20世纪80年代中期以来的气候变暖,尤其是90年代中期以来的气候显著变暖带给社会经济发展的利与弊,一直以来受到广泛关注。气候变暖对于建筑耗能,尤其是对采暖和降温总耗能的影响很值得研究。论文以主要使用电能进行空间调节的中国夏热冬冷地区为对象,以《夏热冬冷地区居住建筑节能设计标准JCJ134-2001》中所规定的采暖、降温耗电量限值为依据,研究了气候变暖对该区居住建筑单位面积采暖年耗电量、降温年耗电量及采暖降温年耗电总量的影响。结果表明,1986年以来的气候变暖,尤其是1996年以来的气候显著变暖,理论上使夏热冬冷地区居住建筑单位面积采暖年耗电量降低;同时增加了相当一部分地区居住建筑单位面积降温年耗电量;除个别地区外,气候变暖理论上使中国夏热冬冷地区居住建筑单位面积采暖降温耗电总量普遍下降。  相似文献

This study evaluated the environmental impacts of sprayed-on asbestos, which had been used as insulation material in buildings, from multiple perspectives, mainly at the disposal stage. The health risks from asbestos emission and energy consumption were estimated. Two disposal scenarios were assumed for the asbestos: melting for reduced-risk disposal and ordinary packaging/landfilling. We estimated the asbestos emission and health risk in the case of packaging/landfilling, assuming uncontrolled management of the landfill site. A difficulty with introducing health-risk concepts into life cycle assessment (LCA) is the pulse–flux problem, which is discussed in the light of these estimations. In order to solve this problem, we proposed a method using a conversion factor representing exposure-dose/emission, and showed that emission could be converted into health risk. We also estimated the energy consumption for melting asbestos in the disposal stage, which can decrease the health risk. If we consider the energy consumption for the life cycle of asbestos, only a little energy is required for melting, compared with the large amount of energy saved in the use stage owing to the insulating effect of the asbestos. The trade-off relationship between health risk and energy consumption for the disposal scenarios indicated the need for weighting methods to handle trade-offs such as this. • Fuel consumption (FC) from LDPVs is measured using on-board diagnostic method (OBD). • The FC of the OBD is 7.1% lower than that of the carbon balance results. • The discrepancy between the approved FC and real-world FC is 13%±18%. • There is a strong relationship (R2=0.984) between the average speed and relative FC. An increasing discrepancy between real-world and type-approval fuel consumption for light-duty passenger vehicles (LDPVs) has been reported by several studies. Normally, real-world fuel consumption is measured primarily by a portable emission measurement system. The on-board diagnostic (OBD) approach, which is flexible and offers high-resolution data collection, is a promising fuel consumption monitoring method. Three LDPVs were tested with a laboratory dynamometer based on a type-approval cycle, the New European Driving Cycle (NEDC). Fuel consumption was measured by the OBD and constant-volume sampling system (CVS, a regulatory method) to verify the accuracy of the OBD values. The results of the OBD method and the regulatory carbon balance method exhibited a strong linear correlation (e.g., R2 = 0.906-0.977). Compared with the carbon balance results, the fuel consumption results using the OBD were 7.1%±4.3% lower on average. Furthermore, the real-world fuel consumption of six LDPVs was tested in Beijing using the OBD. The results showed that the normalized NEDC real-world fuel consumption of the tested vehicles was 13%±17% higher than the type-approval-based fuel consumption. Because the OBD values are lower than the actual fuel consumption, using a carbon balance method may result in a larger discrepancy between real-word and type-approval fuel consumption. By means of the operating mode binning and micro trip methods, a strong relationship (R2 = 0.984) was established between the average speed and relative fuel consumption. For congested roads (average vehicle speed less than 25 km/h), the fuel consumption of LDPVs is highly sensitive to changes in average speed.  相似文献

新冠肺炎疫情的发生暴露了我国野生动物保护立法在禁止食用野生动物源头制度设计上的不足,引发了社会舆论对“全面禁止食用野生动物”的强烈呼吁。审视我国《野生动物保护法》,立法目的理念中并没有体现保障公众健康的内容;对捕食野生动物没有采取完全禁止的态度,而是根据野生动物的珍稀、濒危程度,生态、科学、社会价值,以及是否为人工繁育等多重标准,分别采取了禁止食用、限制食用、特别许可、支持利用等不同的措施,存在失之过宽的问题;野生动物保护范围不周延,一些可能引发疫病传播的野生动物没有纳入保护范围。回应社会关切,对立法中存在的问题进行理性分析,应当尽快修改《野生动物保护法》,矫正立法目的理念,体现对公众健康安全的保障;扩大野生动物的保护范围,并制定相应的管制规范;实现相关立法的衔接,建立以“全面禁止食用为原则,分类限制禁止食用为补充”的野生动物风险防范制度。从源头上防范野生动物病毒传播引发重大公共卫生风险,实现保护野生动物与保障公众健康安全的有机统一。  相似文献

采用Fenton试剂对某染袜厂2种印染废水(印染红和印染蓝)进行处理。考察了硫酸亚铁投加量、双氧水投加量、反应时间及pH值对印染废水的色度及COD去除率的影响,通过正交实验确定了Fenton试剂处理该废水的最佳操作条件为:反应时间30 min、双氧水(30%)投加量4 mL/L、硫酸亚铁投加量300 mg/L、pH值为4左右。在最佳条件下,印染蓝废水经氧化处理后COD去除率大于80%,色度去除率95%以上;印染红废水需经絮凝预处理后再用Fenton试剂氧化处理,其脱色率达到了99.6%,COD去除率为91.2%,出水COD浓度为96 mg/L,可达标排放。  相似文献

ABSTRACT

Shanghai-born Yao Ming, a retired star player with the American National Basketball Association, is the celebrity face of translocal conservation campaigns to stop the consumption of shark-fin soup in Chinese restaurants worldwide. The standard justification for such communication practices is that they will generate media publicity and save shark populations, by encouraging increasingly affluent Chinese consumers to stop eating a luxury food item based on cruel and unsustainable practices. To date, there has been limited research on the nature of shark-protection campaigns in mainland China, the proclaimed major future market for shark fin. This paper fills that gap. It contends that these campaigns have missed their target, being heavily influenced by communication strategies used in international campaigns and providing incoherent local framing. Declining demand for shark fin demonstrates instead that government austerity measures have had a greater impact on luxury consumption practices, inadvertently highlighting the potential of “authoritarian environmentalism.”  相似文献

我国现阶段65岁以上老年人享有较好的社会保障体系,具有一定的物质基础和精神需求,对出行旅游具有强烈的欲望.在我国人口老龄化趋势逐渐加重的驱使下,刺激老年人出行旅游能够极大的促进消费,带动内需增长.为了科学制定拉动老年人旅游的政策措施,本文从《中国统计年鉴》(2006-2013年)中选取65岁以上人口比、老年抚养比、城镇人口比重、城镇基本养老保险基金支出、文盲人口占15岁及以上人口、接受高等教育人数、以及地区最终消费支出作为主要的比较指标;从《中国旅游统计年鉴》(2006-2013年)中选取65岁以上旅游人数比与65岁以上人口旅游消费支出作为主要参考指标,分别对相关数据进行了灰色关联分析.分析结果显示,选取的比较指标与参考指标之间呈现了中等以上强度的关联性,关联度均在0.6以上,65岁以上人口、老年抚养比、城镇人口比重相对2个参考指标关联度最强,城镇人口数量与受教育情况业是影响65岁以上旅游人数的重要因素,分析结论可以作为国家和地方政府在制定养老产业相关政策时的重要参考.本研究的最后,提出了完善社会福利保障体系和旅游业法律法规,提高养老保险水平,保障老年人旅游市场安全及制定差异化价格战略等措施.  相似文献

In order to understand the characteristics of spatial and temporal variation, as well as provide effective ideas on carbon emissions and regulatory policy in Yantai, this article analyzed spatial and temporal variation of carbon emissions in Yantai based on energy consumption statistics for a variety of energy sorts together with industrial sectors from 2001 to 2011. The results were as following: First of all, Yantai’s carbon emissions grew by an average of 5.5% per year during the last 10 years, and there was a peak of 10.48 million carbon in the year of 2011. Second, compared with the gross domestic product (GDP) growth rate, the figures for energy carbon emissions growth rate were smaller; however the problem of carbon emissions were still more obvious. Furthermore, carbon emissions in Yantai increased rapidly before 2008; while after 2008, it increased more slowly and gradually become stable. Third, the energy consumption was different among regions in Yantai. For instance, the energy consumption in Longkou city was the largest, which occupied 50% of the total carbon emissions in Yantai; and the energy consumption in Chang Island was generally less than 1% of the Longkou consumption. Finally, there were relative close relationships among the spatial difference of carbon emissions, regional resources endowment, economic development, industrial structure, and energy efficiency.  相似文献

This paper is concerned with the ways in which Danish municipalities seek to mitigate climate change through a range of governance strategies. Through the analysis of ten municipal climate plans using the framework of Mitchell Dean, as well as extensive ethnographic fieldwork in two municipalities, this paper explores how local climate change mitigation is shaped by particular rationalities and technologies of government, and thus seeks to illustrate how the strategies set out in the plans construe climate change mitigation from a certain perspective, thereby rendering some solutions more likely than others and recasting citizens as passive consumers who are to be guided to consume in more climate-friendly ways in the process.  相似文献

The residential sector is the third largest sector of final energy use in Australian urban areas, accounting for about 12% of the country's total final energy consumption. What are the main determinants of energy consumption in the residential sector? This paper sheds light on this question by examining non-transport summer household energy consumption in Adelaide and Melbourne. Data were collected from a survey of 200 sample households and modelled according to a conceptual framework that not only emphasises household characteristics and housing stock characteristics but also controls the macro-environment factors. The findings reveal distinctive results in Adelaide and Melbourne. In Adelaide, household characteristics are the most important contributors in explaining non-transport household energy consumption. In Melbourne, the household characteristic as represented by income is important, but housing stock characteristics provide even more explanatory power. These findings contribute to the understanding of the factors that shape residential energy consumption and have policy implications in targeting household energy savings.  相似文献
