The problem of selecting nature reserves has received increased attention in the literature during the past decade, and a variety of approaches have been promoted for selecting those sites to include in a reserve network. One set of techniques employs heuristic algorithms and thus provides possibly sub-optimal solutions. Another set of models and accompanying algorithms uses an integer programming formulation of the problem, resulting in an optimization problem known as the Maximal Covering Problem, or MCP. Solution of the MCP provides an optimal solution to the reserve site selection problem, and while various algorithms can be employed for solving the MCP they all suffer from the disadvantage of providing a single optimal solution dictating the selection of areas for conservation. In order to provide complete information to decision makers, the determination of all alternate optimal solutions is necessary. This paper explores two procedures for finding all such solutions. We describe the formulation and motivation of each method. A computational analysis on a data set describing native terrestrial vertebrates in the state of Oregon illustrates the effectiveness of each approach. 相似文献

Groundwater contaminated by the gasoline additive methyl tertiary butyl ether (MtBE) is also frequently impacted by tertiary butyl alcohol (tBA). The USEPA recently sponsored a study that discusses the possibility of hydrolysis of MtBE to form tBA during analytical procedures. This finding is important because it suggests that existing tBA data may not accurately depict tBA or MtBE concentrations in groundwater. This article discusses the mechanism and kinetics of MtBE hydrolysis, then presents three case studies of analytical results from sites in California, USA. Although these case studies are limited in scope, the data do not support the occurrence of the hydrolysis of MtBE to form tBA due to acid preservation of groundwater samples. At a minimum, this suggests that MtBE hydrolysis may not be as pervasive a problem as suggested in USEPA's study; therefore, concerns about the validity of historical tBA data may not be warranted. The reason for this result may be simple: there are two necessary factors that promote hydrolysis: low pH and high temperature (above 40°C). Although the static headspace analysis method used to obtain the data in the White et al. study may require heating to achieve adequate sensitivity, many laboratories perform purge-and-trap analyses without heating. Under those conditions, hydrolysis may not occur. However, it may be prudent to preserve samples with alkaline preservatives, to eschew high temperatures during the analysis of groundwater samples, or to neutralize the sample pH before heating. 相似文献

ABSTRACT: A significant water-resources problem in Florida and other coastal states where the ground-water resources are threatened by salt-water intrusion or direct pollution from septic tanks, canals or marinas, is the almost explosive urban development of the limited coastal zone without or with only little water related planning. The reported study deals with the establishment of methods for identification of areas which are suitable for development and of areas where complete preservation or controlled and limited development should be encouraged. A methodology using data input available from such federal and state agencies as the USGS, the U. S. Agricultural management in Cades Cove, an historic district in Great Smoky Mountains National Park, has affected natural resources both within the district and in the adjoining natural areas. Aquatic impacts of haying and cattle grazing included increases in water temperatures, turbidity, nutrient loading, and bacterial counts and decreases in benthic macroinvertebrate density and fish biomass. Wildlife populations, including groundhogs, wild turkeys, and white-tailed deer, have increased in the open fields and around the periphery of the historic district. Intensive deer foraging has removed deciduous seedlings and saplings from woodlots, lowering species diversity and favoring coniferous reproduction. Cades Cove has limestone habitats unique in the park, and both deer browse and cattle grazing may have disturbed populations of rare plant species. Effects on water quality are detectable at a campground 15 stream km from the agricultural area, and the effects of deer foraging extend about 1 km beyond the open fields.Since historic landscape preservation is presently a goal of the park, managing for open vistas in Cades Cove will require some sort of continuing disturbance. Conversion of cattle pastures to hayfields would reduce aquatic impacts but the deer herd might increase as a result of reduced competition for forage. Retarding old field succession would increase populations of native plant species dependent on sunlight, but would require government-funded mowing. Other options are discussed. Completely eliminating the effects of the historic district on adjoining areas may be impossible, at least under present economic constraints. 相似文献

Conservation scientists are arguing whether naturalness provides a reasonable imperative for conservation. To clarify this debate and the interpretation of the term natural, I analyze three management strategies – ecosystem preservation, ecosystem restoration, and ecosystem engineering – with respect to the naturalness of their outcomes. This analysis consists in two parts. First, the ambiguous term natural is defined in a variety of ways, including (1) naturalness as that which is part of nature, (2) naturalness as a contrast to artifactuality, (3) naturalness as an historical independence from human actions, and (4) naturalness as possession of certain properties. After that, I analyze the different conceptions with respect to their implications for the three management strategies. The main conclusion is that there exists no single conception of naturalness that could distinguish between the outcomes of the three management methods. Therefore, as long as the outcomes of the different methods are regarded as being of a different value in conservation, we should either abandon the idea of naturalness as the guiding concept in conservation or use the term natural only in the ways that take both its historical and feature dependent meanings into consideration. 相似文献

A cash-flow viability model is used to evaluate the impacts of land-use zoning on farm households in New Jersey. Findings suggest that zoning results in increased production expenses, lower efficiency and profitability, and the devaluation of land assets. Cash flow and economic viability are, thus, reduced. Impacts of zoning on farm incomes, off-farm incomes, revenues from land sales, indebtedness, and farm sizes were not statistically significant. The results suggest that the use of land-use zoning statutes to guarantee the existence of agriculture may not be equitable unless transferable development rights or other methods of compensating farmers for their losses are simultaneously implemented. 相似文献
