‘Bringing the state back in’ to research on comparative, inter-, and trans-national environmental politics and policy will contribute to better understanding of the limits and prospects of contemporary approaches to environmental politics and the overall evolution of contemporary states once environmental issues become central. The rationale for the state as an analytical perspective in environmental policy and politics is explained, and an empirically oriented concept of the environmental state is introduced, along with a tentative sketch of its evolution in historical perspective. A research agenda on the environmental state is mapped out, centring around variation and convergence in environmental states across space and time; the political/economic dynamics of contemporary environmental states; and inter-linkages among environmental problems, the constitution of political communities, and the functioning of the public power. In conclusion, the ways in which the contributions to this volume address that research agenda are introduced.  相似文献

Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city.  相似文献

Abstract:  The Society for Conservation Biology (SCB) can enhance conservation of biodiversity in North America by increasing its engagement in public policy. Toward this end, the North America Section of SCB is establishing partnerships with other professional organizations in order to speak more powerfully to decision makers and taking other actions—such as increasing interaction with chapters—geared to engage members more substantively in science-policy issues. Additionally, the section is developing a North American Biodiversity Blueprint, which spans the continental United States and Canada and is informed by natural and social science. This blueprint is intended to clarify the policy challenges for protecting continental biodiversity, to foster bilateral collaboration to resolve common problems, and to suggest rational alternative policies and practices that are more likely than current practices to sustain North America's natural heritage. Conservation scientists and practitioners can play a key role by drawing policy makers' attention to ultimate, as well as proximate, causes of biodiversity decline and to the ecological and economic consequences of not addressing these threats.  相似文献

Landowners can intentionally impair biodiversity values occurring on their land to pre-empt biodiversity protection. This often leads to significant negative effects on biodiversity. We studied whether landowners in Finland engaged in pre-emptive loggings after they were notified that their wooded mires are candidate sites for a mire protection program. After the notification, harvesting rates of the candidate wooded mires were significantly lower compared to harvesting rates of similar but non-candidate wooded mires. Annual and monthly harvesting rates indicated that notifying landowners of the conservation potential did not launch systematic pre-emptive logging behavior. Nevertheless, part of the candidate wooded mires were logged, so some landowners place more weight on other values than the biodiversity ones. Concerns over the loss of biodiversity and ecosystem services in farmland have prompted the development of agri-environment policy measures aimed at reducing farming pressure and maintaining semi-natural habitats in farmed landscapes. However, further knowledge is needed to guarantee successful agri-environment measures implementation. The current study assessed the quantity and the quality of semi-natural habitats in farms across a gradient of farming intensities in two contrasting regions in Ireland. Policy protection seemed fundamental for semi-natural habitats preservation. Habitats not protected by agricultural policy relied on extensive farming and are in danger of disappearing if they are intensified or abandoned. Due to the lack of policy incentives for habitat quality, no correlations were found between farming intensity and share of semi-natural habitats with habitat quality. Long-term changes, from 1984 to 2010, in the indicators of microbial pollution (total viable count, coliforms, Escherichia coli, enterococci, and Clostridium perfringens) are analysed in the Riga Hydropower Plant Reservoir, an essential source of drinking water for Riga, the capital of Latvia. Counts in microbial indicators fluctuated seasonally and were related to physicochemical parameters (nitrogen compounds, turbidity, temperature, and pH). The changes in microbial pollution were brought about by two major socio-economic developments. Firstly, Latvia’s independence from the USSR in 1991 which facilitated a distinct reduction in most microorganism counts due to a sharp decline in industrial and agricultural production. This resulted in a significant drop in point and nonpoint pollution in the river basin. A further development was Latvia joining the European Union in 2004. 河流作为连接海-陆两大碳库的主要通道,其水-气界面二氧化碳(CO_2)与甲烷(CH_4)排放构成全球碳循环的重要环节,对全球气候变暖的贡献不容小觑.明确河流水体CO_2与CH_4产排过程、时空特征以及控制因素是认识河流生态学功能以及其对变化环境响应的重要内容.基于当前河流CO_2与CH_4排放研究进展,构建河流碳排放动力学概念框架(内源代谢、陆源输入),并从全球尺度、区域尺度、流域尺度综述了河流碳排放时空变异性特征以及存在的研究不足.在理解碳排放动力学概念框架和时空变异特征的基础上,构建了河流CO_2与CH_4动力学控制因子分层框架(内部因子:有机质、温度、营养盐;外部因子:水文、地貌、人类活动),深入探讨了河流碳排放的关键影响因素.最后,根据当前研究中存在的不足,提出河流碳排放应将纳入区域陆地碳平衡过程,今后研究重点应包括流域尺度上河流CO_2与CH_4内源产生与陆源输入相对贡献的量化研究、不同界面CO_2与CH_4产生与排放过程研究、高时空分辨率的监测数据的补充以及变化环境与人类活动干扰下河流碳排放的响应过程等,为理解河流生态学过程及生态系统功能提供基础,同时为我国进一步深入开展相关研究提供借鉴.  相似文献

根据1976~1977年、2004~2006年和2009年金佛山地区23处地下水排泄点水中硝态氮的质量浓度,采用地球化学、统计学与GIS相结合的方法确定了区内地下水中硝态氮的地球化学背景值,分析了硝态氮污染的时空变异特征.结果表明,区内地下水中硝态氮的地球化学背景值为0.72~2.00 mg.L-1,正异常下限为3.20 mg.L-1;2004~2006年和2009年金佛山自然保护区内地下水硝态氮平均质量浓度为:2.08、2.67、2.59和3.92 mg.L-1;保护区外为:39.08、25.46、17.99和13.73mg.L-1;平均超标率(标准规定NO 3--N≤10 mg.L-1)为:451.64%、478.61%、331.85%和145.67%;最高浓度为:157.58、118.04、63.82和46.18 mg.L-1;最大超标率为:1 475.81%、1 080.39%、538.20%和361.78%.插值分析结果显示,区内地下水中硝态氮高值中心随时间而变化,低值区沿金佛山自然保护区分布.当地合理的环境保护政策和产业结构调整,对环境保护工作起到了积极作用.  相似文献
