长期以来,中国农村环境保护工作基础相对薄弱,国家环保部门于2014年出台《农村环境质量综合评价技术规定(试行)》。研究利用2015—2016年安徽省域的农村环境监测数据,将安徽省重点生态功能区考核县域的数据与其他县域监测数据进行分类整理,采用该技术规定开展农村环境质量综合评价,对评价体系的3个级别指标层面的评价结果进行对比,并通过2组数据的差异性分析,深度剖析评价体系各级指数的结果合理性,验证该评价技术规定的区域适用性;同时,根据各级指标对比中发现的问题,对评价体系的相关指标提出修改完善建议。 相似文献

在对饮用水系统适应能力界定的基础上,基于水源地、供水、用水、排污处理和技术5个子系统的适应性要素构建沿江城市饮用水系统适应能力评价指标体系和评价模型,采用分指数与综合指数法评估系统的适应能力水平、存在问题,并据此对江苏省沿江地区城市饮用水系统适应能力分异特征、类型及影响因素进行深入探讨。结果表明,南部环太湖地区城市饮用水系统适应能力高于中部滨江地区,北部地区适应能力最低;从各子系统适应能力得分情况来看,需加大对沿江地区水源地的保护力度,合理规划港口、码头等的布设;加快北部地区供排基础设施的建设,提高风险应急防范能力;南部环湖地区重点开展节水型企业与生态工业园区创建。 相似文献

Bushmeat management policies are often developed outside the communities in which they are to be implemented. These policies are also routinely designed to be applied uniformly across communities with little regard for variation in social or ecological conditions. We used fuzzy‐logic cognitive mapping, a form of participatory modeling, to compare the assumptions driving externally generated bushmeat management policies with perceptions of bushmeat trade dynamics collected from local community members who admitted to being recently engaged in bushmeat trading (e.g., hunters, sellers, consumers). Data were collected during 9 workshops in 4 Tanzanian villages bordering Serengeti National Park. Specifically, we evaluated 9 community‐generated models for the presence of the central factors that comprise and drive the bushmeat trade and whether or not models included the same core concepts, relationships, and logical chains of reasoning on which bushmeat conservation policies are commonly based. Across local communities, there was agreement about the most central factors important to understanding the bushmeat trade (e.g., animal recruitment, low income, and scarcity of food crops). These matched policy assumptions. However, the factors perceived to drive social‐ecological bushmeat trade dynamics were more diverse and varied considerably across communities (e.g., presence or absence of collaborative law enforcement, increasing human population, market demand, cultural preference). Sensitive conservation issues, such as the bushmeat trade, that require cooperation between communities and outside conservation organizations can benefit from participatory modeling approaches that make local‐scale dynamics and conservation policy assumptions explicit. Further, communities’ and conservation organizations’ perceptions need to be aligned. This can improve success by allowing context appropriate policies to be developed, monitored, and appropriately adapted as new evidence is generated. Globally, marine protected areas (MPAs) have been relatively unsuccessful in meeting biodiversity objectives. To be effective, they require some alteration of people's use and access to marine resources, which they will resist if they do not perceive associated benefits. Stakeholders’ support is crucial to ecological success of MPAs, and their support is likely to depend on their capacity to adapt to and benefit from MPAs. We examined the influence of social adaptive capacity (SAC) on perceived benefits of MPAs in Siquijor, Philippines, in the Coral Triangle. This region has substantial biodiversity and a population of over 120 million people, many of them dependent on marine resources for food and income. The region has many MPAs, most of which are managed under decentralized governance systems. We collected survey data from 540 households in 19 villages with associated MPAs. We evaluated the influence of multiple SAC variables (e.g., occupational multiplicity and social capital) on perceived benefits with decision trees (CHAID) and qualitatively analyzed this relationship with respect to types and recipients of benefits. Our models revealed the key role of social capital, particularly trust in leadership, in influencing perceptions of benefits (χ2 = 14.762, p = 0.000). A path analysis revealed that perceptions of distributional equity were a key mechanism through which social capital affected perceived MPA benefits (root mean‐square error of approximation = 0.050). Building social capital and equity within communities could lead to more effective management of MPAs and thus to expenditure of fewer resources relative to, for example, regulation enforcement. 相似文献

生态单元制图是通过对区域遥感信息的解译及与现场调查信息的叠合,得到可视性较强的生态信息图谱,是将景观生态学成果应用到城乡规划中的一条有效途径。生态单元制图如何与中国城乡规划编制相衔接,提供专业、可靠的基础性研究成果,是本文期待解决的主要问题。提出了将城市所有用地类型都作为研究对象的"本土化"和"城市化"的生态单元分类方法,完成了符合我国《城市用地分类与建设用地标准》的生态单元制图分类系统(9大类37小类)及其景观生态学指数分析;通过绿地率、建筑密度、乔木树冠覆盖度、植物物种丰富度等各单项指标进行分层及叠加综合评价制图,科学全面地识别不同用地的生态价值。认为可以通过提出诸如各类城市用地的附属绿地的面积、容积率高低、建筑退让范围、大乔木的保护措施等具体细致的规划要求,来保护及调整城市用地内部的绿地面积及植被丰富度、乔木的覆盖度等生态指标,确保重要的城镇自然系统在城市开发过程中不受冲击,以及如何实现我国城市绿地的"精明增长"等后续研究方向。 相似文献

Territorial user rights for fisheries are being promoted to enhance the sustainability of small‐scale fisheries. Using Chile as a case study, we designed a market‐based program aimed at improving fishers’ livelihoods while incentivizing the establishment and enforcement of no‐take areas within areas managed with territorial user right regimes. Building on explicit enabling conditions (i.e., high levels of governance, participation, and empowerment), we used a place‐based, human‐centered approach to design a program that will have the necessary support and buy‐in from local fishers to result in landscape‐scale biodiversity benefits. Transactional infrastructure must be complex enough to capture the biodiversity benefits being created, but simple enough so that the program can be scaled up and is attractive to potential financiers. Biodiversity benefits created must be commoditized, and desired behavioral changes must be verified within a transactional context. Demand must be generated for fisher‐created biodiversity benefits in order to attract financing and to scale the market model. Important design decisions around these 3 components—supply, transactional infrastructure, and demand—must be made based on local social‐ecological conditions. Our market model, which is being piloted in Chile, is a flexible foundation on which to base scalable opportunities to operationalize a scheme that incentivizes local, verifiable biodiversity benefits via conservation behaviors by fishers that could likely result in significant marine conservation gains and novel cross‐sector alliances. Balancing ecological and social outcomes of conservation actions is recognized in global conservation policy but is challenging in practice. Compensation to land owners or users for foregone assets has been proposed by economists as an efficient way to mitigate negative social impacts of human displacement from protected areas. Joint empirical assessments of the conservation and social impacts of protected area establishment involving compensation payments are scarce. We synthesized social and biological studies related to the establishment of the Derema forest corridor in Tanzania's biodiverse East Usambara Mountains. This lengthy conservation process involved the appropriation of approximately 960 ha of native canopy agroforest and steep slopes for the corridor and monetary compensation to more than 1100 claimants in the surrounding villages. The overarching goals from the outset were to conserve ecological processes while doing no harm to the local communities. We evaluated whether these goals were achieved by analyzing 3 indicators of success: enhancement of forest connectivity, improvement of forest condition, and mitigation of negative impacts on local people's livelihoods. Indicators of forest connectivity and conditions were enhanced through reductions of forest loss and exotic species and increases in native species and canopy closure. Despite great efforts by national and international organizations, the intervention failed to mitigate livelihood losses especially among the poorest people. The Derema case illustrates the challenges of designing and implementing compensation schemes for conservation‐related displacement of people. This article is the third in a series prepared to explain the Teller County growth management planning process. Once it was
determined by local decision-makers that Teller County, Colorado, would pursue a policy of directed growth, concepts based
on this policy were developed. These concepts presented visions and options for the future. Landscape plans then were developed
for Teller County and the City of Woodland Park planning area so that these options could be visualized by local leaders and
the public. The landscape plans were used as part of the ongoing citizen involvement process to inform the public about the
options for growth management. To provide even more information, detailed designs were developed for specific areas in the
county. From the landscape plan, public involvement effort, and detailed designs, specific implementation measures were identified,
discussed, and adopted. These measures included guidelines for administration, so that county and city goals could be linked
to the actual day-to-day management of development proposals.
