Charity hazard—A real hazard to natural disaster insurance?

After the flooding in 2002 European governments provided billions of Euros of financial assistance to their citizens. Although there is no doubt that solidarity and some sort of assistance are reasonable, the question arises why these damages were not sufficiently insured. One explanation why individuals reject to obtain insurance cover against natural hazards is that they anticipate governmental and private aid. This problem became to be known as “charity hazard”. The present paper gives an economic analysis of the institutional arrangements on the market for natural disaster insurances focusing on imperfections caused by governmental financial relief. It provides a theoretical explanation why charity hazard is a problem on the market for natural disaster insurances, in the way that it acts as an obstacle for the proper diffusion and therefore the establishment of natural hazard insurances. This paper provides a review of the scientific discussion on charity hazard, provides a theoretical analysis and points out the existing empirical problems regarding this issue.

利用API581基于风险的检验原理,采用RISKWISE分析软件对九江石化合成氨装置中的设备和管道进行了风险评估;并在装置采用的工艺、不同装置的设备和管道的失效机理和计算出的风险分布这3方面,将其风险评估结果与国内兄弟单位完成的其他合成氨装置的风险评估结果进行了比对;其结果体现了我国目前合成氨装置的设备和管道风险的大致分布,可供我国其他合成氨装置的风险评估参考,也为制定我国合成氨装置基于风险检验的法规标准提供了相关数据;同时,对国内采用针对装置的基于风险的检验的新模式进行了探讨。     

Uranium resource appraisal: Past trends and outlook for adequacy of supply

As uranium has practically no other industrial uses besides electricity generation, demand is determined by the requirements and stockpiling policies of electric utilities. The uranium market has experienced strong fluctuations and is currently affected by the reductions in nuclear forecasts resulting from the slowdown in electricity demand. Analysing supply/demand indicators proves, however, that in retrospect the development has been relatively smooth and it appears that oversupply is more a consequence of overly optimistic short-term expectations. In the future, especially in the long term, nuclear power policies continue to be concerned with striking a proper balance between increasing production capability and development of new reactor technologies which would be less dependent on the availability of uranium. A bounding scenario approach is applied in this article to the assessment of adequacy of supply under varying assumptions on the total installed nuclear capacity, available resource base and attainable production capability.
