ABSTRACT: Making decisions for environmental management is a complex task due to the multiplicity and diversity of technological choices. Furthermore, the exploitation of natural resources and the preservation of the natural environment imply objectives that are often in conflict within a sustainable development paradigm. Managers and other decision makers require techniques to assist them in understanding strategic decision making. This paper illustrates the use of a multiple‐objective decision‐making methodology and an integrative geographical information system‐based decision‐making tool developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. Both were developed through a multidisciplinary approach. The decision‐making tool is being applied in two watersheds of Oregon's Willamette River Basin. The results suggest that multiple‐objective methods can provide a valuable tool in analyzing complex watershed management issues.  相似文献

ABSTRACT: Adaptive management is a heuristic approach to treating stream restoration projects as continuous, cyclic experiments, yielding results to be incorporated into future decisions. This comprehensive assessment views failures as surprises that are valuable lessons. Monitoring, evaluation of data, and communication of results are critical; the monitoring results trigger feedback mechanisms to invoke adaptation to the newly acquired information and communication of new hypotheses, treatments, or policies. The principles of adaptive management were applied to a monitoring study of three urban stream restoration sites in Maryland. Data were collected and evaluated for various restoration techniques, including vanes, cross vanes, step pools, root wads, imbricated riprap walls, and coir fiber rolls. Improvements to the existing Maryland design guidelines and policies were developed as the feedback mechanism. With the increasing application of adaptive management in stream restoration efforts, it is likely that repeated failures will be prevented and future restoration projects will be more successful in achieving their goals.  相似文献

/ Although sedimentation is a naturally occurring phenomenon inrivers, land-use changes have resulted in an increase in anthropogenicallyinduced fine sediment deposition. Poorly managed agricultural practices,mineral extraction, and construction can result in an increase in suspendedsolids and sedimentation in rivers and streams, leading to a decline inhabitat quality. The nature and origins of fine sediments in the loticenvironment are reviewed in relation to channel and nonchannel sources andthe impact of human activity. Fine sediment transport and deposition areoutlined in relation to variations in streamflow and particle sizecharacteristics. A holistic approach to the problems associated with finesediment is outlined to aid in the identification of sediment sources,transport, and deposition processes in the river catchment. The multiplecauses and deleterious impacts associated with fine sediments on riverinehabitats, primary producers, macroinvertebrates, and fisheries are identifiedand reviewed to provide river managers with a guide to source material. The United States Environmental Protection Agency (USEPA) Region V Clean Lakes Program employs artificial and modified natural wetlands in an effort to improve the water quality of selected lakes. We examined use of wetlands at seven lake sites and evaluated the physical and institutional means by which wetland projects are implemented and managed, relative to USEPA program goals and expert recommendations on the use of wetlands for water quality improvement. Management practices recommended by wetlands experts addressed water level and retention, sheet flow, nutrient removal, chemical treatment, ecological and effectiveness monitoring, and resource enhancement. Institutional characteristics recommended included local monitoring, regulation, and enforcement and shared responsibilities among jurisdictions. Institutional and ecological objectives of the National Clean Lakes Program were met to some degree at every site. Social objectives were achieved to a lesser extent. Wetland protection mechanisms and appropriate institutional decentralization were present at all sites. Optimal management techniques were employed to varying degrees at each site, but most projects lack adequate monitoring to determine adverse ecological impacts and effectiveness of pollutant removal and do not extensively address needs for recreation and wildlife habitat. There is evidence that the wetland projects are contributing to improved lake water quality; however, more emphasis needs to be placed on wetland protection and long-term project evaluation.  相似文献

ABSTRACT: Water quality in eutrophic Lake Tohopekaliga, Florida, improved markedly from 1982 to 1992 as a result of reductions in phosphorus and nitrogen loading to the lake. Annual budgets of water, chloride, phosphorus and nitrogen were constructed for the lake, and indicate it is a sink for phosphorus and a source for nitrogen. Water column concentrations of total phosphorus, soluble reactive phosphorus, total nitrogen, dissolved inorganic nitrogen, and chlorophyll a all declined as external inputs of nutrients decreased. Water column nitrogen: phosphorus ratios have increased, suggesting a probable shift from nitrogen- to phosphorus-limitation. This apparent shift in nutrient limitation status also is supported by comparisons of the mean Trophic State Indices for phosphorus, nitrogen, and chlorophyll a. These improvements in water quality are attributed to the diversion of wastewater treatment plant effluent from the lake, and the increased use of wet retention ponds for stormwater runoff.  相似文献

ABSTRACT: An alum treatment in Long Lake (mean depth, 2 m) in 1980 has been effective at controlling internal loading of phosphorus for four years. The fifth summer after treatment, the lake returned to its pro-treatment state. Lake P content decreased from a summer average of 65 μg/L during 1976–1978 to about 30 μg/L during four years following treatment. In 1985, summer P content was 61 μg/L. Algal abundance, species composition, and transparency have responded proportionately with P. Alum effectiveness apparently declined because the floe layer tended to sink and become dispersed at a deeper level in the sediment, as well as become covered with new, P-rich sediment. Iron-reduction may be the principal mechanism for internal P loading, although the lake is unstratified and anoxia is usually not pronounced.  相似文献

Salt marsh vegetation change in response to tidal restriction   总被引:4,自引:0,他引:4  
Vegetation change in response to restriction of the normal tidal prism of six Connecticut salt marshes is documented. Tidal flow at the study sites was restricted with tide gates and associated causeways and dikes for purposes of flood protection, mosquito control, and/or salt hay farming. One study site has been under a regime of reduced tidal flow since colonial times, while the duration of restriction at the other sites ranges from less than ten years to several decades. The data indicate that with tidal restriction there is a substantial reduction in soil water salinity, lowering of the water table level, as well as a relative drop in the marsh surface elevation. These factors are considered to favor the establishment and spread ofPhragmites australis (common reed grass) and other less salt-tolerant species, with an attendant loss ofSpartina-dominated marsh. Based on detailed vegetation mapping of the study sites, a generalized scheme is presented to describe the sequence of vegetation change from typicalSpartina- toPhragmites-dominated marshes. The restoration of thesePhragmites systems is feasible following the reintroduction of tidal flow. At several sites dominated byPhragmites, tidal flow was reintroduced after two decades of continuous restriction, resulting in a marked reduction inPhragmites height and the reestablishment of typical salt marsh vegetation along creekbanks. It is suggested that large-scale restoration efforts be initiated in order that these degraded systems once again assume their roles within the salt marsh-estuarine ecosystem.  相似文献

Geomorphic, hydraulic and hydrologic principles are applied in the design of a stable stream channel for a badly disturbed portion of Badger Creek, Colorado, and its associated riparian and meadow complexes. The objective is to shorten the period of time required for a channel in coarse alluvium to recover from an impacted morphologic state to a regime condition representative of current watershed conditions. Channel geometry measurements describe the stream channel and the normal bankfull stage in relatively stable reaches. Critical shear stress equations were used to design a stable channel in noncohesive materials with dimensions which approximate those of less disturbed reaches. Gabion controls, spaced at approximately 300 m intervals, are recommended to help reduce the chance of lateral migration of the newly constructed channel. Controls are designed to allow for some vertical adjustment of the channel bed following increased bank stability due to revegetation. The flood plain is designed to dissipate flood flow energy and discourage multiple flood channels. The channel has approximately a 90 percent chance of remaining stable the first two years following construction, the time estimated for increased stability to occur due to revegetation.  相似文献

ABSTRACT: Hypolimnetic aeration is a widely used technique for lake restoration and fisheries enhancement. However, system design still depends on application of “safety factors” to observed oxygen demand rates, in large part because actual oxygen demand may be greater after aeration than before. Laboratory incubations of sediment show that sediment oxygen demand (SOD) rates follow mixed order kinetics, with an initial period of zero order reaction, followed by first order kinetics. The transition from zero to first order kinetics may correspond to the transition from laminar to turbulent flow. This suggests that SOD reaction kinetics are governed by thickness of the diffusive sublayer adjacent to the sediments. Therefore, zero and first order reaction regions correspond with oxygen diffusion limitation and substrate limitation, respectively. Such a mechanism would account for the induced oxygen demand observed following hypolimnetic aeration and would reconcile differences in SOD reaction orders noted in the literature. This paper describes development of equations based on laboratory SOD incubations for predicting induced oxygen demand following hypolimnetic aeration.  相似文献
