中国是自然灾害和经济、社会发展中人为突发事件灾害普遍、灾情严重的国家。灾害已直接影响和制约着国家的经济建设、社会发展和公众的安全。要把防灾减灾作为中国的基本国策。为此,必须长远规划和全面制定中国的防灾减灾立法体系,以适应21世纪中国减灾安全与可持续发展的战略任务。本文就编制中国防灾减灾立法体系应遵循的指导方针、基本原则及方案的框架设想全面提出研讨建议。  相似文献

红壤丘陵区土地利用变化对土壤质量影响   总被引:3,自引:0,他引:3  
以鄂南红壤丘陵典型区的三个村为代表 ,应用地理信息系统对 1981和 1998年两个时期的土地利用变化和土壤质量进行对比研究 ,分析了土地利用变化对土壤质量的影响。结果表明 :研究区土地利用结构总体上具有农业型特点 ,17a间水田减少了 2 1% ;其余的利用方式则有不同幅度的增加 ,居民地、水域、林地、园地和旱地增加了 4 2 .2 %、99.6 %、8%、5 6 .8%和 8%。土壤质量有从优劣两端向中等靠拢的趋势 ,17a后 、 、 和 等地面积分别减少 18.6 %、12 .2 %、2 9.6 %和 2 5 % ; 等地增幅达 5 1.9%。土地利用方式及管理措施是影响土壤质量演变方向和强度的关键因子 ,园地和林地的土壤质量大多得到明显改善 ,水田的Δ SQI多数呈下降的趋势 ,旱地的土壤质量变化比较复杂 ,与土地利用结构相关。依此 ,本文探讨了定向培育土壤质量的途径  相似文献

The pH of leaf homogenates of common birch (Betula verrucosa L.), a food plant of gypsy moth (Lymantria dispar L.) larvae, was measured at different times of day in the course of leaf organogenesis, and midgut pH was measured in gypsy moth larvae phenotypically differing in the color of the hypodermis at the fifth instar. The effects of global warming can increase the risk of exotic species introductions in eastern Canadian Arctic waters by reducing surface ice cover and allow increased access to commercial vessels. Ballast water discharged by incoming overseas vessels is an important means for introducing species on a global scale. Analyses of air temperatures at Churchill, Manitoba between 1943 and 2002 indicated an increase in mean temperature within the past decade. Churchill is the only major northern port in this region where grain has been exported on a limited basis due to the short navigation season. Economic analyses of grain exported from Canadian and U.S. ports indicated some cost advantages for using northern ports. The Hudson Bay region is vulnerable to increased exotic species introductions because of its southerly location. Current ballast water exchange measures to reduce the risk of introductions may not be effective because most vessels enter the region with ballast, and the ballast exchange zone is located relatively close to coastal areas where the habitat could be favorable for an introduced species to become established. The probability of a large crab species introduced to this region from northern European waters is discussed. The risk of ballast water–related exotic species introduction to this region may be reduced by expanding the types of cargo handled and developing a strong import market. This approach would accommodate an increase in the number of vessels with cargo, and substantially reduce the volume of ballast carried to this region.  相似文献

Air pollution has become an actual problem in Balikesir because of rapid urbanisation and increasing of the polluting sources. Air pollutionproblems occur under the unfavorable meteorological conditions which increase in frequency of occurrence in winter due to use of low quality lignite coals for heating. The `Protection of Air Quality' in Turkey dated 1986 is based on the human health criteria. But the critical limit values are lethal for the forest trees as far as SO2 is concerned. The field observations showed that leaves of the trees have yellow spots indicating acid burns in Balikesir. This study aims at determining the relationships between the SO2 concentrationsin the air under selected climatic conditions, and the effects of air pollution on forest trees in Balikesir. Samples of leaves were collected from the City Parks in Balikesir, Deirmenboaz forested area located 10 km far fromBalikesiron the Balikesir-Bursa highway, and from the forestation areas near the Balikesir-Edremit highway. Sulfur contents of the leaves were very high especially in the city (2650–5300 g m-3).Samples from other areas had values lower than this range but above the usual values (850–3612 g m-3). The diameter increments of the trees were found to be lower and these results clearly showed the adverse impacts. Negative correlations were found between these sulfur concentrations and the daily mean temperatures and wind speeds. Positive correlation was seen between these concentrations and pressures, humidities. Emission sources must be controlled in order to safeguard the forests which protects the soil, facilitate water production, assimilate carbon dioxide in air and produce oxygen. It must be considered that the problems are not only regional but have a global identity.  相似文献

Three mathematical models, the runoff curve number equation, the universal soil loss equation, and the mass response functions, were evaluated for predicting nonpoint source nutrient loading from agricultural watersheds of the Mediterranean region. These methodologies were applied to a catchment, the gulf of Gera Basin, that is a typical terrestrial ecosystem of the islands of the Aegean archipelago. The calibration of the model parameters was based on data from experimental plots from which edge-of-field losses of sediment, water runoff, and nutrients were measured. Special emphasis was given to the transport of dissolved and solid-phase nutrients from their sources in the farmers' fields to the outlet of the watershed in order to estimate respective attenuation rates. It was found that nonpoint nutrient loading due to surface losses was high during winter, the contribution being between 50% and 80% of the total annual nutrient losses from the terrestrial ecosystem. The good fit between simulated and experimental data supports the view that these modeling procedures should be considered as reliable and effective methodological tools in Mediterranean areas for evaluating potential control measures, such as management practices for soil and water conservation and changes in land uses, aimed at diminishing soil loss and nutrient delivery to surface waters. Furthermore, the modifications of the general mathematical formulations and the experimental values of the model parameters provided by the study can be used in further application of these methodologies in watersheds with similar characteristics.  相似文献

分析了江苏省40年(1960~1999)春季连阴雨的发生概率、发展趋势及其时空分布规律。研究发现,春季连阴雨累计日数、总雨量与夏粮产量呈显著负相关关系,且累计日数≥30d时,夏粮减产非常明显,这种情况的发生概率达59.1%。  相似文献

This paper looks at the rainfall and streamflow patterns over two distinct time periods, i.e., 1950–1970 and 1971–1991 within the two most prominent catchments in the Volta river system – White Volta and the Oti basins. The first period (1950–1970) represents relatively vegetated catchments and low population whilst the latter (1971–1990) represents intense land use practices resulting from increased population that have severely degraded the environment. These two catchments are among the most significant contributors to the Volta lake. The Volta lake, which was formed between 1962 and 1966 in Ghana and created primarily for hydroelectric power generation, will probably be one of the greatest man-made lakes for a long time. It produces 912MW of electricity at its maximum operating capacity. Recently, there have been declines in the lake levels resulting most probably from inadequate rainfall and/or runoff from the river catchments that feed the lake. Comparisons of runoffs for the two time periods show reductions in mean streamflows of 32.5% at Saboba on the Oti and 23.1% at Nawuni on the White Volta.  相似文献
