医患关系是社会关系的组成部分,医患关系是医疗实践活动中最基本的人际关系,良好的医患沟通是实现以病人为中心,促进社会和谐的基础.医患关系作为一种最基本的社会关系,已普遍受到人们的关注,它随着医学模式的发展,不断发生新的变化.目前我国经济正沿着市场化的轨迹发展,医疗制度改革也在深入进行,这对构建和谐医患关系提出了新的挑战和考验,要想构建和谐的医患关系,必须医方、患方、社会三者共同努力,国家增加卫生投资力度,准确定位医疗机构的性质,确保广大中低档人群的基本健康等实际问题已摆在我们面前,只有从根本上解决群众“看病难、看病贵”的问题,才能实现医患关系真正意义上的融洽.同时我们还要看到,理想化的期待与非理想化的现实差距是客观存在,融洽医患关系是一个漫长的过程,需要我们在健全法制的同时提高自律的约束,只有以诚信为杠杆、人文为基石,才能真正实现理想状态下的医患关系,即充满同情心的医生和对医生充满信任的病人.参8. 相似文献

Japan should undertake drastic greenhouse gas (GHG) emission reductions by the middle of this century in order to mitigate
climate change problems. Municipalities should design and execute scenarios toward a low-carbon society suited to their respective
regions. This study describes long-term future visions developed for Shiga Prefecture targeting CO2 emission reductions of 30–50% by 2030, and presents scenarios to attain these targets, which are achievable with mild economic
growth. For targets over a 30% reduction, region-specific measures including land-use reform and citizen behavioral changes
are necessary. Compared with other regions in Japan, Shiga should give priority to a modal shift in transport, efficiency

Beyond adopting sustainability as a feel-good slogan, many communities are trying to translate this general principle into specific and measurable terms. Community indicators are being introduced as a tool for analysis and community development in US cities from Seattle, WA to Jacksonville, FL. Most efforts acknowledge that sustainability ought to serve communities as a whole; rather than privilege certain elites, sustainability should build social equity. Using a web-based methodology, this research reviews sustainability efforts in 33 of the largest US cities to see which have addressed environmental justice as a dimension of sustainability. Five projects are identified and their programmes are summarised in terms of educational, policy and implementation content. Although El Salvador suffered light losses from Hurricane Mitch in 1998, it benefited from the increased international aid and encouragement for advance planning, especially mitigation and prevention interventions. Thus, one would have supposed, El Salvador would have been in a very advantageous position, able more easily than its economically crippled neighbours, Honduras and Nicaragua, to implement the 'lessons of Mitch'. A review of the recovery plan tabled by the El Salvador government following the earthquakes of early 2001 shows that despite the rhetoric in favour of 'learning the lessons of Mitch', very little mitigation and prevention had actually been put in place between the hurricane (1998) and the earthquakes (2001). The recovery plan is analysed in terms of the degree to which it deals with root causes of disaster vulnerability, namely, the economic and political marginality of much of the population and environmental degradation. An explanation for the failure to implement mitigation and preventive actions is traced to the adherence by the government of El Salvador to an extreme form of neoliberal, free market ideology, and the deep fissures and mistrust in a country that follow a long and bloody civil war. 相似文献

International assistance efforts have represented a conundrum for East Timorese seeking to assert their new independence and autonomy. While urgent needs have been met, local participation, involvement and capacity building have not been given adequate attention. This outcome is aptly demonstrated in the case of local non-government organisations (LNGOs). This paper specifically examines the role of LNGOs in the recovery of East Timor within the international assistance programme. It examines the challenges of rehabilitation efforts in East Timor with a particular focus on capacity building of East Timorese NGOs as part of a broader effort to strengthen civil society. The initial crisis response in East Timor highlighted tension between meeting immediate needs while simultaneously incorporating civil society actors such as NGOs and communities. It has been argued that local NGOs and the community at large were not sufficiently incorporated into the process. While it is acknowledged that many local NGOs had limited capacity to respond, a greater emphasis on collaboration, inclusion and capacity building was desirable, with a view to supporting medium and longer term objectives that promote a vibrant civil society, sustainability and self-management. 相似文献

Background Scope and Aims. To realize the vision of sustainable development (SD) originating from the ‘only one earth’ philosophy, and to integrate the conceptions of ecology and sustainability into the planning and decision-making criteria of urban growth management, the establishment of a recycling-oriented society (ROS) is essential. However, before the above intention can be achieved, it is indispensable to develop a system of strategic indicators for supporting a radical reformation of the urban development plan. Therefore, this study, based on the conception of the new urban development pattern ROS, attempted to carefully choose a sample city in Taiwan for launching a preliminary case study, and furthermore designed and proposed a concise and strategy-oriented assessment indicator system termed ROSAIS. ROSAIS, on the one hand, can act as a compass for understanding resource using efficiency and recycling status during city development and, on the other hand, can serve as an implement supporting decision-making for ROS construction.Methods According to the definition and spirit of ROS, the structure of ROSAIS should clearly represent the relationship between resources and environment in human activities. The eco-efficiency indicator system (EEIS) and environmental symbiosis indicator system (ESIS) can be considered two key sub-indicator systems, and are the necessary components of ROSAIS. EEIS chooses the dominant production sectors in urban economic activities to calculate their eco-efficiency (EE). Separately, for obtaining a consensus regarding the framework of ESIS, the questionnaire approaches and expert consultation, together with the research experience and foundation of current relevant studies and indicator systems, are applied when crucial resource and environmental issues and respective indicators are selected.Results and Discussion The calculation results of EEIS in this case study indicated that among the three dominant production activities (agricultural, fishery, and animal husbandry sector) the fishery sector has the highest EE, which indicates that the fishery activities and resources significantly influence the sustainability of the economic-environmental system of the sample city. Furthermore, according to a consensus achieved in ESIS, local green spaces, resource recovery, energy consumption pattern change, freshwater conservation and greenhouse effect abatement were considered as the five crucial issues influencing how the case study city can develop into an ES-city. The rate of local green spaces, resource recycling, freshwater conservation and the rate of reduction of nonrenewable energy use as well as carbon dioxide (CO2) emissions were used to evaluate the above five issues.Conclusion This case study is unparalleled in Taiwan. Even in Japan, where ROS legislation has been implemented, this kind of study remains in the preliminary stages. Furthermore, when communicating the indicator results, it is essential to provide the context and countermeasures of the crucial issues that are faced. The two sub-indicator systems proposed in this case study could comply completely with the above-mentioned requirements. For example, the EEIS provides information for achieving a balance between environmental burden and economic benefits among dominant production sectors; the ESIS provides information for setting strategies for overcoming the crucial issues faced. Recommendation and Outlook This study recommends that urban planers should consider the construction of the corresponding strategic indicator system to be indispensable, and makes further use of the indicator results related to the environmental education of residents for identifying and promoting participation with ROS, and turning them into implements for supporting urban SD decision-making. Furthermore, a successful indicator system depends on data availability and quality. This study recommends that urban planers should pay considerable attention to constructing relevant data collection channels, databases and the data quality. 相似文献

Nine years after the Kobe earthquake in Japan, social issues are still prominent, and the rehabilitation process is still ongoing. The earthquake caused two major changes in Japanese society: an increase in voluntary and non-government activities, and the enhancement of cooperation between local government and the residents' association. People's participation in the decision-making process was a significant achievement. To sustain the efforts generated after the earthquake, the Kobe Action Plan was formulated and tested in different disaster scenarios. The current study suggests that civil societies in urban areas are sustainable if, first, the activities related to daily services are provided by the resident's associations; and second, these are linked to economic incentives. Leadership plays a crucial role in collective decision-making. Creation of the support system is essential for long-term sustainability of civil-society activities. These observations are exemplified in the case study in Nishi Suma, one of the worst-affected areas in the Kobe city. 相似文献
