This paper presents an agile participatory urban soundscape planning process model, which is proposed as a prerequisite on which to build and reference the efficacy of urban soundscape planning. The model was developed through data synthesis and analysis and mapping engagement with diverse stakeholders across four applied soundscape projects in Brighton and Hove, UK. To the best of the authors’ knowledge, the model is the first of its kind in applied soundscape practice. The data was collected through semi-structured interviews with key stakeholders and document analysis of published resources. The framework used for the analysis of the findings comprised four core urban planning stages: goals and objectives, engagement (e.g. prediction/modelling/design/planning), implications, evaluation. The study found that when integrating soundscape planning with core urban planning stages it was necessary to first identify the appropriate stakeholders in relation to the project context. It was found that these stakeholders could be wide-ranging and unexpected, thereby reinforcing the appropriateness of incorporating an agile approach in the resulting model. The study also found that users’ perceptions are central to soundscape practice and need to be considered at each stage of a planning process to produce an effective and sustainable outcome. A variety of specific events, appropriate to the requirements of the stakeholders, are important for engaging planning authorities, users and other stakeholders at different stages. This study also demonstrated that an evidence-based evaluation method is recommended in an agile participatory urban soundscape planning process to assess stakeholders’ engagement at each stage and to inform and guide subsequent steps in the planning process relevant to the local context(s). 相似文献

A reduction in the legitimacy of top-down governance approaches has resulted in many government agencies using decentralised governance approaches, including localism. However, the effective implementation of localism is challenging. Localism aims to encourage innovative context-based solutions; however unanticipated implementation problems often constrain localism outcomes. There is a significant gap in our understanding of localism in practice, with a better understanding essential to improve localism design and implementation. This paper contributes to addressing this gap through an empirical examination of localism in action. Using the CLEAR framework, we evaluate the decentralised governance of environmental water in the Australian state of New South Wales, a contentious, uncertain and multi-level governance environment. Qualitative interviews with 58 Environmental Water Advisory Group members identified barriers to an effective localism approach, including issues of access and capacity development, transparency of decision-making outcomes and power inequities. Climate change has become a permanent feature on the global media scene and in the decision-making of policy makers. The voices of academics, scientists, politicians and commentators dominate the climate change debate, yet local knowledges and beliefs, local realities, as well as local voices and actions are essential elements of navigating the way forward. Drawing on Paton's postgraduate research, this paper broadens the current dialogue by providing a platform for grassroots Tuvaluan voices to enter the climate change debate. It explores their local realities, knowledges and beliefs, and captures what Tuvaluans hold dear – factors which must play a central role in decision-making processes. Local Environment has established a bit of a niche in local sustainability indicator studies. In 1997 it published the important debate between Jeb Brugman and Graham Pinfield, which highlighted that sustainability indicators and their role are contested issues (Vol. 2, Nos 1-3). In 1999 it produce a first special issue on the topic (Vol. 4, No. 2). As the editors identified, this special issue probed ‘deeper into aspects of indicator selection, methodology, theory and practice’. The papers presented there began to discuss a theme that is developed further in this special issue, that of the relationship between the objective and the subjective in indicator development and use. Our special issue brings together three full papers and a commentary presenting research and information from the USA, Sweden, France and Austria. Water managers increasingly are faced with the challenge of building public or stakeholder support for resource management strategies. Building support requires raising stakeholder awareness of resource problems and understanding about the consequences of different policy options. One approach that can help managers communicate with stakeholders is system dynamics modeling. Used interactively in a public forum, a system dynamics model can be used to explain the resource system and illustrate the effects of strategies proposed by managers or suggested by forum participants. This article illustrates the process of building a strategic-level system dynamics model using the case of water management in Las Vegas, Nevada. The purpose of the model was to increase public understanding of the value of water conservation in Las Vegas. The effects of policies on water supply and demand in the system are not straightforward because of the structure of the system. Multiple feedback relationships lead to the somewhat counterintuitive result that reducing residential outdoor water use has a much greater effect on water demand than reducing indoor water use by the same amount. The model output shows this effect clearly. This paper describes the use of the model in research workshops and discusses the potential of this kind of interactive model to stimulate stakeholder interest in the structure of the system, engage participant interest more deeply, and build stakeholder understanding of the basis for management decisions. 相似文献

随着我国经济建设与社会建设的较快发展,城市自然灾害应急管理研究得到了越来越多的关注。目前城市自然灾害应急管理的研究多着眼于政府层面,尚未对社会力量在城市自然灾害应急管理中的作用进行详细论证。为研究社会力量在城市自然灾害应急活动中的现状,在坚持政府主导的原则下分析了社会参与在城市自然灾害应急管理中的重要作用,提出了社会力量参与城市自然灾害应急管理的评价指标体系,并进一步构建了基于G1方法的城市应急管理中社会参与的评价模型,对社会参与进行定量化分析。在此基础上,以太原市为例进行了实证研究,根据评价结果了解到太原市社会参与的状况,并找到社会参与做的比较好和存在不足的地方,并提出一些改善意见以提高城市自然灾害应急管理中的社会参与水平。 相似文献
