The imperative to further constrain extractive uses of natural resources will strengthen as resources degrade through over-use or exposure to climate changes. Here, we explore an approach to increase the support for marine conservation among coral reef fishers. We explore the proposition that resource dependency in the Egyptian Red Sea can act as a barrier to conservation. We administered face-to-face surveys to 49% of the fishing industry to: (i) identify the level of compliance to the local marine protected area (MPA), (ii) assess the level of dependency on marine resources in the region and (iii) examine the relationship between resource dependency and conservation attitudes. Only 11.4% of fishers were aware of the MPA. Fishers were mostly limited in their social flexibility and livelihood options. Results suggest that resource dependency is highly and negatively correlated with conservation attitudes suggesting that management efforts need to seriously focus on reducing dependency if conservation goals are to be met.  相似文献

This article discusses the ecological and cultural criteria underlying the management practices for protected areas in France. It examines the evolution of French conservation from its roots in the 19th century, when it focused on the protection of scenic landscapes, to current times when the focus is on the protection of biodiversity. However, biodiversity is often socially defined and may not represent an ecologically sound objective for conservation. In particular, we question the current approach to protecting a specific type of biodiversity that is at the basis of traditional landscape but does not value systems that are left to develop naturally (i.e., without significant human intervention). We present several examples of current attempts in France and Europe to managing traditional ecosystems and then discuss the values that exist in systems that develop naturally. We feel the latter systems often have much to offer in terms of biodiversity as well as providing important sites for the study of dynamic ecological communities in an ever-changing world.  相似文献

The notion of creating marine protected areas (MPAs) in the high seas has been hailed as “an idea whose time has come”, and advocates are calling for them to be part of a global representative system to be established by 2012. It is argued in this paper that embedding the high seas MPA concept in the macro-goal of a global representative system subsumes more pragmatic and politically acceptable “micro-actions”. Development of politically contentious policy proposals such as high seas MPAs may have a better chance of success if they proceed by increments and are negotiated outside the limelight of a full scale, temporally defined global project. The following paper critically analyses the salience of international environmental agreements in the context of high seas MPAs and suggests a prototype MPA established by means of a negotiated agreement between a small number of countries which share political will and technological capacity to make a difference. Modelled on the recently implemented Titanic Accord, the prototypical high seas MPA would allow parties to develop a collaborative, rules-based regime which could be used to manage the actions of citizens involved in activities that may have a negative impact on the specified area.  相似文献

Twenty-three king penguins (Aptenodytes patagonicus) from Macquarie Island were tracked by satellite during the late incubation period in 1998–1999 to determine the overlap of the foraging zone of king penguins with an area to be declared a marine protected area (MPA) near the island. While all penguins left the colony in an easterly direction and traveled clockwise back to the island, three penguins foraged in the northern parts of the general foraging area and stayed north of 56°S. The remaining 20 penguins ventured south and most crossed 59°S before returning to the island. The total foraging area was estimated to be 156,000 km2 with 36,500 km2 being most important (where penguins spent >150 hr in total). North-foraging penguins reached on average 331 ± 24 km from the colony compared to 530 ± 76 km for the south-foraging penguins. The latter traveled an average total distance of 1313 ± 176 km, while the northern foragers averaged 963 ± 166 km. Not only did the penguins spend the majority of their foraging time within the boundaries of the proposed MPA, they also foraged chiefly within the boundaries of a highly protected zone. Thus, the MPA is likely to encompass the foraging zone of king penguins, at least during incubation.  相似文献

The efficacy of protected areas varies, partly because socioeconomic factors are not sufficiently considered in planning and management. Although integrating socioeconomic factors into systematic conservation planning is increasingly advocated, research is needed to progress from recognition of these factors to incorporating them effectively in spatial prioritization of protected areas. We evaluated 2 key aspects of incorporating socioeconomic factors into spatial prioritization: treatment of socioeconomic factors as costs or objectives and treatment of stakeholders as a single group or multiple groups. Using as a case study the design of a system of no‐take marine protected areas (MPAs) in Kubulau, Fiji, we assessed how these aspects affected the configuration of no‐take MPAs in terms of trade‐offs between biodiversity objectives, fisheries objectives, and equity in catch losses among fisher stakeholder groups. The achievement of fisheries objectives and equity tended to trade‐off concavely with increasing biodiversity objectives, indicating that it is possible to achieve low to mid‐range biodiversity objectives with relatively small losses to fisheries and equity. Importantly, the extent of trade‐offs depended on the method used to incorporate socioeconomic data and was least severe when objectives were set for each fisher stakeholder group explicitly. We found that using different methods to incorporate socioeconomic factors that require similar data and expertise can result in plans with very different impacts on local stakeholders.  相似文献

Systematic conservation planning optimizes trade‐offs between biodiversity conservation and human activities by accounting for socioeconomic costs while aiming to achieve prescribed conservation objectives. However, the most cost‐efficient conservation plan can be very dissimilar to any other plan achieving the set of conservation objectives. This is problematic under conditions of implementation uncertainty (e.g., if all or part of the plan becomes unattainable). We determined through simulations of parallel implementation of conservation plans and habitat loss the conditions under which optimal plans have limited chances of implementation and where implementation attempts would fail to meet objectives. We then devised a new, flexible method for identifying conservation priorities and scheduling conservation actions. This method entails generating a number of alternative plans, calculating the similarity in site composition among all plans, and selecting the plan with the highest density of neighboring plans in similarity space. We compared our method with the classic method that maximizes cost efficiency with synthetic and real data sets. When implementation was uncertain—a common reality—our method provided higher likelihood of achieving conservation targets. We found that χ, a measure of the shortfall in objectives achieved by a conservation plan if the plan could not be implemented entirely, was the main factor determining the relative performance of a flexibility enhanced approach to conservation prioritization. Our findings should help planning authorities prioritize conservation efforts in the face of uncertainty about future condition and availability of sites.  相似文献

There are concerns that Reduced Emissions from Deforestation and forest Degradation (REDD+) may fail to deliver potential biodiversity cobenefits if it is focused on high carbon areas. We explored the spatial overlaps between carbon stocks, biodiversity, projected deforestation threats, and the location of REDD+ projects in Indonesia, a tropical country at the forefront of REDD+ development. For biodiversity, we assembled data on the distribution of terrestrial vertebrates (ranges of amphibians, mammals, birds, reptiles) and plants (species distribution models for 8 families). We then investigated congruence between different measures of biodiversity richness and carbon stocks at the national and subnational scales. Finally, we mapped active REDD+ projects and investigated the carbon density and potential biodiversity richness and modeled deforestation pressures within these forests relative to protected areas and unprotected forests. There was little internal overlap among the different hotspots (richest 10% of cells) of species richness. There was also no consistent spatial congruence between carbon stocks and the biodiversity measures: a weak negative correlation at the national scale masked highly variable and nonlinear relationships island by island. Current REDD+ projects were preferentially located in areas with higher total species richness and threatened species richness but lower carbon densities than protected areas and unprotected forests. Although a quarter of the total area of these REDD+ projects is under relatively high deforestation pressure, the majority of the REDD+ area is not. In Indonesia at least, first‐generation REDD+ projects are located where they are likely to deliver biodiversity benefits. However, if REDD+ is to deliver additional gains for climate and biodiversity, projects will need to focus on forests with the highest threat to deforestation, which will have cost implications for future REDD+ implementation.  相似文献

Seabirds are the most threatened group of marine animals; 29% of species are at some risk of extinction. Significant threats to seabirds occur on islands where they breed, but in many cases, effective island conservation can mitigate these threats. To guide island‐based seabird conservation actions, we identified all islands with extant or extirpated populations of the 98 globally threatened seabird species, as recognized on the International Union for Conservation of Nature Red List, and quantified the presence of threatening invasive species, protected areas, and human populations. We matched these results with island attributes to highlight feasible island conservation opportunities. We identified 1362 threatened breeding seabird populations on 968 islands. On 803 (83%) of these islands, we identified threatening invasive species (20%), incomplete protected area coverage (23%), or both (40%). Most islands with threatened seabirds are amenable to island‐wide conservation action because they are small (57% were <1 km2), uninhabited (74%), and occur in high‐ or middle‐income countries (96%). Collectively these attributes make islands with threatened seabirds a rare opportunity for effective conservation at scale. Coastal and ocean planning comprises a broad field of practice. The goals, political processes, and approaches applied to planning initiatives may vary widely. However, all planning processes ultimately require adequate information on both the biophysical and social attributes of a planning region. In coastal and ocean planning practice, there are well‐established methods to assess biophysical attributes; however, less is understood about the role and assessment of social data. We conducted the first global assessment of the incorporation of social data in coastal and ocean planning. We drew on a comprehensive review of planning initiatives and a survey of coastal and ocean practitioners. There was significantly more incorporation of social data in multiuse versus conservation‐oriented planning. Practitioners engaged a wide range of social data, including governance, economic, and cultural attributes of planning regions and human impacts data. Less attention was given to ecosystem services and social–ecological linkages, both of which could improve coastal and ocean planning practice. Although practitioners recognize the value of social data, little funding is devoted to its collection and incorporation in plans. Increased capacity and sophistication in acquiring critical social and ecological data for planning is necessary to develop plans for more resilient coastal and ocean ecosystems and communities. We suggest that improving social data monitoring, and in particular spatial social data, to complement biophysical data, is necessary for providing holistic information for decision‐support tools and other methods. Moving beyond people as impacts to people as beneficiaries, through ecosystem services assessments, holds much potential to better incorporate the tenets of ecosystem‐based management into coastal and ocean planning by providing targets for linked biodiversity conservation and human welfare outcomes.
