breeding population of Red Kites in this area during the spring 2011. French regulation of vole control for plant protection is currently under revision, and we believe this event calls for more sustainable management of rodent outbreaks. Based on large‐scale experiments undertaken in eastern France, we propose that direct control of voles at low density (with trapping or limited chemical treatments) and mechanical destruction of vole tunnels, mole control, landscape management, and predator fostering be included in future regulation because such practices could help resolve conservation and agricultural issues. 人类活动造成大量氮素在城市生态系统中聚集,从而对水环境质量造成不利影响.作为一个复合生态系统,城市各系统对水环境的影响呈现不同的变化特征及趋势.本研究以厦门市为例,构建了城市氮流动模型,计算了水环境氮负荷,并通过情景分析的方法探讨了减缓城市水环境氮污染的策略.结果表明,1995—2015年厦门市水环境总氮负荷呈现上升-下降-上升式波动变化,总量介于8800~11100 t之间,主要受地表水氮负荷影响显著,而地下水变化相对稳定.在城市化进程中,城市各系统对水环境产生了不同程度的影响,农作物生产系统、污水处理系统及大气氮沉降是水环境氮污染的主要排放源,年均贡献率达69.0%.农作物生产系统和污水处理系统变化较显著,前者对水环境氮负荷的贡献率从1995年的22.3%下降到2015年的7.0%,后者由1995年的9.7%逐渐上升到2015年的40.7%.情景分析可知,提高城市废物、废水的资源化和综合化利用效率是减少城市水环境氮污染的重要途径.  相似文献

减隔震措施的合理配置是高速铁路地震经济性目标控制的关键。为了对采用不同减隔震装置的高速铁路连续梁桥抗震性能进行量化研究,基于桥梁系统地震易损性分析,选用4种减隔震方案进行对比分析。4种方案分别为:全桥抗震设计方案(方案1)、全桥双曲面球型隔震支座+粘滞阻尼器方案(方案2)、中墩摩擦摆+边墩普通支座与阻尼器配合方案(方案3)和全桥摩擦摆+边墩阻尼器方案(方案4)。结果表明:高烈度高速铁路桥梁须通过减隔震设计才能满足抗震设防目标,综合经济性和抗震性能2方面因素,方案4有效降低了结构内力响应和位移响应,为所列方案中的最优方案。  相似文献

The Kyoto Protocol requires the U.S.to reduce the rate of emissions of six greenhousegases (GHG) to 93% of their 1990 rate and to achievethis target by the 2008 to 2012 commitment period. This study assesses the magnitude of change needed inthe U.S. economy and, specifically, in the U.S. energysector, to achieve and maintain the target establishedby the Kyoto Protocol. A simple carbon (C)emissions-energy model is explained in this analysisusing four key variables. Current and future trendsin C emissions are explained by: the carbon/energy(C/E) ratio, Gross Domestic Product growth, energyprices and an energy trend variable. Potential GHGmitigation policy actions affect C emissionsindirectly by affecting at least one of these keyvariables. The analysis concludes that reducingfossil energy use in the U.S. to meet the Kyoto GHGemissions reduction target would be very costly. Technological progress that reduces C emissions wouldnot be fully sufficient without prematurely abandoningproductive capital equipment. Energy price increasesof about 14% per year, or declines in economic growthof almost 5% per year, could reduce energy demand andassociated C emissions enough to achieve the terms ofthe Kyoto Protocol.  相似文献

The world is moving toward efforts to reduce net greenhouse gas emissions. Reduction efforts may involve the agricultural sector through options such as planting of trees, altering crop and livestock management, and increasing production of biofuels. However, such options can be competitive with domestic food production. In a free trade arena, reduced domestic food production could stimulate increased production and exports in other countries, which are not pursuing net emission reductions. As a consequence, emission reduction efforts in implementing countries may be offset by production increases stimulated in other countries. We examine the competitive effects of agriculturally related emission reduction actions on agricultural production and international trade. In doing this, we employ the assumption that U.S. emission reduction caused cost increases will also occur in other reducing countries. We consider emission reduction: 1) unilaterally by the U.S., 2) by all Kyoto Protocol Annex B countries, and 3) globally. The results, which are only suggestive of the types of effects that would be observed due to the simplifying cost assumptions, indicate compliance causes supply cutbacks in regulated countries and increases in non-regulated countries. The study results show that producers in regulating countries are likely to benefit and consumers lose due to commodity price increases. Joint implementation (JI) can provide flexibility in meetingKyoto Protocol commitments, and 44 nations have already participated inthe U.N. Framework Convention on Climate Change – Activities Implemented Jointly (AIJ) pilot. Thispaper surveys JI policy and projects in three countries – Russia, Ukraine,and Poland – over the past five years and examines the effects of domesticinstitutions, foreign policy, and investment trends on JI in each country.The institutional and economic situation in the three nations differs greatly,and these distinctions have resulted in very different circumstances for AIJprojects, affecting both their number and scope. Poland has a well-definedset of rules and procedures for JI and its economy is quite strong. Ukrainehas not yet established criteria or clear procedures for AIJ project reviewsalthough it does have an Interagency Commission on Climate Change.Ukraine's economy declined by over 40% in the 1990s. Russia'seconomy has also declined, to a lesser extent. Russia does have aprocedure for reviewing AIJ projects, though it has temporarily halted thesereviews. Countries seeking JI investment can take several steps to improve thenumber and quality of AIJ projects that they receive. In the long term,governments can create macroeconomic stability and a solid legalinvestment basis to attract investment for JI and other areas. In the shortterm, however, governments can undertake several simple and inexpensivesteps to promote JI. Establishing clear rules and procedures for AIJprojects is an important step. So too are clearly delegating responsibilityfor AIJ project review and providing a single JI point of contact in thegovernment to which investors and project developers can turn. Gainingmore experience in implementing AIJ projects now is important preparationfor fully implementing the Kyoto Protocol beginning in 2008.  相似文献

2000年6~10月在南京近郊江宁区实施大田试验.主要研究了水稻生长季常规灌溉和连续淹水条件下有机质(小麦秸杆)不同施用量(0,2.25,4.5t/hm2)对稻田CH4和N2O排放的影响.结果表明,在连续淹水条件下,CH4排放量与秸杆施用量成正比,N2O排放与秸杆施用量成反比.烤田的N2O的排放量在施用2.25t/hm2秸杆与对照之间无明显差异,但施用4.5t/hm2秸杆处理其N2O的排放量仅为对照或施用2.25t/hm2秸杆处理下的13%左右.综合考虑水稻生长季CH4和N2O排放的全球增温潜势(GWP),在增加有机质的施用量(如按4.5t/hm2施用量秸杆还田)的情况下,烤田的GWP只占连续淹水处理的60%,是减少稻田CH4和N2O综合温室效应的一种有效措施.  相似文献
