研究、对比了行业特色性和通用行业安全性两种现行安全工程课程体系的现状及存在的主要问题,提出了基于CDIO的民航安全工程课程体系,即C"构思":以产业需求为导向从基本素质、技能、经验和意识4个方面设置了民航安全专业人才能力要求;D"设计":设计了理论知识和技术、应用技能、实验实践和意识4大模块的课程体系,其中理论知识和技术模块采用2+X+1和模块化教学模式;I"实施":从"工程师"模式教师团队培养、项目教学方法改革、教材建设同步产业需求、实验和实践环节建设等落实课程体系;O"运行":通过多渠道获取反馈信息,进而评估、修订、完善课程体系的"构思",实现民航安全工程课程体系系统管理、闭环管理、持续改进。该模式弥补了安全工程课程体系不是以"工作能力需求"为导向、课程体系与产业需求脱节和理论与实践无法有机结合等问题。  相似文献

提出了面向生态城市的水资源供需平衡分析原则,强调了水质水量的统一性,人与自然的和谐性,生态环境需水的优先性.在此基础上,建立了面向生态城市的水资源供需平衡分析概念框架,并对供需平衡的基本内涵进行了界定.以广州为例,进行了实证研究.结果表明,生态环境需水对供需平衡状态影响显著,2000年花都区与中心区非汛期分别缺水0.91,4.86亿m3/月;基本控制方案下,各目标年(2005,2010,2020年)全市非汛期缺水量将分别高达19.74,41.78,77.62亿m3/月;实施以污染负荷控制和节水为主导的综合强化方案才能保证供需平衡.  相似文献

ABSTRACT

The implications of state size for the party politics of climate change are examined, and in particular its effect in facilitating or impeding cross-party consensus on the issue. This issue is explored through an in-depth, qualitative comparison of Australia and Norway, which are shown to be comparable in important respects yet differ in terms of their size and climate politics. Original primary data is presented from 44 interviews with policymakers and policy-shapers in both countries, which shows that, to the limited extent that state size moderates the parties’ behaviour, it is the countries’ geographical – not economic – size that matters. Institutional factors are found to play a more significant role, however, and the corporatist features of state-business cooperation, strong ENGOs and compensatory welfare arrangements are highlighted as particularly important.  相似文献

In the conceptualization of thriving at work, it is emphasized that employees' learning and vitality are two equally important components of thriving and that thriving is facilitated by contextual features and available resources. In this study, we examined the effects of two challenge stressors (time pressure and learning demands) on thriving at work. Based on the literature on challenge and hindrance stressors, we proposed that challenge stressors positively affect learning and negatively affect vitality. To uncover underlying mechanisms, we measured challenge appraisal and hindrance appraisal of work situations in a diary study. A sample of 124 knowledge workers responded to three daily surveys (before the lunch break, during the afternoon, and at the end of the workday) for a period of five workdays. Results indicate that the indirect effects of learning demands and time pressure on learning are mediated by challenge appraisal, whereas indirect effects of learning demands on vitality are mediated by hindrance appraisal. Overall, our study shows that challenge stressors have a positive total effect on learning but no total effect on vitality. These differential relationships call for a finer distinction between the two components of thriving at work in future research. Using a pattern‐oriented approach, we identified clusters of leaders who shared theoretically meaningful combinations of transformational, contingent reward, management by exception active, management by exception passive, and laissez‐faire leadership styles. Drawing upon conservation of resources theory, we examined whether leaders who shared a similar pattern of leadership styles differed from leaders who belonged to other profile groups, with respect to felt burnout and perceived role demands. Hypotheses were tested using a time‐lagged field study involving 183 leaders. Using latent profile analyses, we found four theoretically interpretable patterns. Leaders who belonged to the comprehensive cluster (elevated scores on the transformational, contingent reward, and the passive styles; 14.2%) experienced the highest levels of burnout and role demands, whereas those who were disengaged (low scores on all styles; 33.3%) reported the lowest levels. Leaders who exhibited a passive behavioral pattern (elevated scores on management by exception active, management by exception passive, and laissez‐faire relative to the other styles; 27.3%) experienced more burnout and role demands than did leaders who exhibited an optimal pattern (elevated scores on transformational and contingent reward styles relative to the passive styles; 25.1%). 构建生态保护市场体系是我国生态文明制度建设和环境保护体制改革的重要目标. 生态资产资本化运营是利用市场经济手段保护生态资源、改善生态环境质量,并直接或者间接创造利润的生态经济运作模式,与我国生态文明制度建设和环境保护体制改革目标具有高度统一性. 为推进生态资产资本化运营进程,通过全面分析、归纳、总结国内外生态资产资本化运营理论研究和案例实践成果,深入剖析了社会主体、生态客体、市场平台、技术动力和制度保障五大构成要素在生态资产资本化运作体系中的地位和作用;以此为前提,依据生态资产资本化运营的客体类型,探讨了深度开发生态产品增殖、优化配置生态资产共生增殖、交易生态资产权属、交易生态服务、产业化运营五大生态资产资本化模式,并结合我国生态环境状况与经济社会发展形势,从构建激励保障机制、建立监管约束制度和提升科技支撑能力三方面提出推进我国生态资产资本化运营的政策需求,以规避生态资产“过度资本化”的生态风险,实现经济社会与生态环境保护可持续、协同发展的目标.   相似文献

Drawing from social/political influence, leader–member exchange (LMX), and social comparison theories, the present two‐study investigation examines three levels of LMX differentiation (i.e., individual‐level, meso‐level, and group‐level LMX differentiation) and further tests a model of the joint effects of political skill and LMX differentiation on LMX, relative LMX, and employee work outcomes. In Study 1, we used data from 231 employees and found support for the interactive effect of political skill and individual perceptions of LMX differentiation on LMX quality. We also found partial support for the moderating role of individual‐level LMX differentiation on the indirect effects of political skill on self‐rated task performance and job satisfaction via LMX. In Study 2, we used data from 185 supervisor–subordinate dyads and examined both meso‐level and group‐level LMX differentiation via a multilevel moderated mediation model. Results supported the moderating role of group‐level LMX differentiation and group mean LMX on the indirect effects of political skill on supervisor‐rated task performance and contextual performance/citizenship behavior as well as job satisfaction via relative LMX. Overall, the results suggest that politically skilled employees reap the benefits of LMX differentiation, as they enjoy higher absolute LMX and relative (i.e., to their peers) LMX quality. Natural hazards not only have socioeconomic ramifications, they also have political repercussions. This paper takes stock of the fast-growing area of research linking disasters triggered by natural hazards to voting behaviour. It is based on the central tenet of voter retrospection: voters place emphasis on past events when making their selection. The study uncovers a great disparity in analysis of electoral outcomes in the wake of disasters, part of which can be explained by the different methodological choices of authors. However, the unpredictability of voting behaviour in the aftermath of disasters also points to the relevance of introducing an intermediate variable when elucidating voter movements. This variable should capture the prevailing political discourses that surround disasters, as these are likely to shape the dynamics of voter retrospection. The paper demonstrates the analytical relevance of such political discourses by contrasting political dynamics in Denmark and Sweden following the Indian Ocean tsunami on 26 December 2004.  相似文献

This paper provides additional empirical knowledge of injustice embedded in the urban governance of informal-sector electronic waste (e-waste) recycling in Ghana. It uses Urban Political Ecology and Environmental Justice perspectives to explain how divergent interest and power among diverse actors in the e-waste sector engender social and environmental (in)justice in Accra. Using the case study approach, this paper reveals that the persistent struggles over interest and power which characterise the governance and management of informal e-waste recycling generate inequity, false accusations, misrecognition, disrespect, devaluation, neglect, exclusion, and abuse of freedom and rights. Inclusive of the finding is the development of local resistance and social movement in defence of interests and against state aggression, oppression, domination and neglect. The study concludes to suggest that the governance of urban socio-economic and ecological space of Accra should involve coordination, participation, holistic inclusion of diverse interest, so as to minimise trade-offs and reap synergies.  相似文献
