Adaptive management of natural resources is an iterative process of decision making whereby management strategies are progressively changed or adjusted in response to new information. Despite an increasing focus on the need for adaptive conservation strategies, there remain few applied examples. We describe the 9‐year process of adaptive comanagement of a marine protected area network in Kubulau District, Fiji. In 2011, a review of protected area boundaries and management rules was motivated by the need to enhance management effectiveness and the desire to improve resilience to climate change. Through a series of consultations, with the Wildlife Conservation Society providing scientific input to community decision making, the network of marine protected areas was reconfigured so as to maximize resilience and compliance. Factors identified as contributing to this outcome include well‐defined resource‐access rights; community respect for a flexible system of customary governance; long‐term commitment and presence of comanagement partners; supportive policy environment for comanagement; synthesis of traditional management approaches with systematic monitoring; and district‐wide coordination, which provided a broader spatial context for adaptive‐management decision making. Stormwater utility fees (SUFs) are one way to fill the growing gap between stormwater management needs and available funding. However, there is a lack of data on the overall role they play in stormwater program budgets. This paper presents an evaluation of SUFs across multiple jurisdictions to understand their contributions to overall revenue, the uses of revenue, and the extent to which ratemaking is equitable within and between jurisdictions. We compiled data on SUFs for 124 jurisdictions and program budgets for 80 jurisdictions to describe the composition of revenues and influence of municipal stormwater permit status. We also calculated SUFs applied to individual parcels in 11 jurisdictions to assess two equity outcomes: proportionality and affordability. Results indicate that SUF revenue contributed 91% of the $537.7 million in total 2019 stormwater program operational revenue. There was enormous variation among jurisdictions in annual SUF revenue per capita ($17–328), per housing unit ($42–1007), and on an area-normalized basis (<$0.01–2.70 per ft2 impervious surface). SUFs in some cities were large enough to burden low-income households, and the way they are billed may preclude assistance for renters. In the context of escalating costs driven in part by new regulatory requirements, these results illustrate the tension between achieving full cost recovery for stormwater services and ensuring prices are affordable for ratepayers.  相似文献

The importance of solving the employment problems by nongovernmental economy in China has aroused the concern of many scholars widely. However, few literatures could be found to deal with the impacts on nonagricultural employment growth in China by nongovernmental economy from several levels such as the whole nation, urban and rural. Based on the research accessed on the relationships between nongovernmental economy and employment, the impacts of the development of nongovernmental economy on non-agricultural employment growth in China are emphasized in this paper. Taking time series data of non-agricultural employment in China's different economy types in 1992-2005 as study objects, by establishing econometric regression models, some meaningful points are found as follows, the impacts of nongovernmental economy on the nonagricultural employment in either national or urban-rural level are rather significant although their impacts' degrees are different. Based on the research findings above, some countermeasures are proposed to accelerate the nongovernmental economic development and improve its ability to absorb nonagricultural employment.  相似文献

Abstract: The amount of privately conserved land is increasing worldwide. The potential of these areas to contribute to the global conservation of biodiversity is significant, given that statutory protected areas alone will not suffice. Nevertheless, there is still inadequate support for private conservation areas, and further research on appropriate, flexible, and generally applicable incentive measures is necessary. We conducted 25 semistructured interviews with the owners of private conservation areas in the Little Karoo, South Africa, to examine landowner opinions of existing conservation policies and their relationships with the local conservation authority. We also assessed landowner preferences regarding conservation incentive measures. Landowners doubted the conservation authority's capacity to implement its stewardship program and were also discouraged by the bureaucracy of the program. The conservation authority was often viewed negatively, except where landowners had experienced personal contact from conservation staff or where strong social capital had formed among landowners. Landowners did not desire financial rewards for their conservation efforts, but sought recognition of their stewardship role and greater involvement from the conservation authority through personal contact. We conclude that conservation policies for private lands could benefit from the provision of extension services to landowners, promotion of formation of groups of landowners and other stakeholders, and public acknowledgment of the contributions private conservation areas make.  相似文献

The ability to pay for water and wastewater services is a growing issue in the developed world. To this point in time, utilities have helped customers grappling with affordability issues using different types of customer assistance programs (CAPs). Income‐based billing approaches differ from CAPs in that bills are structured so as to be affordable for customers at the outset. Recently, the City of Philadelphia implemented an innovative program to work towards resolving the affordability problem in their city using income‐based billing. This tiered assistance program or TAP structures bills for water, wastewater, and stormwater services to program enrollees’ income. Given the innovative nature of the program, this paper describes the rollout of TAP and assesses the impact of the program on customers and utility revenues. The paper closes with a critical assessment of TAP and considerations for utilities evaluating the implementation of similar programs.  相似文献

Overharvesting of terrestrial and marine resources may be alleviated by encouraging an alternative configuration of livelihoods, particularly in rural communities in developing countries. Typical occupations in such areas include fishing and farming, and rural households often switch livelihood activities to suit climate and economic conditions. We used a machine-learning tool, deep-belief networks (DBN), and data from surveys of a rural Philippine coastal community to examine household desire to change livelihood. This desire is affected by a variety of factors, such as income, family needs, and feelings of work satisfaction, that are interrelated in complex ways. In farming households, livelihood changes often occur to diversify resources, increase income, and lessen economic risk. The DBN, given its multilayer perceptron structure, has a capacity to model nonlinear relationships among factors while providing an acceptable degree of accuracy. Relative to a set of 34 features (e.g., education, boat ownership, and work satisfaction), we examined the binary response variables desire to change work or not to change work. The best network had a test set accuracy of 97.5%. Among the features, 7 significantly affected desire to shift work: ethnicity, work satisfaction, number of persons in a household in ill health, number of fighting cocks owned, fishing engagement, buy-and-sell revenue, and educational level. A cross-correlation matrix of these 7 features indicated households less inclined to change work were those engaged in fishing and retail buying and selling. For fishing, provision of economic and other incentives should be considered to encourage changing from this occupation to allow recovery of fishery resources.  相似文献

The objective of this paper is to investigate the relationships among rural-urban migration, rural household income and sustainable development in rural areas of China. The typical case study is done and 288 questionnaires are collected from five villages in Hebei and Guangxi provinces, China. The migration and remittance status, household income and sustainable development of rural areas are analyzed on the basis of questionnaires. Rural-urban migration is becoming a part of routine life in rural areas. And remittance is an important component in rural household income. Rural-urban migration increases the arable land area per labor, which releases the tight human-land relationship in villages. In total, the migration increases the rural household income and accelerates the sustainable development of rural areas.  相似文献

After the devastating earthquake of 8 October 2005 in Kashmir, international organizations provided the Pakistani government with relief and reconstruction assistance. Under the oft‐cited motto ‘rebuild better’, many of these efforts targeted the rural areas. The emergency period was followed by a development phase, during which all actors sought to ensure that their reconstruction projects would have long‐term, sustainable impacts. Based on the authors’ experience during that phase, this paper offers specific guidelines for rehabilitation work on Kashmir's rural water supply system, stressing the need for analysis of the social context to guarantee sustainability of the completed projects.  相似文献

Knowing how much biodiversity is captured by protected areas (PAs) is important to meeting country commitments to international conservation agreements, such as the Convention on Biological Diversity, and analyzing gaps in species coverage by PAs contributes greatly to improved locating of new PAs and conservation of species. Regardless of their importance, global gap analyses have been conducted only for a few taxonomic groups (e.g., mangroves, corals, amphibians, birds, mammals). We conducted the first global gap analysis for a complete specious plant group, the highly threatened Cactaceae. Using geographic distribution data of 1438 cactus species, we assessed how well the current PA network represents them. We also systematically identified priority areas for conservation of cactus species that met and failed to meet conservation targets accounting for their conservation status. There were 261 species with no coverage by PAs (gap species). A greater percentage of cacti species (18%) lacked protection than mammals (9.7%) and birds (5.6%), and also a greater percentage of threatened cacti species (32%) were outside protected areas than amphibians (26.5%), birds (19.9%), or mammals (16%). The top 17% of the landscape that best captured covered species represented on average 52.9% of species ranges. The priority areas for gap species and the unprotected portion of the ranges of species that only partially met their conservation target (i.e., partial gap) captured on average 75.2% of their ranges, of which 100 were threatened gap species. These findings and knowledge of the threats affecting species provide information that can be used to improve planning for cacti conservation and highlight the importance of assessing the representation of major groups, such as plants, in PAs to determining the performance of the current PA network.  相似文献

加强村落尺度能源消费活动及其环境效应研究是实现农村能源可持续转型及绿色发展精细化治理的前提。但目前该领域存在明显知识空白,其原因在于缺乏基础数据和系统化数据采集体系及集成分析方法。基于对河南省邑西里村、杨家村以及山东省东桥头村的实地调研和半结构式访谈,采用定性和定量结合的方法开展能源消费活动及环境效应比较研究。结果表明:(1)村落尺度能源消费具有显著空间分异特征。邑西里村、杨家村和东桥头村人均能源消费量分别为505 kgce、889 kgce和1139 kgce;由能源消费产生的温室气体与污染物的种类分别为CO2、CH4、SO2、N2O、NOx和TSP,单个家庭CO2的产生量在2000—4000 kg;CH4、SO2、TSP和NOx的排放量基本在1—5 kg;N2O的排放量均在100 g以下。(2)居民生活环境和炊事供暖是影响村域能源消费的主要因素。其在邑西里村、杨家村和东桥头村的总用能占比分别为50.10%、79.08%和77.61%。(3)能源来源及消费结构具有明显的区位属性特征。杨家村距离市区较近,天然气成为当地居民的主要来源;邑西里村和东桥头村离市区较远,则以电力和煤炭为主。未来乡村地区的发展应该与当地的地域特征相结合,构建具有地方化特征的发展策略,实现农村能源的低碳健康发展。  相似文献
