The Army Corps of Engineers (ACE) is generally responsible for the implementation of federal Clean Water Act wetland regulations. It therefore plays an important role in the protection of wetlands within the United States. Unfortunately, past evaluators of ACEs implementation of these regulations found low rates of regulatory compliance. However, the fact that two states have taken responsibility for the implementation of these regulations within their boundaries provided the opportunity to assess whether one of these states might be doing a better job of enforcement. This paper reports on compliance with some of these regulations within one Michigan region. We evaluated permittee compliance with paperwork filing requirements related to wetland mitigation projects. Sixty-seven percent of county road commission permittees were out of compliance with at least one filing requirement. Forty percent of private and non-county government permittees were out of compliance. Our results therefore suggest that serious problems exist with Michigans implementation of wetland regulations. They do not suggest that compliance in this state is significantly better than in states under ACE administration. It is presumed that the present environmental thrust is not a wholly transitory fad; that there will be a residual impact on American society which will demand greater consideration in the future of ecological and environmental values by resource developers and public works agencies. An example is cited to show the validity of the environmental thrust and the severe consequences of ignoring it under the present emphasis on this aspect of resource development. An attempt is made to understand some of the reasons for the dramatic change in public attitude toward the environment and opposition to projects of apparent benefit to society. It is suggested that basic changes in philosophy and concept will be necessary in the field of resource development. Some broad ecological and developmental guidelines are provided in the interest of implementing environmental considerations. Finally, those involved in resource development and public works are challenged to accept the concept of eco-engineering; a concept combining the competing elements of resource development and conservation. 相似文献

以典型的电器工业区重污染感潮河道——佛山市顺德区容桂街道内河涌为研究对象,选取一段河道,投加含硝酸钙的调控剂,采用BCR形态提取法研究调控剂对感潮河涌沉积物中重金属的影响,以评价调控剂对重金属的稳定化效果.结果表明,①调控剂使得重金属Cu、Zn、Pb和Cr的可还原态和可氧化态占总量的百分比降低;②调控剂能有效促进底泥中的重金属Cu、Zn、Pb和Cr向残渣态转化,投加调控剂处理22 d后,重金属Cu、Zn、Pb和Cr的残渣态占总量的质量分数分别升高了4%、20%、21%和23%,这在不同程度上降低了底泥Cu、Zn、Pb和Cr的可生物利用性;③调控剂能使Cu、Pb和Cr的弱酸提取态增加,而使Zn的弱酸提取态下降,即增加了Zn的稳定度而降低了Cu、Pb和Cr的稳定度.总体上,调控剂对底泥重金属Cu、Pb和Cr的稳定化效果并不理想,而对底泥重金属Zn有一定的稳定化效果,但效果不明显. 相似文献

基于87台中小型燃烟煤层燃炉(£70MW)的燃料特性分析数据和SO2排放实测数据,研究了锅炉出力、过量空气系数、燃煤硫含量对燃烧过程中SO2初始排放浓度的影响,分析了燃煤锅炉SO2排放现状,讨论了我国中小型燃煤锅炉SO2排放管理控制的潜力和可行性.结果表明,在锅炉运行负荷³80%的条件下,SO2初始排放浓度与燃煤硫含量之间具有显著的线性相关性,与锅炉出力和过量空气系数无关;分别有94%和87%的实测锅炉可以满足国家现行排放标准规定的第I和第II时段SO2最高允许排放浓度. 相似文献

区域环境协同治理理论可为跨区域环境监管体制改革提供重要理论支撑。在政策和法律法规的推动下,近年来我国跨区域环境治理取得了一定成效,但是仍存在中央与地方权责划分不明,跨区域环境监管缺乏权威性,环境监管垂管制度改革不彻底等问题。现有机制无法有效支撑地方政府开展跨区域环境监管和深层次的环境协同高效治理。为进一步突破现有的制约障碍,提高跨区域环境协同治理效率,应当进一步加快中央层面的跨区域统一立法和地方层面的跨区域协同立法,以法律保障跨区域环境监管体制改革向纵深推进,将中央与地方政府环境保护的权责在法律中进行明确和细化,中央政府成立专门的跨区域环境治理机构,地方层面成立跨区域环境治理协同机构,理顺跨区域环境治理中的纵向和横向关系,进而推进我国生态文明体制建设。 相似文献

While scholars have demonstrated that emotions play a central role in cognition, behavior, and decision making, most of the studies on emotions in work contexts show that emotions, or their expression, are often suppressed. We thus investigated how workers in high-stress work environments deal with emotions and remain functional by focusing on the range of extrinsic regulation strategies used by workers in these environments. Drawing from participant observations and in-depth, semistructured interviews, we show how police officers are flexible in their choices of emotion-regulation strategies and how contextual factors emerge as the crux of this process. We contribute to the understanding of regulatory flexibility—defined as the process of matching emotion regulation strategies to environmental circumstances as they unfold in real work situations—by identifying two main enabling factors: coregulation and third party interference. 相似文献
