快速城市化加剧了城市的热岛效应,而城市生态建设可减缓城市“热岛效应”。本文以地处青藏高原东北部的高原最大城市西宁市为例,基于2000—2019年Landsat遥感影像数据,对城区夏季的地表温度和植被覆盖度的变化进行了对比分析,并依据城区林地、草地的植被覆盖度、水域面积的变化和反演的地表温度,修订了高原城市林地、草地和水域的降温效应模型,估算了西宁市城市生态建设对城市“热岛效应”的减缓效应,结果显示:2000—2019年,西宁城市植被覆盖度整体呈现上升趋势,水域面积不断扩大,城市热岛面积呈现先上升后下降的趋势,城区林地和草地的区域平均降温效应分别为2.12℃和4.29℃,水域的区域平均降温效应为2.19℃,高原城市的生态建设对减缓城市“热岛效应”效果显著。  相似文献

This paper attempts to analyse the role of building energy efficiency (BEE) in China in addressing climate change mitigation. It provides an analysis of the current situation and future prospects for the adoption of BEE technologies in Chinese cities. It outlines the economic and institutional barriers to large-scale deployment of the sustainable, low-carbon, and even carbon-free construction techniques. Based on a comprehensive overview of energy demand characteristics and development trends driven by economic and demographic growth, different policy tools for cost-effective CO2 emission reduction in the Chinese construction sector are described. We propose a comprehensive approach combining building design and construction, and the urban planning and building material industries, in order to drastically improve BEE during this period of rapid urban development. A coherent institutional framework needs to be established to ensure the implementation of efficiency policies. Regulatory and incentive options should be integrated into the policy portfolios of BEE to minimise the efficiency gap and to realise sizeable carbon emissions cuts in the next decades. We analyse in detail several policies and instruments, and formulate relevant policy proposals fostering low-carbon construction technology in China. Specifically, Our analysis shows that improving building energy efficiency can generate considerable carbon emissions reduction credits with competitive price under the CDM framework.  相似文献

This study presents a GIS-based database framework used to assess aggregate terrestrial habitat impacts from multiple highway construction projects in California, USA. Transportation planners need such impact assessment tools to effectively address additive biological mitigation obligations. Such assessments can reduce costly delays due to protracted environmental review. This project incorporated the best available statewide natural resource data into early project planning and preliminary environmental assessments for single and multiple highway construction projects, and provides an assessment of the 10-year state-wide mitigation obligations for the California Department of Transportation. Incorporation of these assessments will facilitate early and more strategic identification of mitigation opportunities, for single-project and regional mitigation efforts. The data architecture format uses eight spatial scales: six nested watersheds, counties, and transportation planning districts, which were intersected. This resulted in 8058 map planning units statewide, which were used to summarize all subsequent analyses. Range maps and georeferenced locations of federally and state-listed plants and animals and a 55-class landcover map were spatially intersected with the planning units and the buffered spatial footprint of 967 funded projects. Projected impacts were summarized and output to the database. Queries written in the database can sum expected impacts and provide summaries by individual construction project, or by watershed, county, transportation district or highway. The data architecture allows easy incorporation of new information and results in a tool usable without GIS by a wide variety of agency biologists and planners. The data architecture format would be useful for other types of regional planning.  相似文献

In Europe, bromadiolone, an anticoagulant rodenticide authorized for plant protection, may be applied intensively in fields to control rodents. The high level of poisoning of wildlife that follows such treatments over large areas has been frequently reported. In France, bromadiolone has been used to control water voles (Arvicola terrestris) since the 1980s. Both regulation and practices of rodent control have evolved during the last 15 years to restrict the quantity of poisoned bait used by farmers. This has led to a drastic reduction of the number of cases of poisoned wildlife reported by the French surveillance network SAGIR. During the autumn and winter 2011, favorable weather conditions and high vole densities led to the staging of several hundreds of Red Kites (Milvus milvus) in the Puy‐de‐Dôme department (central France). At the same time, intensive treatments with bromadiolone were performed in this area. Although no misuse has been mentioned by the authorities following controls, 28 Red Kites and 16 Common Buzzards (Buteo buteo) were found dead during surveys in November and December 2011. For all these birds, poisoning by bromadiolone as the main cause of death was either confirmed or highly suspected. Other observations suggest a possible impact of bromadiolone on the breeding population of Red Kites in this area during the spring 2011. French regulation of vole control for plant protection is currently under revision, and we believe this event calls for more sustainable management of rodent outbreaks. Based on large‐scale experiments undertaken in eastern France, we propose that direct control of voles at low density (with trapping or limited chemical treatments) and mechanical destruction of vole tunnels, mole control, landscape management, and predator fostering be included in future regulation because such practices could help resolve conservation and agricultural issues. Of all natural disasters, flooding causes the greatest amount of economic and social damage. The United States' Federal Emergency Management Agency (FEMA) uses a number of hazard mitigation grant programmes for flood victims, including mitigation offers to relocate permanently repetitive flood loss victims. This study examines factors that help to explain the degree of difficulty repetitive flood loss victims experience when they make decisions about relocating permanently after multiple flood losses. Data are drawn from interviews with FEMA officials and a survey of flood victims from eight repetitive flooding sites. The qualitative and quantitative results show the importance of rational choices by flood victims in their mitigation decisions, as they relate to financial variables, perceptions of future risk, attachments to home and community, and the relationships between repetitive flood loss victims and the local flood management officials who help them. The results offer evidence to suggest the value of a more community-system approach to FEMA relocation practices.  相似文献

The recent publication of evaluation protocols for vapor source term models and vapor dispersion models have influenced the modeling approaches that can be used for approval of new and expansion projects at LNG receiving terminals. In the past few years the scientific basis of integral vapor source term models has been questioned with growing concerns regarding their validity. In this paper, the shallow water equations (SWEs) were solved to study the characteristics of the evaporating LNG pool associated with a constant flow rate spill of LNG into a concrete sump. In the early stages of pool spreading, the leading edge thickness profile of the SWE model scales with the square root of the distance from the leading edge as the pool spreads. After the edge of the pool reaches the wall, the reflected wave forms a hydraulic jump that travels back towards the center of the pool at a speed that is considerably slower than the initial spreading of the pool. Once the hydraulic jump reaches the center, the pool assumes a nearly flat free surface for the rest of the spill. The pool spreading and the rate of evaporation from the SWEs were then compared to the solution provided by the integral model, PHAST. The two approaches were found to agree well with one another. The SWE model was also used to demonstrate the influence of an elevated spill source. With an elevated source, the LNG pool spreads faster, significantly increasing the initial rate of vaporization and peak vaporization rate. This increase in the initial rate of vaporization could lead to an increase in the vapor cloud hazard distance. The SWE model was also used to demonstrate the influence of an inclined sump floor in the shape of an inverted cone where the spilling LNG accumulates in the low vertex of the cone. Inclined sump floors can be used to significantly reduce the cumulative evaporation, making them attractive as a possible mitigation approach in cases where a containment sump is located close to a property boundary.  相似文献

为解决目前我国防灾减灾信息化建设中出现各自为政、低水平重复建设、信息资源整合共享不足等全局性问题和提高防灾减灾综合业务能力,研究防灾减灾信息化顶层设计问题。总结现有防灾减灾功能业务,用自上而下的顶层设计原则和自下而上的实施步骤,将信息化顶层设计内容划分为信息资源规划、信息技术规划、环境保障规划。最后,建立防灾减灾信息系统的总体目标架构。各防灾减灾相关部门可在此基础上根据业务横向整合的原则,划分防灾减灾信息系统的各个子系统。  相似文献

Objective: In 2012 in the United States, pedestrian injuries accounted for 3.3% of all traffic injuries but, disproportionately, pedestrian fatalities accounted for roughly 14% of traffic-related deaths (NHTSA 2014 NHTSA. Traffic Safety Facts 2012 Pedestrians. Washington, DC: Author; 2014. DOT HS 811 888. [Google Scholar]). In many other countries, pedestrians make up more than 50% of those injured and killed in crashes. This research project examined driver response to crash-imminent situations involving pedestrians in a high-fidelity, full-motion driving simulator. This article presents a scenario development method and discusses experimental design and control issues in conducting pedestrian crash research in a simulation environment. Driving simulators offer a safe environment in which to test driver response and offer the advantage of having virtual pedestrian models that move realistically, unlike test track studies, which by nature must use pedestrian dummies on some moving track.

Methods: An analysis of pedestrian crash trajectories, speeds, roadside features, and pedestrian behavior was used to create 18 unique crash scenarios representative of the most frequent and most costly crash types. For the study reported here, we only considered scenarios where the car is traveling straight because these represent the majority of fatalities. We manipulated driver expectation of a pedestrian both by presenting intersection and mid-block crossing as well as by using features in the scene to direct the driver's visual attention toward or away from the crossing pedestrian. Three visual environments for the scenarios were used to provide a variety of roadside environments and speed: a 20–30 mph residential area, a 55 mph rural undivided highway, and a 40 mph urban area.

Results: Many variables of crash situations were considered in selecting and developing the scenarios, including vehicle and pedestrian movements; roadway and roadside features; environmental conditions; and characteristics of the pedestrian, driver, and vehicle. The driving simulator scenarios were subjected to iterative testing to adjust time to arrival triggers for the pedestrian actions. This article discusses the rationale behind creating the simulator scenarios and some of the procedural considerations for conducting this type of research.

Conclusions: Crash analyses can be used to construct test scenarios for driver behavior evaluations using driving simulators. By considering trajectories, roadway, and environmental conditions of real-world crashes, representative virtual scenarios can serve as safe test beds for advanced driver assistance systems. The results of such research can be used to inform pedestrian crash avoidance/mitigation systems by identifying driver error, driver response time, and driver response choice (i.e., steering vs. braking).  相似文献
