以广州市部分变电站环境影响评价及其审批过程中的公众参与为例,归纳公众对输变电工程在电磁环境方面的感受和利益相关方的观点,并从科普宣传、确保达标、建立风险沟通机制、加强科研、改善公众交流策略等方面提出了环保对策。

以四川藏区矿产资源的开发利用为研究对象,一方面,从环境公害本土化的视角解读四川藏区的资源开发公害问题;另一方面,从法律的价值和应对的视角对资源开发公害问题进行法律规制,以期对四川藏区生态环境的保护有所裨益。

建设项目竣工环境保护验收是我国环境保护管理的重要手段。阐述了建设项目竣工环境保护验收中公众参与的法律和制度基础,竣工环保验收中公众参与不仅能维护公众的环境权益,为竣工环保验收“三同时”制度的执行提供可靠依据,还可以推动环保行政主管部门决策的民主化、科学化。研究了竣工环保验收中公众意见调查的现状及存在的问题,提出加强和规范建设项目竣工环保验收公众参与的建议。     

The importance of context for effective public engagement: learning from the governance of waste

This paper takes a new look at the importance of context – institutional and political – in effective public engagement processes. It does so through a rare comparative opportunity to examine the effectiveness of processes of public engagement in two UK waste authorities, where the same waste company was involved as both the primary contractor for the delivery of the waste management service (including new energy-from-waste facilities) and, furthermore, the same staff delivered the public engagement. Interrogating these cases affords the opportunity to place flesh on the bones of the sometimes ‘abstract’ skeleton of context. While engagement processes support effective local governance in an era of partnerships and deliberative democracy, the paper identifies that the methods adopted cannot be played out devoid of detailed understanding and response to local context, including the strength of partnership working between the public and private sector, the degree of political support for engagement, and the extent to which a traditional institutional paternalism still dominates.     

完善公众参与环境决策机制的法制探讨

公众参与环境决策是一项重要的公众民主权利。我国已经将环境公众参与作为一项重要的环境保护法律制度,但是由于目前我国环保法律制度的不完善,在实施公众参与环境决策机制上存在着诸多问题,本文从法制的角度探讨了公众参与环境决策的理论依据,分析和论证建立适合我国国情的公众参与环境决策制度的主要方式,并提出完善公众参与环境决策制度的建议。     

基于事故树的三峡库区水体污染公共安全事件诱因分析

三峡库区蓄水后对长江水体自净能力的极大削弱,沿江聚集的各类生产、生活活动对长江水质的多渠道污染极易引发库区各类水体污染公共安全事件。结合对库区水体污染公共安全事件多维度诱发因素的调研结果,运用事故树的分析方法对三峡库区水体污染公共安全事件的逐级诱发过程进行分析。研究表明：存在13条诱发库区水体污染公共安全事件的路径以及3条防治水体污染公共安全事件的路径;在不考虑诱因发生概率的情况下,排污因素是诱发库区水体污染公共安全事件最重要、最根本的因素,促成库区水体自净能力下降的回水区变长,水流紊动减弱和水位抬升三方面因素是次重要的诱发因素。只有对不同的诱因施行不同的监测和控制策略,才能对库区水体污染公共安全事件开展有效预警、预控.     

纳滤膜深度处理棉针织品印染废水

采用芳香聚酰胺膜(NF-1#)、复合膜(NF-2#)和聚酰胺复合膜(NF-3#)深度处理棉针织品印染废水,考察了膜分离性能及膜污染情况的影响因素。实验结果表明,在操作压力为0.5MPa、废水温度为25~35℃、废水pH为7的条件下,NF-1#膜处理效果最佳,COD去除率最高,为76.0%~85.0%;脱盐率也最高,达90.0%。膜过滤后浓水送污水厂处理,产水回用于车间生产。操作压力增高、废水温度升高和废水pH增大均导致滤饼层阻力(Rc)和膜过滤过程中的总阻力(Rt)增加,Rc是Rt的主要组成部分,同时也是导致膜透过通量下降的主要因素。     

Paying for International Environmental Public Goods

Supply of international environmental public goods must meet certain conditions to be socially efficient, and several reasons explain why they are currently undersupplied. Diagnosis of the public goods failure associated with particular ecosystem services is critical to the development of the appropriate international response. There are two categories of international environmental public goods that are most likely to be undersupplied. One has an additive supply technology and the other has a weakest link supply technology. The degree to which the collective response should be targeted depends on the importance of supply from any one country. In principle, the solution for the undersupply lies in payments designed to compensate local providers for the additional costs they incur in meeting global demand. Targeted support may take the form of direct investment in supply (the Global Environment Facility model) or of payments for the benefits of supply (the Payments for Ecosystem Services model).     

2008年低温雨雪冰冻对武汉城市公共交通的影响评估

为了对2008年低温雨雪期间气象条件对城市交通运输的影响给出定量评估,运用天气分析及统计学方法,分析了低温雨雪冰冻期间武汉市主要气候特征,利用2008年初持续低温雨雪期间武汉城市公共交通线路（包括公交车、轮渡、汽渡）逐日停运数据,定义了持续低温雨雪冰冻过程城市公共交通影响度,通过统计分析,找到了关键气象因子、关键期和低温临界指标,建立了气象评估模型。结果表明：在持续低温雨雪冰冻过程中,初发时期是公共交通影响的关键时期之一,影响度与积雪深度关系最密切,在公交车、轮渡、汽渡3种交通工具中,公交车影响度与气象要素的相关最密切,对武汉城市公交车造成明显影响的临界气温是17℃。该结论在实际的气象灾害评估业务工作中进行了运用,效果良好
