ABSTRACT: This paper discusses the consumptive water needs of the various energy conversion processes including oil shale retorting, coal gasification and liquefaction, electric power generation, and slurry pipelines. Projected energy development water needs in the upper Colorado River and Upper Missouri River basins are compared with projected agricultural needs and water available. The comparative cost and values of water to energy and agricultural development are discussed to emphasize this as well as the political and social factors entering into the picture. 相似文献

ABSTRACT: In urbanizing areas, the usual increase in flood flows also increases erosional capability of streams. In order to evaluate such tendencies quantitatively, 25 stream reaches were studied, and were classified as to whether erosion of the channel and banks was light, medium, or heavy. Analysis of characteristics indicated that (1) densely developed areas are correlated with greater erosion, (2) wide stream buffers of natural vegetation are correlated with lesser erosion, and (3) there is no definite correlation of erosion to slope or characteristics of soil. Erosional stream instability can be avoided by retention of storm water runoff, creating additional channel roughness or reducing channel slope during floods by drop structures, such as culverts, which restrict flow. Channel straightening and general bank protection should be minimized in such streams. Design of culverts should take such effects into consideration. 相似文献

ABSTRACT: Rapid population growth in the metropolitan area of Denver, Colorado, is causing conflicts over water use. Two cities, Thomton and Westminster, have begun condemnation proceedings against three irrigation companies to secure agricultural water rights for municipal use. This is the first condemnation proceeding against irrigation water rights for municipal use. Should the suit succeed, over 30,000 acres of presently irrigated land will lose its water supply. There are about four hundred landowners in the area; two hundred of these are commercial farmers, including truck, dairy and specialty farms. Total agricultural production amounts to about $8 million per year. About 561 jobs related to agriculture will disappear along with about $4 million in not income. Only 6.4 percent of the farmland along the Front Range is irrigated. Continued urban growth will put pressure on the water supply of much of this land. The interested parties of the region should cooperate to lessen the impact of urban growth on agricultural lands and water by forming a metropolitan water district. Such a district could share costs of development of additional municipal water and develop systems where municipalities would recycle waste water back to the irrigated lands. 相似文献

ABSTRACT: The Chicago Metropolitan Floodwater Management Plan is a cooperative planning program under Public Law 566 of the 83rd Congress (The Watershed Protection and Flood Prevention Act). The planning effort was jointly sponsored by the U.S. Department of Agriculture, Soil Conservation Service, and the Metropolitan Sanitary District of Greater Chicago. The project is unique in that it studies a 1260 square mile (3266 sq. kilometer) watershed, which is approximately 35 percent urbanized and contains approximately 7.5 million people. At present, approximately 4.4 percent or 330,600 people live in a floodplain. It is presently estimated that 80,000 acres (32,000 ha.) of the study area are subject to flooding with a current average annual damage estimated at approximately $10 million. The Plan which has been developed to reduce or eliminate these damages is divided into six separate watershed plans, and has been developed through extensive use of local citizen watershed steering committees. ABSTRACT: Data were developed within a three-year period for indicator bacteria and three species of bacterial pathogens following rural storm event hydrographs. The first flush concept was confirmed in all hydrographs. Bacterial density peaking occurred at or before the hydrograph peaks. FC and FS values were higher in more developed areas than the primary rural test site and their numerical ratios followed similar trends. Chlorine demand of storm waters varied between 8 and 16 mg/l and, the ozone requirement was greater than 32 mg/l in the same waters. Aftergrowth of total coliform bacteria occurred following chlorine and ozone doses of 16 mg/l and 32 mg/l respectively. Fecal coliform, fecal streptococci, Salmonella sp., and Pseudomonas sp. all were reduced to near detectable limits by the disinfectants up to 8 days. Staphylococcus sp. demonstrated a propensity to restablish their populations. Multiple regression analysis of the bacterial groups and species in storm waters suggested the fecal streptococci to have been the most useful group in evaluating bacterial storm water quality, with staphylocci have been closely related insofar as their statistical significance was concerned. 相似文献

ABSTRACT: Completion of a 1270 acre recreational impoundment (Legend Lake) in the glacial sands of Menominee County, Wisconsin, produced geochemical and hydrologic alterations in some nearby natural lakes. The impoundment was produced by the construction of three dams, one of which proved to be temporary, connecting 9 natural lakes and ponds of 383 acres with 951 acres of flooded lands. Water levels were raised 3–15 feet within the impounded area. Much of the flooded area was peat rich wetland associated with the prior drainage. Water depths are less than 15 feet in 70% of the impoundment. Three seepage lakes, located less than 1/2 mile from the impoundment, experienced shoreline flooding, shoreline and soil erosion, some tree kills, and increased turbidity. These lakes also experienced concentration increases in several chemical constituents which indicate an influx of impoundment water through a regional alternation in the groundwater flow paths. The three lakes were connected by canals, and a 2.3 cfs gravity drain with an auxiliary pumping station was built to return excess water to the outflow of the impoundment. Future projects of this type would benefit from a more extensive hydrologic and geochemical analysis prior to initiation. Had environmental assessments been required at the time of this development, as they now are in Wisconsin for similar projects, some of the problems encountered might have been alleviated. 相似文献

Abstract: Conservation easements are one of the primary tools for conserving biodiversity on private land. Despite their increasing use, little quantitative data are available on what species and habitats conservation easements aim to protect, how much structural development they allow, or what types of land use they commonly permit. To address these knowledge gaps, we surveyed staff responsible for 119 conservation easements established by the largest nonprofit easement holder, The Nature Conservancy, between 1985 and 2004. Most easements (80%) aimed to provide core habitat to protect species or communities on-site, and nearly all were designed to reduce development. Conservation easements also allowed for a wide range of private uses, which may result in additional fragmentation and habitat disturbance. Some residential or commercial use, new structures, or subdivision of the property were permitted on 85% of sampled conservation easements. Over half (56%) allowed some additional buildings, of which 60% restricted structure size or building area. Working landscape easements with ranching, forestry, or farming made up nearly half (46%) of the easement properties sampled and were more likely than easements without these uses to be designated as buffers to enhance biodiversity in the surrounding area. Our results demonstrate the need for clear restrictions on building and subdivision in easements, research on the compatibility of private uses on easement land, and greater public understanding of the trade-offs implicit in the use of conservation easements for biodiversity conservation. 相似文献

Local environmental policies are sometimes seen as standing in the way of socio-economic progress. Against the background of these concerns, the actual socio-economic impacts of climate protection measures are discussed in this paper. It is structured as follows. First, the concept of primary and secondary effects of climate policies is introduced. Secondly, there is a discussion of financial and economic impacts of local climate policies. Finally, information is given on the consequences of such measures for local energy security and air quality. The main conclusion is that, at least in the field of climate policies, there is a huge potential for local measures that are socioeconomically attractive to local communities. This paper contributes to on-going attempts at bringing together two influential ideas in water governance: Integrated Water Resource Management (IWRM) and adaptive governance. In particular, a tension remains between the call in IWRM for the use of formal institutions, such as river basin organisations, to secure public policy integration, and the assumptions in adaptive governance in favour of informal collaboration between essentially independent policy actors. To clarify this relationship, this article draws on theoretical research on public policy integration, and uses these insights in an empirical setting to identify mechanisms that can facilitate effective policy integration for adaptive water governance. The research is based on recent attempts in Scotland to implement IWRM ideas to improve flood management. Several governance mechanisms were adopted to facilitate the integration of flood, water and rural land use policies. Six Scottish policy regimes are analysed using documentary sources and interviews. Results challenge the idea that collaboration should primarily be built on either river basin organisations or informal mechanisms. We identify a mix of informal and statutory-based mechanisms which may secure political and technocratic commitment to policy integration. 相似文献
