“后小康”时期我国排污许可制改革实施路线图研究

排污许可制度是发达国家普遍实行并证明行之有效的点源管理制度。"十三五"以来,我国以排污许可制度为核心的固定污染源管理体系进入快速高效构建期。2020年后,我国将进入"后小康社会"时期,排污许可制度改革与实施也将进入一个新时期。本文在充分研究目前排污许可制度改革面临问题的基础上,参考国际经验,提出"后小康"时期排污许可制改革的路线图。围绕环境质量改善,通过"后小康"时期排污许可制度的进一步改革与创新,使得中国排污许可制度更加完善、内容规范细致,让排污许可制真正成为固定污染源环境管理的核心制度,为确保"十九大"提出的"环境质量根本好转"的目标打下坚实基础。     

内蒙古自治区环境科学研究所体制改革的探讨

Diagnosis and recommendations for transjurisdictional water pollution management in China

Large-scale water environmental deterioration is one of the most prominent environmental issues in current China. Transjurisdictional water pollution is an important reason for water environmental deterioration of river basins, and currently there are some major defects that exist in China's management system related to transjurisdictional water pollution. With seven major river basins in China as an object of study, this paper is designed to perform a diagnosis of major problems about the transjurisdictional water pollution management in China from three aspects, i.e. institution, mechanism, and legislation. On the basis of this, it gives an overall train of thoughts on the reform of transjurisdictional water pollution management in China, and proposes specific recommendations from the aforesaid three aspects.     

企业改制中的环境管理思考

企业改制带给环境管理新的课题。产生于计划经济时期的环境管理体系须作出发变适应形势的发展，在目前的情况下，应从有序的，合法化的环境管理方法入手，实现企业改制对保护环境和控制污染的正面成效。     

Clock-shift experiments with Savannah sparrows, Passerculus sandwichensis, at high northern latitudes

Orientation can be difficult for nocturnal bird migrants at high northern latitudes because of the large changes of magnetic declinations, rapid longitudinal time-shifts experienced during a long-distance flight and the invisibility of stars during the polar summer. Both sunset cues as well as geomagnetic cues have been shown to be of great importance in the orientation system of Savannah sparrows, Passerculus sandwichensis. We used clock-shift experiments to investigate whether geomagnetic and sunset cues were used for migratory orientation by wild-caught young Savannah sparrows at high geomagnetic latitudes in Northern Canada. We exposed birds to a 4-h slow clock-shift, expecting a 60° clock-wise shift in orientation after the treatment. Under natural clear skies in the local geomagnetic field, the birds responded by showing a significant axial mean orientation directed towards the position of the setting sun in the NW and towards their preferred migratory direction in the SE. After exposure to the clock-shift for 6 days and nights the birds showed a clear response to the treatment and shifted significantly towards NNE. Birds that first oriented towards NW in the experiments before clock-shift tended to shift clock-wise, thus reacted to the clock-shift in the expected way. The reaction of the individual birds that originally oriented towards SE seems to vary. In summary, our birds did not select a constant angle (menotaxis) in relation to the sun's position during the experiments, but presumably were affected by the sun showing phototaxis or followed their magnetic compass. Possible explanations of the unexpected experimental results are discussed. Electronic Publication     

Dufour gland secretion in the harvester ant genus <Emphasis Type="Italic">Pogonomyrmex</Emphasis>

Summary. Dufour gland secretions of the harvester ants Pogonomyrmex barbatus, P. rugosus and P. maricopa were investigated. The glandular blends exhibit species specific patterns, but more importantly, based on indiviual profiles of Dufour gland contents of colony members it is possible to separate the colonies from each other in each species. It is possible that these collective colony specific cues serve as longer lasting trunk route markers. Behavioral tests demonstrate that workers of P. rugosus prefer homing routes marked by members of their own colony to routes marked by a foreign conspecific colony.     

改革开放以来我国国土整治历程回顾与新构想

改革开放40多年,国土整治随着资源、生态环境领域政治意愿和体制的变迁而变化,经历兴起、搁浅、整合的过程。在梳理改革开放40余年国土整治领域重要政策文件基础上,总结了国土整治历程中的发展经验、主要问题以及新趋势,并提出了新时代国土整治新构想。新时代国土整治目标将牢牢结合生态文明战略,以期实现空间、资源、生态环境优化,打造以人为本高品质国土空间。新时代国土整治是通过“承载力”“适宜性”评价机制,结合综合研判、归因分析划分“国土整治”功能分区开展重大工程,多措并举处置国土开发利用过程中“负外部性”问题,修复国土功能,以实现空间结构优化调整、资源高效利用、生态保护修复、灾害污染治理,以期提升国土空间承载力、适宜性、美丽度、安全性,提升国土可持续发展能力的综合治理活动。     

某热电厂35t/h锅炉脱硫除尘系统技术改造

某热电厂尾部烟气的湿法除尘装置存在严重的烟气带水和烟尘排放浓度超标问题，针对上述两个问题，在对原烟气系统进行分析的基础上，进行了技术改造，采用旋流板塔替代原系统的筛板塔，对改造后烟气系统运行测试，结果表明：烟气系统基本上解决了烟气带水和烟尘排放浓度超标问题，同时该装置具备了烟气脱硫功能，在水系统完成后，可以解决烟气脱硫问题。
