Multicriteria decision support systems are applied in natural resource management in order to clarify the planning process for the stakeholders, to make all available information usable and all objectives manageable. Especially when the public is involved in planning, the decision support system should be easy to comprehend, transparent and fair. Social choice theory has recently been applied to group decision-making in natural resources management to accomplish these objectives. Although voting forms the basis of democracy, and is usually taken as a fair method, the influence of voters over the outcome may vary. It is also possible to vote strategically to improve the results from each stakeholder's point of view. This study examines the use of social choice theory in revealing stakeholders' preferences in participatory forest planning, and the influence of different voters on the outcome. The positional voting rules examined were approval voting and Borda count, but both rules were slightly modified for the purposes of this study. The third rule examined, cumulative rule, resembles utilitarian voting rules. The voting rules were tested in a real participatory forest planning situation in eastern Lapland, Finland. All voting rules resulted in a different joint order of importance of the criteria. Yet, the preference orders produced had also a lot in common and the criteria could be divided into three quite distinct groups according to their importance. The influence of individual voters varied between the voting rules, and in each case different voter was the most influential.  相似文献

为确定生物质能发电环境方面的可行性,分析了生物质能发电的工艺流程,相比于火电的优缺点,并进行了生物质能热电联厂的大气环境影响评价研究。结果表明:预测评价的烟尘、SO2和NO2排放浓度分别为11,63mg/m^3、200.3mg/m^3和378.7mg/m^3,均远低于火力发电的排放值;在不同条件下、不同地点SO2和NO2的1小时、日均浓度也均远低于火力发电的浓度值。说明了生物质能发电在环境友好性方面具有明显的优势。  相似文献

There have been conflicting accounts of the role and influence of local opposition within planning application outcomes for wind power developments. There is an expanding literature that considers public responses to proposed renewable energy developments and much of this suggests that public opposition is a key factor in the slow growth in renewable energy capacity. However, this paper will show that local opposition groups' power over such planning processes is very limited, and in fact extends only so far as delaying an outcome. Through a thematic content analysis of objection letters to one particular proposed wind power development, the key issues raised in connection with the development will be highlighted. Subsequently, these issues will be compared with those discussed in the official report of the planning appeals process, and it will be shown that the concerns of local objectors had little influence over the eventual verdict.  相似文献

An entrained-flow system has been designed and constructed to simulate in-flight mercury capture by sorbents in ducts of coal-fired utility plants. The test conditions of 1.5 s residence time, 140°C temperature, 4.5 ppbv inlet Hg0 concentration, and 0–20 lb/MMacf sorbent injection rates were chosen to simulate conditions in the ducts. Novel oxidants developed in previous fixed-bed tests and novel sorbents derived from the novel oxidants were tested for their Hg0 capture in the entrained-flow system to examine the possibility of using those sorbents in a full-scale system. Darco-FGD and Darco Hg-LH served as benchmark sorbents with which mercury control capability of the novel oxidants and novel sorbents could be compared. The test results showed that the novel oxidants have remarkable Hg0 oxidation capability, and the novel sorbents showed a better performance in Hg0 removal than Darco Hg-LH.  相似文献

When accounting the CO2 emissions responsibility of the electricity sector at the provincial level in China,it is of great significance to consider the scope of both producers’ and the consumers’ responsibility,since this will promote fairness in defining emission responsibility and enhance cooperation in emission reduction among provinces.This paper proposes a new method for calculating carbon emissions from the power sector at the provincial level based on the shared responsibility principle and taking into account interregional power exchange.This method can not only be used to account the emission responsibility shared by both the electricity production side and the consumption side,but it is also applicable for calculating the corresponding emission responsibility undertaken by those provinces with net electricity outflow and inflow.This method has been used to account for the carbon emissions responsibilities of the power sector at the provincial level in China since 2011.The empirical results indicate that compared with the production-based accounting method,the carbon emissions of major power-generation provinces in China calculated by the shared responsibility accounting method are reduced by at least 10%,but those of other power-consumption provinces are increased by 20% or more.Secondly,based on the principle of shared responsibility accounting,Inner Mongolia has the highest carbon emissions from the power sector while Hainan has the lowest.Thirdly,four provinces,including Inner Mongolia,Shanxi,Hubei and Anhui,have the highest carbon emissions from net electricity outflow- 14 million t in 2011,accounting for 74.42% of total carbon emissions from net electricity outflow in China.Six provinces,including Hebei,Beijing,Guangdong,Liaoning,Shandong,and Jiangsu,have the highest carbon emissions from net electricity inflow- 11 million t in 2011,accounting for 71.44% of total carbon emissions from net electricity inflow in China.Lastly,this paper has estimated the emission factors of electricity consumption at the provincial level,which can avoid repeated calculations when accounting the emission responsibility of power consumption terminals(e.g.construction,automobile manufacturing and other industries).In addition,these emission factors can also be used to account the emission responsibilities of provincial power grids.  相似文献

We develop a spectral framework for testing the hypothesis of complete spatial randomness (CSR) for a spatial point pattern. Five formal tests based on the periodogram (sample spectrum) proposed in Mugglestone (1990) are considered. A simulation study is used to evaluate and compare the power of the tests against clustered, regular and inhomogeneous alternatives to CSR. A subset of the tests is shown to be uniformly more powerful than the others against the alternatives considered. The spectral tests are also compared with three widely used space-domain tests that are based on the mean nearest-neighbor distance, the reduced second-order moment function (K-function), and a bivariate Cramér-von Mises statistic. The test based on the scaled cumulative R-spectrum is more powerful than the space-domain tests for detecting clustered alternatives to CSR, especially when the number of events is small.  相似文献

选取我国 HJ-1 B卫星红外相机为遥感数据源,在介绍了温排水卫星遥感监测的技术流程和基本原理之后,重点论述了海表温度反演的算法和基准温度提取的基本原则。以2013年1月17日大亚湾核电站和2013年5月22日田湾核电站2景 HJ-1 B红外相机数据为应用实例,说明了卫星遥感监测可作为开展核电站温排水影响监测与热污染评价的首选技术方向和主要监测手段,阐述了其在核电站温排水影响后评估中的作用和意义。  相似文献

对江苏省9家燃煤电厂入炉煤中ω(汞)及烟气中ρ(汞)进行了测试,结果表明,9家燃煤电厂入炉煤中ω(汞)为54.5~297 ng/g,平均值为139 ng/g,低于我国煤中ω(汞)的平均值(220 ng/g)。燃煤电厂排放烟气中ρ(汞)为0.08~16.97μg/m^3,远低于《火电厂大气污染物排放标准》(GB 13223-2011)汞及其化合物标准限值(30μg/m^3)。通过对燃煤电厂入炉煤中ω(汞)与最终排放的烟气中ρ(汞)进行分析,两者之间有一定的相关性。  相似文献
