Just before the new round of UN climate change conference in Bonn, a survey report, named as the Climate Change in the Chinese Mind 2017, was released in Beijing. The investigation was conducted in the form of a computer-assisted telephone survey with a sample size of 4,025 samples, covering 332 prefecture-level administrative units and four municipalities in China. Urban-rural proportion and sex proportion were specially taken into account, so as to demonstrate the Chinese public awareness objectively. The investigation measures the public awareness from six aspects, which includes climate change beliefs, impacts, response, policies, actions, and the assessment of the effectiveness of climate communication. This article presents the key findings of the survey and provides further insights behind the data.  相似文献

基于长江中下游地区1961~2100年区域气候模式COSMO-CLM(CCLM)模拟与1961~2005年气象站观测的逐日降水数据,通过统计计算年降水量、强降水量、暴雨日数和极端降水贡献率4个极端降水指数,研究全球升温1.5℃与2.0℃情景下,长江中下游地区极端降水的时空变化特征。结果表明:(1)全球升温1.5℃情景下,年降水量相对于1986~2005年减少5%,强降水量、暴雨日数和极端降水贡献率分别增加7%、33%和4%;概率密度曲线表明,年降水量均值下降,强降水量、暴雨日数和极端降水贡献率均值上升,极端降水方差增大;年降水量、强降水量和暴雨日数在空间上表现为南部增加北部减少,极端降水贡献率则相反。(2)全球升温2.0℃情景下,年降水量下降3%,强降水量、暴雨日数和极端降水贡献率分别上升15%、46%和15%;年降水量均值稍有减少且方差稍有上升,强降水量、暴雨日数和极端降水贡献率均值和方差明显增加;年降水量减少区域位于长江主干以北,强降水量、暴雨日数和极端降水贡献率表现为绝大部分地区增加的空间变化特征。(3)全球升温由1.5℃至2.0℃时,年降水量、强降水量、暴雨日数和极端降水贡献率分别增加3%、7%、10%和11%;随升温幅度的增加极端降水均值和方差上升;极端降水呈增加态势的范围扩大。因此,努力将升温控制在1.5℃对降低极端降水的影响具有重要意义。  相似文献

1961~2015年西南地区降水及洪涝指数空间分布特征   总被引:1,自引:0,他引:1  
利用西南地区98个气象站连续完整的日降水序列数据,整合降水强度、持续性指数及等级指数形成降水指数体系并研究该区域降水及洪涝指数的空间分布特征,得到以下主要结论:(1) 1961~2015年,西南地区年降水量(PRCPTOT)与极端降水量(R95PTOT)都呈现出“东多西少、南多北少”的分布形态;持续降水日数(CWD)则表现为“南高北低、西高东低”的分布格局。区域多年平 均PRCPTOT、R95PTOT、CWD分别以-13.12 mm/10 a、1.34 mm/10 a、-0.29 d/10 a的速率变化。(2)西南地区不同等级降水日数具有相似的空间分布特征,均呈现出“南高北低、东高西低”的分布形态。(3)西南地区洪涝强度指数呈由东北向西南递减的分布特征;降水总量越多的地区,洪涝强度反而越低,主要由于单站洪涝强度表征的是降水的波动情况,降水量越多波动越不明显。21世纪以来,该 地区洪涝等级以重级为主,2010年以来连续多年出现特重级洪涝。此外,洪涝强度越大,区域性年度灾害等级越高。该研究对于掌握西南地区极端气候变化规律,从而服务于防灾减灾具有一定的理论意义。  相似文献

This paper examines climate-change benefit-cost analysis in the presence of scientific uncertainty in the form of ambiguity. The specific issue addressed is the robustness of benefit-cost analyses of climate-change policy alternatives to relaxation of Savage's original axioms. Two alternatives to subjective expected utility (SEU) are considered: maximin expected utility (MEU) and incomplete expected utility (IEU). Among other results, it is demonstrated that polar opposite recommendations can emerge in an ambiguous decision setting even if all agree on Society's rate of time preference, Society's risk attitudes, the degree of ambiguity faced, and the scientific primitives. We show that, for a simple numerical simulation of our model, an MEU decision maker favors policies which immediately tackle climate change while an IEU decision prefers “business as usual”.“Each agency shall assess the costs and benefits of the intended regulation, and recognizing that some costs and benefits are difficult to quantify, propose or adopt a regulation only upon a reasoned determination that the benefits of the intended regulation justify its cost.” Executive Order 12866 of the US President.  相似文献

The levels of greenhouse gases in the atmosphere keep increasing every year, and despite the adoption of the Paris agreement, one cannot expect any significant dip in the trend in the near future. We may therefore legitimately question the efficiency of the current governance system, notably concerning the interplay between science and policy. The strategy adopted by the UNFCCC in Paris contrasts with the strategy adopted in Kyoto, as it endorses a dynamic that is more bottom-up. Its success will depend greatly on the ability of the actors to mobilise on climate issues and to find ways to work together. Scientific expertise has a key role to play to this respect. This paper is a reflection led by the French Association for Disaster Risk Reduction on how the Intergovernmental Panel on Climate Change could evolve in order to usefully accompany that strategy. Introducing more reflexivity in the assessment process and widening aspects of the expertise to a more diverse and transdisciplinary range of actors could improve the treatment of uncertainties, multi-scale interactions and the appropriation of expertise, as well as the integration of adaptation and mitigation policies. In practical terms, this could involve more working groups, which could become more focused, drawing up shorter but more frequent reports, and taking account of the “grey” expert literature. The implementation of such an approach merits further investigation, because these improvements could help address the governance challenges in climate change.  相似文献

Opponents of a proposed sea-level-rise policy in North Carolina, USA, reasoned rhetorically to promote a narrative claiming that the policy supporters’ efforts had failed to meet the criteria of “good” science and the American dream expectancy of “progress.” The critics worked to hinder policy adoption by naming as “villains” scientists who provided research to support the proposed policy. In addition, the opponents named their own efforts to prevent policy based on “bad” science that would “destroy” the American dream as “heroic.” To more effectively respond to such narratives, scientists and policy proponents need to shift away from reporting just climate change “facts” in the attempt to gain stakeholder support for mitigation and adaptation initiatives. They need to move toward reasoning rhetorically to construct narratives that encourage the public to name them as the “heroes” who will achieve the American dream by their actions to mitigate climate-change outcomes.  相似文献

The building sector has been regarded as a potential sector where there is large capacity to reduce the climate change effect. This study has proposed solutions to mitigate environmental impacts and achieve low CO2 emission from residential sector. Therefore, full life cycle assessment (LCA) has been run to assess the CO2 emission and its effect on the atmosphere and climate change. Based on the result, timber scheme is the best choice due to releasing less CO2 emissions to the atmosphere. However, house builders in Malaysia have almost completely neglected timber as a building material, with timber use as building components reduced to 5%. In this study, LCA Software was used to assess CO2 emissions from different wall construction. The alternative building scheme has been made by reinforce steel stud, wooden beam and timber wall (S8) to improve the scheme deficiency while releasing less CO2 emissions compared to other schemes. Therefore, S8 has a decreased CO2 effect by 85% less than precast concrete frame and 90% less than brick over their lifetime. (S8) increased the load bearing compared to conventional timber beam. Thus, new scheme S8 could be replaced by current scheme and promote more adjustable scheme for Malaysian housing.  相似文献

采用沉淀-电解氧化联合技术处理高铁氰化提金废水,重点考察了沉淀剂添加量、沉淀时间、温度、电解电压、电解时间等因素对总氰、游离氰和铁氰络合物去除率的影响。结果表明,随着CuCl2加入量的增大,氰化废水中各主要离子的沉淀率逐步增加。常温下向100 mL含氰废水中加入3.0 g CuCl2并搅拌40 min后,总氰(CNT)、CN、Fe离子的去除率分别可达到95.29%、98.00%与100%。以钛板为阴阳极,采用一阴两阳体系对沉淀后液进行电解氧化实验,当电压为6 V、极间距为15 mm、电解时间为5 h、初始浓度为60%的条件下,CNT和CN的去除率最高可达到99.76%和99.90%。XRD分析表明,沉淀过程中铜氰、铁氰络合离子的去除主要归因于CuCN、Cu2Fe(CN)6、CuSCN等沉淀的形成。电解氧化过程中随着外加电压与氯离子浓度的增大,废水中残存的游离氰与金属氰络合离子的去除率逐渐增加,这主要是阳极反应产生的Cl2/ClO等强氧化剂作用的结果。以上研究结果可为高铁氰化提金废水的综合处理提供参考。  相似文献

通过多批次的小试试验考察了结晶沉淀-树脂吸附组合工艺对黄连素含铜废水的处理效果,并对产生的碱式氯化铜(TBCC)结晶沉淀进行X射线衍射(XRD)成分分析。结果表明:反应pH为7.0~9.0时,废水中超过99.9%的Cu 2+以碱式氯化铜结晶沉淀的形式得以回收,反应生成的碱式氯化铜沉淀通过水洗后,其成分符合GB/T 21696—2008《饲料添加剂 碱式氯化铜》质量标准。剩余的废水再经过树脂吸附工艺处理后,出水Cu 2+浓度小于1.0 mg/L。在小试试验的基础上,开展了中试试验研究,其结果进一步验证了小试试验的运行效果及该工艺的可行性。通过该处理工艺既可综合利用废水中的铜资源,又可将废水的pH由小于1调至大于7,有利于实现制药废水综合处理和达标排放。  相似文献
