ABSTRACT: Dams were built by the U. S. Army Corps of Engineers on the Kaskaskia River at Shelbyville and Carlyle in Illinois, in 1969 and 1967, respectively. The operation of the Shelbyville and Carlyle Lakes has changed over the years because of considerably lower bankfull channel capacities downstream of the dams than were adopted in the project designs. This study was conducted to review the present operation policy. Intent was to derive a policy for maximizing the overall benefits (or minimizing the overall damages) and to compare these benefits or damages with those with the present policy. The operating rules were optimized through a simulation model which was structured considering the physical nature of the system and the desirable operation in the best interest of various beneficial uses. The expected annual value of overall benefits from recreation and agriculture is shown to increase by $0.2 million with the optimal policy. With the optimal operation, the overall damages are reduced by 76 percent on the average over the 24 years of flow record at Shelbyville and Carlyle.  相似文献

ABSTRACT: A dynamic programming model is presented for planning the optimal capacity expansion sequence of waste water treatment plants servicing sewerage systems with infiltration/inflow. The model employs a nonlinear deterministic demand function for waste water treatment plant capacity. Model output provides the optimal timing, size, and sequence for treatment plant capacity expansion projects and infiltration/inflow removal projects. ABSTRACT: A generalized unit hydrograph method is developed and evaluated for ungaged watersheds. A key component in this method is the value of a dimensionless storage coefficient. Procedures to estimate this coefficient are given using calibrated values from 142 rainfall-runoff events gaged in watershed located mainly in the Eastern US. Only limited success was obtained in predicting this storage coefficient. Thirty-seven, independent rainfall-runoff events were used to test the proposed technique. The generalized unit hydrograph predicted the observed runoff hydrographs fairly well with considerable improvement in accuracy over the SCS dimensionless unit hydrograph. Approximately one-half of test storms had percent errors in predicted peak flow rates that were less than 34 percent compared to percent error of 88 percent with the SCS method.  相似文献

ABSTRACT: While most inquiries into improving the efficiency of ground water allocation have focused upon various schemes involving centralized management, recently the focus has shifted towards exploring private property solutions to these problems. However, most of these studies, when modeling ground water use, have equated behavior under private property to that under common property conditions. This leads to the possibly mistaken conclusion that private property rights do not promote more efficient ground water use, because these models assume that producers ignore the future effects of current pumping. This paper attempts to correct this deficiency by formally modeling ground water use under common property, central management, and private property scenarios. Moreover, there are many ways that property rights can be defined over ground water, some establishing more exclusivity over the resource than others. Four specifications of property rights are analyzed for their likely effects on allocative efficiency: full stock-flow, partial stock-flow, limited stock-flow, and pure flow rights.  相似文献

随着温室效应和全球变暖的加剧,煤燃烧所排出的CO2作为引起温室效应的主要气体而引起人们的密切关注。由于燃煤锅炉所排放的尾气中所含的CO2的体积份额低、排放量大,而且处于微负压状态,因此目前控制和分离吸收CO2的方法,包括各类吸收法、吸附法、膜分离法和O2/CO2燃烧技术等,能够经济可行地适用于电力工业燃煤锅炉尾部烟气中CO2分离的方法非常少。与上述各类方法相比,钙基吸收剂CCRs(calcination/carbonation reactions)法是一种新兴的经济可行的分离燃煤锅炉尾部烟气中CO2的方法。对采用该法时,吸收剂的选择、吸收剂在多次CCRs过程中结构特点的变化、提高吸收剂对CO2的吸收容量以及防止吸收剂反应性的衰减等方面进行了详细的阐述。  相似文献

通过单因子和多因子摇瓶正交优化试验,确定了克拉维酸产生菌棒状链霉菌突变株Streptomyces clavuligerusCCRC11518-Ⅲ50的三角瓶发酵条件.发酵培养基组成(ρ/g L-1):甘油30,大豆蛋白胨60,麦芽浸膏7.5,K2HPO4·3H2O 1.0,MgSO4·7H2O 2.0,FeSO4-7H2O 1.0;培养基初始pH 6.5;接种量15%;培养基装量20 mL/250 mL三角瓶;培养温度25℃;发酵时间72 h.克拉维酸效价由优化前的834.8 μg mL-1提高到1 082.615 μg mL-1,提高了29.7%.还在1 600 mL发酵罐中进行了初步放大试验.当接种量15%,通气量1:0.5,转速450 r min-1,25℃发酵60h克拉维酸效价达到高峰1 025 μg mL-1.图12表1参12  相似文献

In this paper, we present a general method, based on a convex optimisation technique, that facilitates the coupling of climate and economic models in a cost-benefit framework. As a demonstration of the method, we couple an economic growth model à la Ramsey adapted from DICE-99 with an efficient intermediate complexity climate model, C-GOLDSTEIN, which has highly simplified physics, but fully 3-D ocean dynamics. As in DICE-99, we assume that an economic cost is associated with global temperature change: this change is obtained from the climate model, which is driven by the GHG concentrations computed from the economic growth path. The work extends a previous paper in which these models were coupled in cost-effectiveness mode. Here we consider the more intricate cost-benefit coupling in which the climate impact is not fixed a priori. We implement the coupled model using an oracle-based optimisation technique. Each model is contained in an oracle, which supplies model output and information on its sensitivity to a master program. The algorithm Proximal-ACCPM guarantees the convergence of the procedure under sufficient convexity assumptions. Our results demonstrate the possibility of a consistent, cost-benefit, climate-damage optimisation analysis with a 3-D climate model.  相似文献

Conservation planners are called upon to make choices and trade-offs about the preservation of natural areas for the protection of species in the face of development pressures. We addressed the problem of selecting sites for protection over time with the objective of maximizing species representation, with uncertainty about future site development, and with periodic constraints on the number of sites that can be selected. We developed a 0–1, linear optimization model with 2 periods to select the sites that maximize expected species coverage subject to budget constraints. The model is based on the idea that development uncertainty can be characterized by a set of scenarios, each of which is a possible second-period development outcome for the set of sites. We also suggest that our 2-period model can be used in a sequential fashion that is consistent with adaptive planning. Results are presented for the Fox River watershed in Chicago.  相似文献
