/ A number of strategies for the control of vehicular emissions are being considered by the Philippine government to address Metropolitan Manila's air quality problem. An analytical tool is needed for optimizing criteria pollutant reductions given the budgetary constraints. The simplest approach is to take costs and pollutant removals to be linear with each strategy's scale of activity, and this is readily solved as a linear programming problem. Another approach is to use a dynamic system of weights which shift with progressive improvements in pollutant emissions. The two approaches yield somewhat different results, suggesting the sensitivity of the solution to the assumed weights. The study also illustrates the importance of a sound methodology for evaluating priorities given to different air quality goals. One such methodology may involve a polling of expert panels and the public to gain insight into the relative importance given to competing emissions reduction goals. An informal polling of resource agency staff was conducted and discussed in this paper. This study examines ten programmes to advance energy efficiency and retrofitting of existing, private sector buildings in C40 cities in Asia-Pacific and USA. We set out to identify differing policy approaches, together with potential impacts and implementation challenges for each. Findings unearthed six policy models – both mandatory and voluntary – with unique impacts and challenges. We demonstrate that innovation occurs without new policy inventions and largely by necessity, as new features are added and generic models are adapted to local circumstances. Our sample demonstrated experimentation with benchmarking in the USA, comprehensive regulation in Asia, and voluntary approaches in Australia. Overall, environmental impacts are particularly slow to emerge and plagued with attribution challenges. We found limited evidence of benchmarking programme effectiveness in reducing energy consumption in the short-term, but some indication of mid-term outcomes. Driven by unique local circumstances, the cap-and-trade model stood out by fostering large, sustained and attributable GHG emission reductions and retrofitting. Market and social impacts are highly significant across all programmes, highlighting needs to consider non-environmental impacts in policy evaluation. We emphasise the complementary potential of voluntary and regulatory approaches to advancing energy efficiency and climate resilience. We also underscore the potential for reporting or benchmarking programmes to later transition to models mandating performance improvements, such as cap-and-trade.  相似文献

/ The problem of assuring government operational continuity following earthquakes has been given little research attention. Recent earthquake experience has documented that government organizations without a public safety mission do incur damaged facilities and routinely see increases in public demands following an earthquake. Impediments to service delivery associated with such dam-ages can be minimized if agencies address earthquake plan elements likely to enhance postimpact functioning, including: the potential to relocate operations, protection for the workplace, possession of an organizational inventory, emergency instructions for employees, the ability to use volunteers, and communication capacity. Factors associated with the adoption of these plan elements were studied in one county government and its municipal county seat in the southwestern United States. A census of departments within these jurisdictions was asked to complete a questionnaire reporting the level of planning activity relative to each of these plan elements. It was found that the overall level of preparedness was low, but statistically significantly related to agency size, perceived risk, and information seeking. The implications of these findings underscore the potential for disruption to government service delivery and permit the identification of potential avenues for increasing levels of preparedness.KEY WORDS: Emergency planning; Earthquakes; Government preparedness  相似文献

Iniencephaly is a rare and lethal congenital malformation of the neural tube characterized by occipital bone defect, cervical dysraphism, fixed retroflexion of the fetal head and severe lordosis of the cervicothoracic spine. The etiology is unknown. Prenatally diagnosed cases of iniencephaly are rare because careful and early ultrasonographic evaluation is necessary. We present three cases of iniencephaly prenatally diagnosed by sonography at 20–22 weeks' gestation in which therapeutic abortion was induced. The sonographic findings were compatible with the postmortem findings. The present cases of iniencephaly were found to carry unusual associated malformations such as two lobes in the right lung and chorangiosis of the placenta. Only hypoplastic lungs have been reported by previous authors. We also studied the 677C→T mutation on the methylenetetrahydrofolate reductase gene in the parents in one of the present cases. Balanced reciprocal translocation is one of the known causes of recurrent spontaneous abortions. Cytogenetic studies of unbalanced miscarriages are difficult due to the growth failure of early loss and usually macerated abortions. We present a molecular study of an abortion in which the father carries a balanced reciprocal translocation t(2;17)(q32.1;q24.3) using QF-PCR and CGH techniques. DNA analysis showed the presence of a trisomy 2 due to a 3:1 interchange segregation. Recombinant events could also be investigated by comparing DNA samples from the family. We propose QF-PCR in addition to CGH as an efficient diagnostic method to improve our knowledge of unbalanced offspring in balanced translocation carriers. 在对农业用地流转机制进行深入分析的基础上,将农业土地流转市场划分为三种类型:政府引导型、集体推动型和农户主导型。进而结合农户调查数据,通过建立农业土地非耕地化流转的驱动力模型。分析不同类型的农业土地流转市场对于耕地利用变化的影响。模型运行结果表明:政府引导的农业土地流转导致耕地面积大幅减少,集体推动的流转有利于提高耕地利用效率。农户主导的农业土地流转促使了粮食作物种植面积的减少。最后以模型运行结果为依据,从保护农民土地权益、维持耕地总量平衡的角度提出相关建议。  相似文献

In Sub-Saharan Africa, conservation of available soil N during early crop growth, when N loss by leaching generally occurs, is important to improve crop productivity. In a dry tropical cropland in Tanzania, we assessed the potential role of soil microbes as a temporal N sink-source to conserve the available soil N until later crop growth, which generally requires substantial crop N uptake. We evaluated the effect of land management [i.e., no input, plant residue application before planting (P plot) with or without fertilizer application, fertilizer application alone, and non-cultivated plots] on the relationship between soil N pool [microbial biomass N (MBN) and inorganic N] and crop N uptake throughout the ∼120-d crop growth period in two consecutive years. In the P plot, MBN clearly increased (∼14.6-29.6 kg N ha−1) early in the crop growth period in both years because of immobilization of potentially leachable N, and it conserved a larger soil N pool (∼10.5-21.2 kg N ha−1) than in the control plot. Especially in one year in which N leaching was critical, increased MBN maintained a larger soil N pool in the P plot throughout the experimental period, and a delay of increased MB C:N ratio and a substantial decrease in MBN was observed, indicating better soil microbial N supply for crop N uptake during later crop growth. Therefore, plant residue application before planting should enhance the role of soil microbes as a temporal N sink-source, leading to the conservation of potentially leachable N until later phase of crop growth, especially in years in which N leaching is relatively severe. Although further studies are necessary, our results suggest that plant residue application before planting is a promising option to achieve better N synchronization.  相似文献

在缺乏直接辐射、云量、日照时数等地面观测资料情况下,如何正确估算太阳直接辐射对太阳能合理开发利用有重要意义。利用NCEP/NCAR再分析资料、EOS-AURA卫星和FY-2C气象卫星反演资料,采用一个改进的宽带辐射传输模型对我国西北5个地面辐射站点2006年和2007年直射日曝辐量进行了估算。模型首先在Bird模型基础上对晴空条件下的太阳直接辐射进行了计算,然后结合FY-2C气象卫星总云量和云类反演数据,引入了一个线性方程,对实际天气状况下的直射日曝辐量进行了计算。结果表明:5个站点模拟的直射日曝辐量与实测值均存在较好一致性,评价效率系数NSE介于0.68~0.8,而对月均直射日曝辐量的模拟结果则显示模型在4-10月的估算精度要高于11-3月结果。  相似文献

区分草原土壤呼吸的主要目的在于准确估算草原生态系统土壤碳蓄积和碳源、 汇潜力,为预测气候变化提供科学依据。论文主要论述了稳定同位素13C在草原土壤呼吸区分方面的应用。主要在以下几个方面进行了阐述:①碳同位素区分土壤呼吸的两种主要标记方法——脉冲标记法和持续标记法,其中脉冲标记法包括单次脉冲标记法和重复脉冲标记法,持续标记法包括FACE实验标记法和13C自然丰度标记法,也介绍了利用核爆产生的14C标记;②应用碳稳定同位素区分土壤呼吸的理论依据和计算方法;③土壤呼吸稳定同位素组成的取样方法和测定,包括静态箱-Keeling Plot法、 静态箱平衡状态法和动态箱连接红外分析仪法等;④指出了减小静态箱-Keeling Plot法测定土壤呼吸碳同位素值的误差需采取的措施。  相似文献

亚硝酸盐型甲烷厌氧氧化(nitrite-dependent anaerobic methane oxidation,N-DAMO)是新近发现的生物反应,是偶联碳氮循环的关键环节,是环境领域和微生物领域的重大发现.N-DAMO的发现对于完善碳氮生物地球化学循环、丰富微生物学内容和研发新型生物脱氮除碳工艺均具有巨大的推动作用.催化N-DAMO反应的微生物为Candidatus Methylomirabilis oxyfera(M.oxyfera),其隶属于一新发现的细菌门——NC10门.近年来,M.oxyfera的生物学研究取得了许多突破性进展,如初步探明了其个体形态特征、细胞化学组分特征、富集培养特征、生理生化特征及生态学特征,最突出的例子包括发现了M.oxyfera独特的细胞(星状)形态及特殊的脂肪酸(10Me C16∶1Δ7)组分等.最近,N-DAMO的机制研究方面也有了突破性进展:发现了地球上第4种生物产氧途径.目前认为,M.oxyfera具有内产氧功能,其首先将NO-2还原为NO,然后将2分子NO进行歧化反应生成N2和O2,最后利用生成的O2对甲烷进行氧化.本文系统地介绍了M.oxyfera各方面的微生物特性.  相似文献
